Proof of alien existence on Red Planet
Martian landscape (Photo: Getty Images)
Three tall “towers” standing in a perfect straight line on our neighbouring planet Mars in a recent image are claimed by some UFO and alien enthusiasts as clear evidence that highly intelligent beings exist there.
According to the author of a video posted on YouTube channel called Mundodesconocido, the image shows three “towers” about 4.8 km tall are arranged neatly in a perfect straight line.
The author believes it is no coincidence, especially as the supposed towers seem to show signs of advanced technology.
The clip also includes 3D renderings of the towers in addition to the original, more blurry images made available to everyone by the Mars Global Surveyor and Mars Odyssey missions.
The believers argued that the “towers” do not look like something that can be built by wind or water.
However, scientists in NASA are not as impressed by the interesting discovery.
They said the truth could be disappointing as the three formations may actually look not so perfect when seen from close by.
They further explained that when people on Earth see those “towers”, their brains tend to look for familiar artefacts to explain the world around them, a phenomenon called pareidolia.
The scientists gave another example of the famous “Face on Mars”, which in fact does not really look like a face at all when seen from another perspective.
India to contribute $500K to UN Central Emergency Response Fund
United Nations (Photo: Getty Images)
India will contribute $500,000 to the UN Central Emergency Response Fund (CERF), Indian diplomat Anjani Kumar has announced at the high level pledging conference here.
Kumar, a counsellor at India’s UN Mission, said on Tuesday that this contribution for the year 2016-17 and New Delhi’s cumulative contribution since the fund was launched in 2006 stood at $6 million.
“Despite our own resource constraints, India has always been forthcoming within its ability and national circumstances in offering humanitarian assistance as per the needs and requests of our friends and partners,” Kumar said.
“These efforts have ranged from immediate supply of relief materials to emergency evacuation of very large number of persons of various nationalities from danger zones.”
CERF provides early funding when humanitarian crises break out and supports essential relief operations that are poorly funded.
At the pledging session on Tuesday, 29 countries promised contributions totalling $273 million to the CERF after outgoing Secretary-General Ban Ki-moon made a plea for funds.
“The scale of humanitarian deprivation is greater than at any time since the UN was founded,” he said. “A record 130 million people need humanitarian assistance to survive.”
Ban asked the CREF to raise its annual target of $450 million to $1 billion by 2018.
CERF has provided $4.6 billion in emergency assistance to 98 countries since it was founded.
So far this year it has provided emergency help to about 50 countries.
News report ‘planted’:Rijiju
Kiren Rijiju (Photo: Facebook)
Even as Union Minister Kiren Rijiju on Tuesday slammed a daily for “planting” story about his alleged involvement in a power project scam, the opposition demanded his resignation and thorough probe into the matter.
“It is a planted story. If they visit Arunachal Pradesh, they would be thrashed with shoes,” Minister of State for Home Affairs Rijiju told reporters here.
The Bharatiya Janata Party (BJP) leader’s comment came after a newspaper claimed that he had written letters to clear payments of contractors constructing two dams for the 600MW Kameng Hydro Electric Project in Arunachal Pradesh, being executed by the North Eastern Electric Power Corporation Ltd (Neepco).
The newspaper also quoted a report of the Chief Vigilence Officer of the Neepco, who claimed that there was a scam relating to an Arunachal Pradesh hydro project.
“Does serving people mean corruption,” Rijiju asked.
However, soon after stirring the controversy, Rijiju took to Twitter and said that the allegation was “really cheap”, and posted photographs of the letters he received from the people of Arunachal Pradesh.
“Really cheap! This is the copy of representation I received and forwarding letter to the Power Minister. Is it a corruption helping poor tribal folk?” Rijiju said.
He also said the Congress must apologise to the nation as all contract works and payments were made during its regime.
“Now the Congress must apologise to the nation. All contract works & payments were made during their regime. I just forwarded a memorandum,” he said in a series of tweets.
In a letter to Union Power Minister Piyush Goyal, Rijiju had requested release of pending payment for boulder transportation for the Kameng Hydro Electric Project in Arunachal Pradesh.
Meanwhile, the Congress and the Aam Admi Party (AAP) on Tuesday demanded Rijiju’s resignation for his alleged involvement in the hydro project scam.
Congress leader Randeep Surjewala said: “The minister has no right to remain on his post. Prime Minister Narendra Modi, who talks of transparency and honesty, should get this (Rijiju’s involvement in the scam) investigated by an independent agency.”
“Until that time, the Prime Minister should either dismiss the Minister of State or ask for his resignation.”
Surjewala also demanded an investigation against all the senior officials associated with the project.
“An unprecendeted case of corruption in a project being executed by the Neepco has come to light. There are serious facts available in public domain which indicate a scam of Rs 450 crore,” said Surjewala.
The Congress claimed that fake and inflated bills were submitted by contractors for the transportation of rocks for construction of dams and the methodology brought out by the CVO was very clear.
“Vehicles that were used for transporation for which payment worth crores of rupees was made were actually found to be carrying registration numbers of either scooters or motorcycles or cars instead of heavy trucks. Many of the vehicle numbers were found to be fake,” said Surjewala.
“All these were happening as Goboi Rijiju, Rijiju’s brother, had gone to meet the CVO. Goboi Rijiju was influencing the CVO to make and release payment of the contractors which were under question,” added Surjewala.
Quoting newspaper reports, AAP leader Ashish Khetan accused Rijiju of using his influence as a minister to help his cousin in what he called a “Rs 450-crore scam”.
“This is a serious matter. Kiren Rijiju has no right to remain a minister after being exposed in this scam. He should immediately resign from his post,” Khetan said.
He also urged the Prime Minister to order an independent probe into the alleged scam.
“We also request the Prime Minister to ensure that Rijiju and his family do not influence the probe,” he said.
5 IM operatives convicted in Hyderabad twin blasts case

A special court on Tuesday held five operatives of banned Indian Mujahideen including a Pakistani national guilty in the 2013 twin bomb blasts case.
Pronouncing the judgement, the National Investigation Agency (NIA) special court fixed December 19 for announcing the quantum of punishment.
Those found guilty include one of the IM’s founders, Yaseen Bhatkal alias Ahmed Siddibappa Zaraar, brother of Riyaz Bhatkal, the brain behind the blasts.
Riyaz, a resident of Karnataka’s Bhatkal town, is suspected to be hiding in Pakistan and NIA has already issued Interpol Red Corner notice for him.
Zia ur Rehman alias Waqas, a resident of Mustafabad of Pakistan’s Punjab province is among the convicted.
Others found guilty are Asadullah Akhtar alias Haddi of Uttar Pradesh, Tahseen Akhtar alias Monu of Bihar, and Aizaz Saeed Shaik alias Aijaz Shaikh of Maharashtra.
“This is the first case in which any operative of the Indian Mujahideen have been convicted,” the NIA said in a statement.
All five have been convicted for offences including waging war against nation, criminal conspiracy and murder.
The twin blasts in Dilsukhnagar area in Hyderabad on February 21, 2013, killed 18 persons, including one unborn child in mother’s womb, and injured 131 others.
The NIA, which probed the case, arrested Bhatkal and Asadullah Akhtar from India-Nepal border in August 2013. Tahseen Akhtar and Rehman were arrested by Delhi Police from Rajasthan in March 2014. Shaikh was arrested subsequently.
The investigating agency filed three charge sheets in the case. Charges were framed against the five accused on July 16, 2015 and the trial commenced on August 24 the same year.
The trial had been going on in the special court at Cherlapally Central Prison on the city outskirts where the five accused are currently lodged.
The NIA said during the trial, the prosecution examined a total of 157 witnesses. A total 486 exhibits and 173 material objects were marked during the trial as evidence.
The twin blasts occurred within a distance of 100 metres at crowded places in shopping area Dilsukhnagar on the evening of February 21, 2013.
Lodha: Supreme Court rejects BCCI plea
(PHOTO: Getty Images)
The Supreme Court has rejected the plea of the Board of Control for Cricket in India (BCCI) to review its verdict regarding the implementation of the Justice RM Lodha Committee’s recommendations.
The Lodha Committee, appointed by the Supreme Court following a match-fixing and corruption scandal in the Indian Premier League (IPL), had come up with a host of recommendations that could change the way cricket administration is conducted in India.
The apex court on July 18 ordered a revamp of the BCCI over the next four to six months which was to be overseen by the Lodha Committee.
The BCCI had asked the apex court for a review which was rejected on November 11. The order was, however, uploaded on Tuesday.
The board had also pleaded that its plea for a review should be heard in open court.
“We have examined the grounds urged in support of the prayer for review. We find no error apparent on the face of the record to warrant recall of our order dated July 18,” the apex court said on Tuesday.
“The review petitions are, accordingly, dismissed,” a bench comprising Chief Justice of India (CJI) TS Thakur and Justice SA Bobde said.
The final hearing of the Lodha Committe’s status report will now take place on December 15.
The Lodha panel had come up with several far-reaching recommendations which could alter the way cricket is administered in the country.
They include barring ministers and officials from the BCCI and its state affiliates, setting an age limit of 70 years for office-bearers, one state one vote, ceiling on the number of terms a person could be an office bearer and legalising betting.
Congress, BJP brace for showdown in Parliament
Parliament building in New Delhi
Bracing for a showdown in Parliament, the Bharatiya Janata Party and the Congress late Tuesday issued whips, asking their members in both houses to ensure their presence for the remainder of the Winter session which resumes on Wednesday.
The Opposition party has issued the whip amid concerns in its ranks that the ruling side would rake up the Agusta Westland helicopter issue to target its top brass to “divert attention from hardships facing people due to demonetisation”, sources said.
Before Parliament reconvenes on Wednesday, leaders of Opposition parties will hold a meeting in the morning to decide their strategy in the House.
On its part, the ruling BJP also issued a whip to ensure that the treasury benches are in full strength in both Houses.
Prime Minister Narendra Modi will hold a meeting with key ministers before Parliament meets in the morning to decide their strategy.
Finance Minister Arun Jaitley again asked the Congress and other rival parties to start debate on demonetisation.
Information and Broadcasting Minister Venkaiah Naidu said Modi will be present in Parliament for the three remaining days of the session and can participate in proceedings for either of the House depending on the need.
The Congress sources said the government has made no attempt to reach out to the Opposition to break the logjam.
Both the government and the Opposition, especially the Congress and the TMC, have stuck to their stand that the debate be held under a Rule that entails voting which the treasury benches have ruled out.
Last Friday, the Congress changed its stand and expressed readiness for debate under “no rule”. However, the ruling side created ruckus and the debate could not take place.
Pitching for a debate, Finance Minister Arun Jaitley on Tuesday urged the Congress and other opposition parties to “rise above slogans…” as he urged them for a debate in Parliament.
The Winter Session, which began on November 16, is scheduled to conclude on Friday, with indications that it could be a virtual washout.
Parliament has seen little transaction of any substantial business because of the Opposition ruckus over demonetisation and some other issues. Both the Lok Sabha and the Rajya Sabha continued to be deadlocked over the way a debate should take place on demonetisation.
Ever since the session began, the Lok Sabha has managed to conduct only two legislative actions — passage of Income Tax amendment bill and approval of Supplementary Demand for Grants — that too amid din and without much debate.
The Rajya Sabha has functioned normally only on the first day of the session when the debate on demonetisation was initiated and held for about five hours.
Cyrus Mistry removed as TCS director

Cyrus P Mistry was on Tuesday removed as director of Tata Group’s crown jewel, Tata Consultancy Services (TCS) with 93.11 per cent of shareholders present at the extraordinary general meeting (EGM) voting for his ouster.
Of the 197.04 crore shares in TCS, 170.85 crore shares were polled at the EGM called to consider a special resolution moved by Tata Sons seeking removal of Mistry.
Of the shares voted, 93.11 per cent voted for the resolution while 6.89 per cent voted against, the company said. The number of shares voted represented 86.71 per cent of the total shareholding of TCS.
Tata Sons, which is the holding company of the $103 billion salt-to-software conglomerate, holds over 73 per cent of TCS shares.
Mistry was on October 24 abruptly removed as Chairman of Tata Sons but he continues to head several operating companies of the Group. His predecessor Ratan Tata, who replaced Mistry as the interim chairman, is trying to tighten his grip by seeking to remove Mistry from boards of the operating companies as well.
On Monday, Tata Industries, a subsidiary of Tata Sons, removed Mistry as director after a shareholder vote. After his removal from the board, Mistry also ceased to be the Chairman of Tata Industries.
Tata Sons by virtue of its commanding shareholding had in November removed Mistry as TCS chairman and brought old hand Ishaat Hussain in the interim. Mistry, however, had continued on the company board and could have been removed only by a shareholder vote.
On requisition of Tata Sons, TCS called an EGM here where Mistry was voted out.
A similar meet of shareholders of unlisted Tata Teleservices is scheduled for Wednesday. EGMs of other group firms like Tata Motors, Tata Power, Tata Chemicals and India Hotels are scheduled for next week.
Child born out of rape entitled to compensation: HC
Delhi High Court (Photo: Facebook)
A child born out of rape is entitled to compensation, independent of any such relief granted to the mother, the Delhi High Court has ruled.
The verdict to this effect, in which a man has been sent to jail for his entire “natural life” for raping his minor step-daughter, was delivered after the court noted that there was no such provision under the Protection of Children from Sexual Offences (POCSO) Act or under the Delhi government’s victim compensation scheme.
Ironically, the high court, which had earlier laid down a law in this regard, reduced the amount of compensation to the rape victim from Rs 15 lakh awarded by the trial court to Rs 7.5 lakh, saying the higher amount went against the 2011 compensation scheme formulated by the Delhi government.
It also faulted the trial court by giving a go-by to the guidelines for maintaining confidentiality of the rape victim.
However, a bench of Justices Gita Mittal and R K Gauba said a child born out of rape, either of a minor or a woman who is an adult, “is clearly a victim of the act of the offender and entitled to compensation independent of the amount of compensation paid to his/her mother”.
This “vacuum” in the law came to the court’s attention when it was hearing the appeal of a man convicted and awarded life term for raping his minor step-daughter who, as a result of the crime, gave birth at the tender age of 14 years.
Noting the “sordid scenario” in the instant case, where “the trust and confidence reposed in the man by his wife and step-daughter, was abused by him to bring about, out of sheer lust, untold miseries on the body, mind and psyche of the prosecutrix child leaving scars which would not ever heal”, the court upheld his conviction and sentence.
It also clarified that the man shall remain behind bars for the remainder of his natural life, saying “we see no scope for any ruth (pity) in the matter of punishment”.
While upholding the sentence, the bench also expressed displeasure over the manner in which the trial court “gave a go-by” to the precaution mandated under POCSO to keep the minor victim’s identity confidential.

India’s star off-spinner Ravichandran Ashwin has consolidated his position at the top of the International Cricket Council’s (ICC) rankings for Test bowlers after his match haul of 12 wickets in the fourth Test against England in Mumbai.
The Tamil Nadu spinner registered a match haul of 12/167 to help the Indians defeat the visitors by an innings and 36 runs for an unassailable 3-0 lead in the five-match series.
Ashwin, who had touched the 900-point mark for the first time in October when he had reclaimed the top ranking, has reached 904 points to run up a 37-point lead over second placed Rangana Herath of Sri Lanka.
Ashwin’s rating is the second best by an off-spinner after Muttiah Muralitharan (920), fifth best among spinners after Tony Lock (912), Derek Underwood (907) and Shane Warne (905), and the 18th in the overall list.
Ashwin, who grabbed six wickets each in the two innings in Mumbai, had finished the 2015 year-end rankings as the top ranked bowler and was also at the top briefly in July this year.
He is also the top-ranked all-rounder at 483 points and enjoys a healthy lead over Bangladesh’s Shakib Al Hasan, who is on 405 points with England’s Ben Stokes third with 341 points.
Ashwin’s spin partner Ravindra Jadeja has bridged the gap with Stokes to just one point in the all-rounders’ list after taking six wickets in Mumbai.
Jadeja’s continued success has also helped him reach a career best ranking of sixth among Test bowlers.
In the rankings for Test batsmen, India captain Virat Kohli has continued his surge towards the top after his double century in India’s only innings in Mumbai earned him the man of the match award.
The 28-year-old’s highest Test score of 235 runs has earned him 53 points, which has lifted him by one position to a career best second rank.
Kohli, who is currently ranked second in both One-Dayers and first in Twenty20 Internationals, is just 11 points behind Australia captain Steve Smith, who will get a chance to maintain his top ranking in an upcoming three-Test series against Pakistan.
Other India players to make upward movements among batsmen are opener Murali Vijay and all-rounder Jayant Yadav.
Vijay has moved up five places to the 24th position after his knock of 136 in the fourth Test while Yadav’s 104 runs at the number nine position has pushed him up 31 slots to the 56th rank.
For England, debutant opener Keaton Jennings has entered the batsmen’s rankings at an impressive 64th position after knocks of 112 and zero in the fourth Test.

Assam banks alerted about currency exchange by militants
Representational image (Photo: Facebook)
With the possibility of militant outfits in Assam trying to convert their old currency into new post demonetisation, police urged banks to keep strict track of transactions.
The police asked the banks to be careful especially regarding huge deposits in places where it is mostly unlikely, officials said on Tuesday.
During a recent meeting, police asked 14 major banks in Assam, including Reserve Bank of India’s Guwahati office, to keep a lookout for ways in which militants may possibly get their money converted into new currency notes.
The meeting was chaired by Special Director General (Law and Order) Kuladhar Saikia.
The banks have been told to alert the state police in case there is any exchange of money through contractors and traders involved in business across the border.
Keeping in view the modus operandi in earlier cases, the bankers have been told to be alert about sudden huge money transfers to accounts of companies, firms and business entities if there was an attempt at extortion.
When Prime Minister Narendra Modi announced demonetisation of Rs.500 and Rs.1,000 notes on November 8 evening, he stated curbing terror funding as one of the objectives behind the move.
The banks in Assam have also been told to inform police in case there was an extra submission of school fees termed Children Education Allowance either for the children of militants or the children of their kin.
Banks officials have also been told to strictly monitor third party transfers which is what militants could resort to get their money exchanged.
“Scarcity of cash has handicapped the ultras in terms of extortion. Any sort of covert or overt collusion with militants in collecting the money and extortion could be taken as part of facilitating terror financing,” Saika said.
Informed sources said that eagerness among the militant groups in Assam to get their money exchanged is more as some of them are trying to regroup themselves on a common platform.
According to Assam police, districts like Charaideo and Dibrugarh have witnessed apprehension of militants while collecting money through various means recently.
Similar cases were also witnessed in Bodo Territorial Area Districts of the state leading to the arrest of a number of militants and recovery of arms.
The militant groups currently active in the state are the United Liberation Front of Asom (Independent), National Democratic Front of Bodoland (Songbijit) and a number of Karbi militant outfits.

Indo-Pak legislators meet in Dubai
(Photo: Getty Images)
Amid a chill in Indo-Pak ties, political leaders and prominent journalists from the two countries have met here and underlined that the only way forward to improve relations was through a “candid and consistent” dialogue.
The fifth round of ‘Pakistan-India Legislators and Public Officials Dialogue’ was held on Sunday and facilitated by Pakistan Institute of Legislative Development and Transparency (PILDAT).
Under the leadership of Mani Shankar Aiyar, former MP and union minister, delegates from India included MLAs from Delhi, Rajasthan and Haryana. Some prominent journalists from India also attended the event.
The topics on the agenda were the role of media in improving relations between Pakistan and India and how to positively take forward the ‘Fight Poverty’ agenda.
The participants underscored that while media can play a role in positively influencing ties between the two countries, the essential responsibility to chart a course in this regard remains with elected leadership in both India and Pakistan.
“It was also recognised, at the outset, that while dialogue is the only way forward for two countries to improve relations, candid and consistent dialogue aimed at conflict resolution can only take place when the two states recognise and address the issues such as those included in the Composite Dialogue 1997 and the Comprehensive Dialogue 2015,” a statement said.
The participants observed that in inter-State relationships, due consideration, courtesy and diplomatic protocol must be observed. And media should be given access without hindrance to cover all such events.
They recalled the earlier Joint Communique of March 10, 2016 that urged media in both countries about objective and professional reporting, upholding the core values of journalism and avoiding sensationalism and negative hype.
Participants highlighted the continuing issue of inability of news organisations in India and Pakistan to appoint reporters in each other’s countries.
They underscored that lack of access for media to locations in the other country and obstacles in obtaining visas for journalists of both countries remain key issues hampering an informed portrayal of each country.
Participants highlighted that the phenomenal growth in new digital media has enormous potential for positive engagement between Pakistani and Indian citizens.
Noting that resolution of disputes between Pakistan and India can free-up resources for poverty alleviation, the participants stressed that poverty offers a critical challenge for both countries which should share successful policies and practices in alleviating it.
Tensions have been running high between India and Pakistan at the LoC and got escalated after the cross border terror attack on an army base in Nagrota in Jammu.
