* Set your makeup: Talcum powder serves as an amazing base for make-up. To avoid getting that greasy look from your makeup, just apply a base coat of talcum powder. It helps in setting your makeup and absorbing all that excess oil. Just make sure to wash it off properly as it shouldn’t remain on for long.

* To avoid itching and redness experienced after waxing, you can use talcum powder before getting waxed. Gently dust the area which is to be waxed with talcum powder. This results in a super smooth and silky look and feel.

* Talc serves as a wonderful dry shampoo. To get a silky look for your hair, sprinkle some talcum powder on the roots of your hair. This will absorb the excess oil and will give your hair a silky finish. Just make sure to wash it off once you’re done. IndiaMart.com, Tank Road figure in US notorious markets list

Popular Indian portal IndiaMart.com and Delhi’s wholesale market Tank Road have figured among the annual American notorious markets list which was released on Saturday and is topped by China.

The list released by US Trade Representative (USTR) highlights 25 online markets and 18 physical markets around the world that are reported to be engaging in and facilitating substantial copyright piracy and trademark counterfeiting.

“Marketplaces worldwide that contribute to illicit trade cause severe harm to the American economy, innovation and workers,” said USTR Robert Lighthizer.

“The Trump Administration is committed to holding intellectual property right violators accountable and intensifying efforts to combat counterfeiting and piracy,” he said.

The ‘2017 Notorious Markets List’ maintains its special focus on the distribution of pirated content and counterfeit goods online.

This year’s report highlights illicit streaming devices as an emerging piracy model of growing concern.

It also calls on several e-commerce platforms to improve takedown procedures, proactive measures and cooperation with right holders, particularly small and medium-sized businesses, to decrease the volume and prevalence of counterfeit and pirated goods on their platforms.

India’s popular wholesale market Tank Road returns to the list.

“Stakeholders confirm that it remains a market selling counterfeit products, including apparel and footwear.

Counterfeit products from Tank Road are also reportedly found in other Indian markets, including Gaffar Market and Ajmal Khan Road,” the report said.

The US encourages India to take sustained and coordinated enforcement action at the Tank Road market, previously-listed markets, and numerous other non-listed markets in its territory, Lighthizer said.

India-based online marketplace with 1.5 million suppliers and over 10 million buyers, IndiaMart facilitates global trade in counterfeit and illegal pharmaceuticals, USTR alleged.

The marketplace disclaims all liability, delays responses and does not facilitate right holder attempts to remove listings, it said.

“In contrast, other online marketplaces have instituted good practices such as robust screening systems to limit listings for counterfeit or illegal pharmaceuticals and providing a straightforward process for removing infringing listings,” the report said.

“The domain name registrar that services IndiaMart, Hosting Concepts B V has a general Top Level Domain market share of 304,131 domains of which 2,530 are allegedly rogue Internet pharmacies,” it said.

Globally, China continues to be a primary source of counterfeit products.

“As in past years, several commenters continue to identify China as the primary source of counterfeit products.

Some Chinese markets, particularly in larger cities, have adopted policies and procedures intended to limit the availability of counterfeit merchandise, but these policies are not widely adopted, and enforcement remains inconsistent,” it said.

“At the same time, some online markets are cooperating with law enforcement on counterfeiting and piracy operations offline. It is reported that in many instances, Chinese authorities engage in routine enforcement actions in physical markets,” the report said.

Silk Market and Hongqiao Market, both in Beijing along with four other markets figure in the list.

In the virtual world, Dhgate.com is listed in the list along with Taobao.com.

“Created and owned by the Alibaba Group (Alibaba), Taobao.com is China’s largest mobile commerce destination and the third-most popular website in China,” USTR said.

“Alibaba has undertaken efforts, some within the last six months, to curb the offer and sale of infringing products on Taobao.com, and some right holders report an improved outlook as a result.

“At the same time, the prevalence of infringing listings and sales continues to be a challenge and there are additional steps Alibaba must take to address ongoing concerns,” USTR said.

A number of smartphone apps – TVPLUS, TVBROSWER and KUAIKAN – and add-on developers are reportedly operated by related companies in China to provide users around the world with television, live sports, and content protected by copyright and related rights, USTR alleged.

This family of apps has been downloaded more than 64 million times and each download connects users to allegedly pirated content hosted by third parties.

These apps allow viewers in China to stream infringing content on mobile devices or high definition televisions, posing an additional threat to an already fragile market for legitimate over-the-top and online content platforms in China, USTR said.

The Saudi government allowed women to observe the game with other family members at the King Abdullah Sports City stadium, Al Arabiya local news reported on Friday.

The move came after the decision to allow females to drive effective from the mid of this year and the opening of cinema theatres.

To prepare for the change, the kingdom has designated “family sections” in the stands for women. The stadiums have also been fitted with female restrooms and separate entrances and parking lots for female spectators. On Saturday, the national stadium in the capital, Riyadh, will open its gates for women to attend a soccer game.

DGCA forms committee to review guidelines on rest period to pilots

Rest periods given to pilots in India are not as per the international guidelines. International Civil Aviation Organisation (ICAO) has reportedly pulled up the aviation regulator over the Flight and Duty Time Limitation (FDTL) regulations that are there at present during its audit last year and it will keep following this up with the regulator.

After ICAO rapped the regulator, Directorate General of Civil Aviation (DGCA) has constituted a committee to review the FDTL regulations and changes are expected in two to three months. DGCA-constituted Committee is being headed by Flight Inspection Directorate of the regulator. The committee has sought suggestions from various organisations including airlines. Air India and Rotary Wing Society of India (RWSI) have already given their suggestions.

Aviation experts say that international norms are not being followed by Airlines at present on fatigue risk management. ICAO has made amendments in guidelines on “Operation of Aircraft” saying that a more scientific FDTL should be implemented by operators worldwide and International Aircraft Transport Association (IATA) has endorsed it.

In past, a few accidents including the most recent one of Jet Airways aircraft veering off from the runway in Goa while landing last year has been attributed to fatigue of the pilots by aviation safety experts.

“In some sectors flying may be strenuous like hilly areas needing more rest period. If the pilots are stationed at a height of more than 10,000 feet, the atmosphere is rarefied and digestion is slow causing stress.  FDTL should be changed for pilots flying in Badrinath, Shimla, Kedarnath and Amarnath,” said Secretary General of RWSI, Group Captain M K Labroo.

An Air India source confirmed that there is a review of FDTL going on. Air India has recommended that Fatigue Risk Management System (FRMS) should be adopted as the whole world is moving towards it. Air India has already adopted the system wherein the pilots have to tell which sectors are more strenuous and more rest period is needed so that the operations department take the necessary action. “This is just another lever in the middle that will reduce the risk from fatigue,” said the source.

Aviation safety expert, Captain Mohan Ranganathan said FDTL requirement is more to suit the airline. “The last clause of DGCA Civil Aviation Requirement (CAR) on FDTL says at the discretion of DGCA dispensation may be given to deviation. So, there will always be misuse,” Captain Ranganathan said.

Captain Ranganathan said that transport side is not defined in FDTL regulation.  “When the rest period is defined, the transport time has not been defined. If a pilot is coming to the IGI Airport from Noida, he will take at least an hour. But this is not taken into account. This is why pilots are fatigued,” said Captain Ranganathan.

Secondly, FDTL is the same whether you operate during the day or night. “If the pilot is signing on at 1 am is already fatigued or partially fatigued. This is the worst period according to Circadian Law. This regulation is certainly not a very good one. Abroad they address the fatigue risks which are there,” he added.

Captain Ranganathan said that Ministry of Civil Aviation appointed Court of Enquiry had pointed out that in the Mangalore crash in 2010, the fatigue related issue of pilots must be taken seriously but DGCA did not do anything.

Rahul Gandhi must move away from his mother’s populism

Job creation, revamping of the education system and making India the global hub of health care are the three goals which Rahul Gandhi has set for a “new, shining” Congress, as he told a convention of NRIs in Bahrain recently.

Since there’s many a slip between the cup and the lip, it is too early to say whether his hope of being in a position to fulfil these promises will come true. But as far as the Congress is concerned, the objectives which he underlined denote a shift from the party’s earlier policies which can be said to have led to its downfall in 2014.

The leitmotiv of those policies, which were the handiwork of the Left-leaning National Advisory Council (NAC) headed by then Congress President Sonia Gandhi, was populism, which cared little for either fiscal discipline or for being in tune with the economic reforms introduced in 1991 and continued by Manmohan Singh from 2004.

Nothing exemplified the absence of monetary restraint more than Sonia Gandhi’s pet project of food security, which aimed at providing subsidised food to an estimated 67 per cent of the population at an annual cost of Rs 1.25 lakh crore. There were other such profligate initiatives as well, including the rural employment programme, which were ostensibly targeted at the poor.

But they didn’t help the party. Instead, the voters turned from the lure of doles and freebies to the prospect of employment promised by Narendra Modi. The age of subsidies provided by a paternalistic, mai-baap ki sarkar was over.

If Rahul Gandhi has understood this, it is all to the good. What his emphasis on job creation, etc., shows is a welcome change of focus from his mother’s socialistic approach (which she appears to have learnt from Indira Gandhi) to an encouragement of free enterprise, which will boost growth, which was a dirty word for the NAC’s Aruna Roy who lamented Manmohan Singh’s preoccupation with economic development rather than with welfare measures.

It was the objection of crypto-communists like her which made the government of the time take its “foot off the accelerator of reforms”, as former Finance Minister P. Chidambaram subsequently regretted. The Congress is now paying the political cost of that mistake.

Rahul Gandhi’s task, therefore, is to undo that lapse of judgement. But it will not be easy because his mother is not the only “socialist” in the party. The Congress has always been uneasy about the economic reforms as it believed that they benefited only the capitalists. Rahul’s “suit-boot ki sarkar” jibe against the Modi government is a reflection of that mindset.

Yet, if he is interested in reducing unemployment, there is no option for him but to enlist the support of the suited and booted private sector in order to increase its share of investment. He will also have to encourage foreign investment. As of now, the Congress chief has not been too forthcoming with his economic views, concerned as he is with countering the Bharatiya Janata Party’s (BJP) propaganda against his dynastic lineage and his party’s supposedly pro-Muslim inclinations.

One reason why he may not have articulated his economic thinking with greater clarity is probably that the Congress will then have to come out virtually endorsing the BJP’s pro-market line with an emphasis on industrial and infrastructural development.

Indeed, there is nowadays little difference in the outlook of the various parties on this score with the earlier focus on a controlled economy with the public sector being perched on the “commanding heights”, to use Indira Gandhi’s phrase, being replaced by a preference for an open market with the private sector playing a leading role.

From whatever little that Rahul has said so far on the economy, he seems to prefer small and medium industries rather than large ones, apparently because the former can generate more employment than the large, automated factories with their component of robots.

But as long as he steers the Congress away from its 1955 goal of ushering in a “socialistic pattern” of society, he will be a true inheritor of Jawaharlal Nehru’s vision of an advanced country where dams — standing for industries — will be seen as the “temples of a new India”.

For Nehru’s great grandson, the coming months will provide an opportunity to eradicate the party’s two major mistakes which enabled the BJP to move from the margins of politics to centre-stage. These were, first, the Shah Bano episode in the mid-1980s which tended to substantiate the BJP’s charge of Muslim appeasement against the Congress; and, secondly, the stalling of economic reforms in the last two years of the Manmohan Singh government which boosted Modi’s prospects in 2014.

Even as Rahul’s temple visits aim at robbing the BJP of its monopolistic claims on Hinduism, he will also have to pick up the pieces which the Congress foolishly let fall from its hands at a time when poverty was being reduced at the fastest-ever rate, as between 2005-06 and 2011-12, by reaffirming the party’s commitment to economic reforms.

India vs South Africa, 2nd Test: Changes likely in playing XI

In the opening Test match of three-match series at Newlands Cape Town, Virat Kohli and the team management were criticized for benching Test specialist Ajinkya Rahane for Rohit Sharma.

On Friday, Indian skipper Virat Kohli slammed his critics by stating that the team balance and combination will not be influenced by the opinion of outsiders. Virat also pointed out that before the first Test everyone was saying that Rahane should not be in playing eleven.

“Its funny. Before the last Test, everyone was saying Ajinkya Rahane should not be included in playing XI. Now, in one week, that has changed. Everyone is saying he should be. We don’t decide the playing XI as per outside opinion,” Kohli said ahead of the 2nd Test.

When Virat Kohli was asked about the possible changes in India’s playing XI, he said there is going to be some detailed discussion about the opening combination of the visitors which suggest that Shikhar Dhawan’s position is in the doubt ahead of the match after his two poor departures against short-pitched deliveries in opening Test.

Faf du Plessis boys will be high on confidence with their golden run over Virat’s side when they will face visitors at Centurion for the second Test.

“We were pretty happy with the wicket and the way it played in Cape Town, it gave us many opportunities to stay in the game,” said Kohli.

“This pitch will again test us to play our best cricket and that is something we are looking forward to,” Virat added.

In the second Test even after their 72 run win, South Africa need to make at least one change in the playing eleven as their star pacer Dale Steyn had injured himself in the first Test.

“The team we selected last week was the right team and it worked pretty well,” said Faf Du Plessis.

BCI members discuss SC judges issue, say presser ‘unfortunate’

The Supreme Court Bar association held a meeting on Saturday over the allegations levelled against the Chief Justice of India, Dipak Misra, by the four senior most SC judges on Friday. The Bar members also addressed the mediapersons.

They said “there were issues, but they needed to be resolved within the house”.

Bar Council of India (BCI) Chairman Manan Kumar Mishra said a meeting of the members is being held on Saturday evening, after which a delegation will meet Chief Justice of India (CJI) Dipak Misra and the four senior judges, who spoke against the CJI on Friday.

Kumar said: “We have a meeting at today (Saturday) and tomorrow (Sunday). Our delegation will meet Chief Justice Dipak Misra and those four senior judges to request them to resolve the issue internally.”

He said it was “most unfortunate” that four senior judges held a press conference, sending out a message that all was not well with the Supreme Court and that the issue should have been “sorted out internally”, the BCI Chairman said.

On Friday, in an unprecedented move, the four senior-most judges in the Supreme Court burst out in the open and accused the Chief Justice of not adhering to the rules in assigning cases to appropriate benches, which they said could create “doubts” about the integrity of the top court.

Speaking to the media at the residence of Justice Chelameswar, the judges said the Supreme Court administration was “not in order” and released an undated letter they had written to Justice Misra in which they conceded that the CJI was the “master of the roster” but this was “not a recognition of any superior authority, legal or factual, of the Chief Justice over his colleagues”.

The four judges are justices Ranjan Gogoi, Kurian Joseph and Madan B. Lokur, besides Justice Chelameswar.

 

Meanwhile, Attorney General KK Venugopal said that the press conference held by the judges “could have been avoided.” He added that the judges would now have to act in statesmanship in order to ensure complete harmony.

“What has happened today could have been avoided. The judges will now have to act in statesmanship and ensure that the divisiveness is wholly neutralised and total harmony and mutual understanding will prevail in future,” KK Venugopal told PTI.

IED recovered on Srinagar-Muzaffarabad highway

Security forces on Saturday recovered an improvised explosive device (IED) on the Srinagar-Muzaffarabad highway, police said.

Traffic on the highway was disrupted for some time in the morning when security forces found the IED at a busy crossing on the periphery of Srinagar.

“Bomb disposal squads of police, Army and the Central Reserve Police Force immediately reached the spot and removed the explosive device,” a police officer said.

Traffic was later restored on the highway.

Port Blair, Srinagar rated most wallet-friendly holiday

Srinagar and Port Blair have seen the steepest drop in airfares, while Bangkok has replaced Dubai as the top trending holiday destination amongst Indian travellers, according to online travel marketplace Kayak.

These findings are part of Kayak’s recently launched tool, Travel Hacker Guide, which provides rankings of the popular and top trending destinations, the most affordable cities to fly to, the best times to book flights as well as travel tips.

The Guide has analysed over 1.5 billion annual search queries to collect information for travellers.

According to the Guide, destinations such as Port Blair and Srinagar have seen a drop in average flight price of up to 24 per cent, making them most wallet-friendly options for holidaymakers.

Other destinations like Jammu, Muscat and Kochi, too, saw airfares decrease by 23 per cent, 22 per cent and 19 per cent, respectively.

The ranking on biggest price drop reflects flight destinations with the highest year-on-year percentage drop in median airfares.

The best month for travel to destinations such as Srinagar, Port Blair and Amritsar is August, whereas November is the least expensive time to travel to Kochi, Madurai and Mangalore, as per the travel portal.

Bangkok has replaced Dubai as the most popular destination amongst Indian travellers, while New York retains its spot at number two on the list.

Dubai, last year’s most popular destination, has moved down two places to third. Goa follows closely in fourth place, three spots up from last year.

Holiday spots are ranked as popular based on the greatest number of searches throughout 2017.

The data collected by the portal is based on travel dates from January 1, 2017, to December 31, 2017, and compared with data from the same period from the year before.

The Guide’s also has a ‘When to Book’ feature allowing users to find the best deals for their desired destinations.

Jammu to celebrate Lohri, harbinger of warmer days

The cold wave sweeping through Jammu and Kashmir further tightened its grip on the valley even as people in Jammu prepared to celebrate the Lohri festival on Saturday.

Lohri marks the season’s turnaround.

Camp fires would be organised in Jammu, around which people would gather in the evening to welcome comparatively warmer days ahead.

People in the Kashmir Valley though, continued to brave the harsh winter as the 40-day long ‘Chillai Kalan’ would only end on January 30.

However, there appears little likelihood of any major snowfall in Kashmir during this year’s Chillai Kalan.

Kashmir’s perennial water reservoirs get replenished by the heavy snowfall that is received during this period.

The perennial rivers, streams, springs and lakes get rich with heavy snow during the winter to sustain them through the summer.

“There is little likelihood of any major snowfall at least during the next fortnight. Cold, dry weather is likely to continue in the state during this period,” the Met office said.

Minimum temperature was minus 4.6 in Srinagar, minus 6.1 in Pahalgam and minus 4.5 in Gulmarg.

Leh town in Ladakh region recorded minus 15 as the night’s lowest temperature.

While Jammu city recorded 6.8, Katra 6.9, Batote 2.9, Banihal minus 1.2, Bhaderwah 0.9 and Udhampur 2.1 degrees Celsius.

Trump keeps Iran nuke deal alive by waiving sanctions ‘for last time’

President Donald Trump has kept alive the Iran nuclear deal by waiving economic sanctions, but warned European allies and Congress that it will be “for the last time” if they fail to fix the “disastrous flaws” in the landmark 2015 pact.

The White House said yesterday that Trump will waive the sanctions against Iran for the “last time”, unless an agreement can be reached between the US and Europe within the next 120 days that would strengthen the nuclear deal.

“Despite my strong inclination, I have not yet withdrawn the US from the Iran nuclear deal,” Trump said in a statement.

He told the international community, in particular his European allies, either to fix the Joint Comprehensive Plan of Action (JCPOA) or he would withdraw the US from the nuclear deal.

“Instead, I have outlined two possible paths forward: either fix the deal s disastrous flaws, or the United States will withdraw,” he said.

“This is the last chance. In absence of such an agreement (between the US and European powers), the US will not again waive sanctions in order to stay in the Iran nuclear deal,” he said in a lenghty statement.

The announcement came as the Treasury Department placed sanctions on 14 individuals and entities for alleged offenses unrelated to Iran s nuclear industry. The new measures concern human rights abuses and censorship in Iran and the arming of groups throughout the region.

Issuing designations for 14 individuals and entities, Treasury Secretary Steven Mnuchin said the US will not stand by while the Iranian regime continues to engage in human rights abuses and injustice.

The entities sanctioned include Iran s Supreme Council of Cyberspace and its subsidiary, the National Cyberspace Center, which police the Internet, restricting access to websites that challenge the regime.

The 2015 Iran nuclear deal was struck between the US, under the administration of former President Barack Obama, Iran and five other countries. It prevents Iran from developing nuclear weapons while offering sanctions relief to allow it to participate in international commerce and banking.

As a signatory to the international Non-Proliferation Treaty, Iran has committed to not building nuclear weapons, even after the restrictions on its programme lapse, and it is entitled to use nuclear technology for peaceful purposes.

The changes Trump has demanded include immediate inspections at all sites requested by the International Atomic Energy Agency; ensuring that Iran never even comes close to possessing a nuclear weapon; automatic resumption of US sanctions if Iran does not comply and Iran s development and testing of missiles should be subject to severe sanctions.

Trump said he is open to working with Congress on bipartisan legislation regarding Iran. But any bill he sign must include these four critical components.

“I have been very clear about my opinion of that deal. It gave Iran far too much in exchange for far too little. The enormous financial windfall the Iranian regime received because of the deal access to more than USD 100 billion, including USD 1.8 billion in cash has not been used to better the lives of the Iranian people. Instead, it has served as a slush fund for weapons, terror, and oppression, and to further line the pockets of corrupt regime leaders, he said.

In his statement, Trump said he is waiving the application of certain nuclear sanctions, but only in order to secure US s European allies agreement to fix the “terrible flaws” of the Iran nuclear deal.

“This is a last chance. In the absence of such an agreement, the United States will not again waive sanctions in order to stay in the Iran nuclear deal. And if at any time I judge that such an agreement is not within reach, I will withdraw from the deal immediately, Trump warned, adding that no one should doubt his words.

“If other nations fail to act during this time, I will terminate our deal with Iran. Those who, for whatever reason, choose not to work with us will be siding with the Iranian regime s nuclear ambitions, and against the people of Iran and the peaceful nations of the world, Trump said.

Trump alleged that in 2015, the Obama Administration “foolishly traded away” strong multilateral sanctions to get its weak nuclear deal.

“It has funded, armed, and trained more than 100,000 militants to spread destruction across the Middle East. It props up the murderous regime of Bashar al Assad, and has helped him slaughter his own people,” he said.

“The regime s destructive missiles threaten neighbouring countries and international shipping. Within Iran, the Supreme Leader and his Islamic Revolutionary Guard Corps use mass arrests and torture to oppress and silence Iran s people.

The US, he said, is countering Iranian proxy wars in Yemen and Syria.

“We are cutting off the regime s money flows to terrorists. We have sanctioned nearly 100 individuals and entities involved with the Iranian regime s ballistic missile program and its other illicit activities, he said.

Arsene Wenger admitted today that Alexis Sanchez’s future is up in the air as Jose Mourinho and Pep Guardiola stayed tight-lipped over potential moves for the forward during the January transfer window.

Guardiola’s bid to buy Sanchez collapsed at the end of the summer transfer window and City were favourites to land him this time around but the club are apparently unwilling to meet Arsenal’s reported 35 million ( 48 million, 39 million euros) asking price.

Mourinho’s United are understood to have thrown their hat into the ring, bidding around 25 million to trump City’s 20 million offer as they seek to bolster their forward options and deny their bitter rivals.

When asked if United were interested in signing the 29- year-old Chilean international, who is out of contract at the end of the season, Wenger said “nothing is really concrete at the moment”.

Questioned as to whether there was any truth in the rumour, the Arsenal manager was coy.

“You conclude that,” he said. “You could say that at the moment… it’s not that I don’t want to inform you, I don’t want to give you wrong information and at the moment I must say nothing is decided one way or the other.”

Wenger admitted a bidding war could help Arsenal but said that was not the current situation.

In later press conferences on Friday, neither Guardiola nor Mourinho gave much away over a potential move for the Arsenal man.

Guardiola said his focus was on maintaining City’s fine form when they travel to Liverpool in the Premier League on Sunday.

“I understand completely why you ask this question (about Sanchez), it’s your job,” said Guardiola. “But you know my answer. I am focused on Liverpool.”

Mourinho, who described Sanchez as a “phenomenal player”, said: “I don’t know if it’s ethical or correct to be speaking about players of other clubs.”

“Sanchez is an Arsenal player,” he added. “Probably this weekend he is going to defend Arsenal colours so I don’t think it’s correct to say things about Alexis Sanchez.”

Arsenal boss Wenger said Sanchez would only be allowed to leave if they could get a new signing over the line — the club have been linked with young Bordeaux forward Malcom.

“Of course I want a quick resolution,” he told reporters at Arsenal’s north London training base.

“Is he (Sanchez) replaceable in the way that we find exactly the same player? Certainly not, but there’s always a way to find a different balance.

“Alexis is an exceptional football player, he’s a world- class player and if that happens (and he leaves) we have to find a different balance in the team.”

Theo Walcott is another Arsenal player poised to leave this month, with Everton manager Sam Allardyce revealing on Friday that they are hopeful of sealing a permanent deal.

Wenger said he does not want the 28-year-old to leave, but conceded he cannot guarantee the forward playing time and an unlikely route into Gareth Southgate’s England squad for the World Cup.

Visit work sites twice in 15 days, Rlys tells senior officials

Senior officials of the Indian Railways will now have to camp for two days in a fortnight in areas where safety works are underway to ensure proper execution of such work.

The Railway Board in a letter last month directed that Senior Administrative Grade (SAG) officers in the civil engineering department be nominated and allotted a division each where they will oversee safety-related works which include track renewal, bridge rehabilitation, elimination of unmanned level crossings, raising platforms and other track maintenance work.

“The nominated officers should regularly visit the division to provide necessary guidance in planning and execution of the works… These officers may be directed to camp in their allotted division for one week in the beginning and thereafter should visit the allotted division for at least two days every fortnight till the end of March 2018”, the letter said.

SAG is usually at least joint secretary-level officers, who have completed an average of 23 years in service.

In the next financial year, Indian Railways has set a target of replacing 8,000 km of old and depleted lines at an estimated cost of Rs 10,000 crore and overhauling the entire signalling network to improve safety.

Officials say that this will reduce the number of derailments by 50 per cent in the next two years.

Cybersecurity firm: US Senate in Russian hackers’ crosshairs

The same Russian government-aligned hackers who penetrated the Democratic Party have spent the past few months laying the groundwork for an espionage campaign against the US Senate, a cybersecurity firm said in a report.

The revelation on Friday suggests the group often nicknamed Fancy Bear, whose hacking campaign scrambled the 2016 US electoral contest, is still busy trying to gather the emails of America’s political elite.

“They’re still very active — in making preparations at least — to influence public opinion again,” said Feike Hacquebord, a security researcher at Trend Micro Inc who authoered the report.

“They are looking for information they might leak later.”

The Senate Sergeant at Arms office, which is responsible for the upper house’s security, declined to comment, but Nebraska Senator Ben Sasse said it was time for US Attorney General Jeff Sessions to return to Congress to say what action had been taken to help ensure lawmakers’ digital safety.

“The Administration needs to take urgent action to ensure that our adversaries cannot undermine the framework of our political debates,” he said in a statement.

Trend Micro based its report on the discovery of a clutch of suspicious-looking websites dressed up to look like the US Senate’s internal email system. The Tokyo-based firm then cross-referenced digital fingerprints associated with those sites to ones used almost exclusively by Fancy Bear, which it dubs “Pawn Storm.”

Trend Micro previously drew international attention when it used an identical technique to uncover a set of decoy websites apparently set up to harvest emails from the French presidential candidate Emmanuel Macron’s campaign in April 2017.

The sites’ discovery was followed two months later by a still-unexplained publication of private emails from several Macron staffers in the final days of the race.

Hacquebord said the rogue Senate sites — which were set up in June and September of 2017 — matched their French counterparts.

“That is exactly the way they attacked the Macron campaign in France,” he said.

Attribution is extremely tricky in the world of cybersecurity, where hackers routinely use misdirection and red herrings to fool their adversaries. But Tend Micro, which has followed Fancy Bear for years, said there could be no doubt.

“We are 100 per cent sure that it can attributed to the Pawn Storm group,” said Rik Ferguson, one of the Hacquebord’s colleagues.

Like many cybersecurity companies, Trend Micro refuses to speculate publicly on who is behind such groups, referring to Pawn Storm only as having “Russia-related interests.”

But the US intelligence community alleges that Russia’s military intelligence service pulls the hackers’ strings and a months-long Associated Press investigation into the group, drawing on a vast database of targets supplied by the cybersecurity firm Secureworks, has determined that the group is closely attuned to the Kremlin’s objectives.

China-built railways in Sri Lanka start track-laying

The track-laying commencement of the first phase of the China-built Matara-Kataragama railway extension project has started in Matara in Sri Lanka.

 

The first phase of the project includes constructing a railway service from Matara to Beliatta, in the south of the island country, Xinhua news agency reported.

 

Sri Lankan Minister for State Enterprise Development Lakshman Yapa Abeywardena said during the ceremony on Friday that the island nation was hoping to finish the first phase of the project in the coming months, which would benefit the public and tourists.

 

“On behalf of the President (Maithripala Sirisena) and the Sri Lankan government, I would like to thank the Chinese government for this historic event. The extension is a historic development which will hugely benefit the public transport sector as well as the country’s tourism sector,” Abeywardena said.

 

“Successive governments in the past have tried to implement this project. Due to the assistance of the Chinese government and the Chinese company, this project will soon be a reality,” the minister added.

 

The Matara-Kataragama railway project was the first new railway line constructed in Sri Lanka since the island country gained independence in 1948.

 

The project, funded by the EXIM Bank of China on a concessional loan, was being constructed by China National Machinery Import and Export Corporation (CMC) in consultation with the Sri Lankan Ministry of Transport and Civil Aviation and the Central Engineering Consultancy Bureau.

 

Vice President of CMC, Zhao Jun said the railway extension project, which was under the China-proposed Belt and Road Initiative, was a key project closely related to the development of Sri Lanka since in future, the railway would connect many industrial areas in the south of the country.
