Google Street View shows trees regulate urban ecosystems

PTI | Singapore |

Scientists have used over 100,000 images extracted from Google Street View to map and quantify how street trees regulate urban ecosystems in megacities like Delhi and Shanghai.

While it is generally accepted that trees and plants benefit urban environments, until now researchers have had very little data to work with in order to quantify the extent that street trees regulate urban ecosystems.

Most of the research has been conducted in the temperate zones of Europe and North America, but little is known about how trees contribute to urban ecosystems in tropical regions.

With populations exploding in megacities like Shanghai and Delhi to over 20 million people, it is important to understand how green spaces contribute to urban sustainability.

Researchers in the Future Cities Laboratory at the Singapore-ETH Centre, a research outpost of ETH Zurich, developed a method to map and quantify how street trees regulate ecosystem services.

Using nearly 100,000 images extracted from Google Street View, they analysed hemispherical photographs using an algorithm to quantify the proportion of green canopy coverage at 50 metre intervals across more than 80 per cent of Singapore's road network.

Google Street View's technology allowed researchers to tap into a standard dataset of panoramic photographs and streetscapes that use a global positioning system (GPS) to map images to specific locations.

The high spatial resolution of the images allowed researchers to estimate the amount of solar radiation that reaches the Earth's surface.

"In addition to cooling urban microclimates, these trees, which are integrated within dense urban street networks, also provide other benefits, such as reducing the risk of flash flooding and cleaning the air," said Peter Edwards, Principal Investigator at the Future Cities Laboratory.

Researchers said that increasing the cover of the street tree canopy could reduce ground surface and air temperatures on Singapore's streets.

The relative quantity of the canopy may also serve as an indicator of evaporative cooling from leaves and rainfall interception.

"Providing trees to help cool the environment is particularly important in tropical cities like Singapore, which suffers heavily from the urban heat island effect," said Dan Richards, from the Future Cities Laboratory.

This new and relatively inexpensive method of rapidly estimating the amount of shade provided by street trees could help urban planners to identify areas of a city with low shade and prioritise the planting of new trees, researchers said.

Since Google Street View covers many of the world's cities, the method could be readily applied to quantify the proportion of canopy coverage and solar radiation in other tropical cities.

The method may also be adapted to assess cities in temperate zones that experience a seasonal loss of tree leaves – enabling the possibility of creating strategically greener and more sustainable urban environments.

Ruckus in Assembly after Bihar minister asks crowd to hit Modi’s photo with shoes

Manoj Chaurasia | Patna |

Angry Bharatiya Janata Party (BJP) members on Wednesday created ruckus in the Bihar assembly after a senior minister in the ruling Nitish Kumar government was caught on camera asking the crowd to beat the photograph of Prime Minister Narendra Modi with shoes at a public function.

The minister in question, Abdul Jalil Mastan, who holds excise portfolio had reportedly made these remarks at a Congress rally held last week in Purnia district to protest against the Centre’s demonetisation drive. The angry protests forced adjournments of both the Houses of the state legislature.

As the House assembled for the day on Wednesday, the opposition leader Prem Kumar raised the issue in the state assembly asking the Chair how the minister had termed the PM as “dacoit and naxali” and then asked the crowd to beat the PM’s photograph with shoes. Even as he demanded dismissal of the minister, his colleagues rushed into the well, shouted slogans and upturned the reporter’s table, throwing out papers. The unruly scenes led to the adjournments of the House.

The protesting members refused to relent even though the chief minister denounced the conduct of his cabinet colleagues and then the minister himself apologized for his conduct. “I say sorry if my statements have hurt the sentiments of anybody,” said Mr Mastan.

But this apology refused to calm down the tense situation in the House. “Mastan asked the people to beat the photograph of the Prime Minister with shoes after which the crowd did that. Such a person doesn’t deserve to be a minister. He should be immediately sacked. We will not settle less than his dismissal,” declared senior BJP leader Sushil Kumar Modi, talking to newsmen in the assembly premises today. He said the BJP wouldn’t tolerate such misconduct on the part of the minister.

Mr Modi who served as a deputy chief minister in the previous NDA government said one can have ideological differences but the Constitution surely does not allow anyone to humiliate the Prime Minister of a country. “If the chief minister has any morality left in him, he should immediately dismiss the minister from his cabinet,” Mr Modi demanded. The chief minister himself condemned the action of his colleague, terming it “indecent”.

Strangely, the developments came on a day when the Prime Minister called up the Bihar chief minister and wished him on his 66th birthday. The PM turned to twitter to make this revelation. “Spoke to Shri @NitishKumar & wished him on his birthday. May he be blessed long life filled with good health,” the PM tweeted.

The minister Mr Mastan earned the ire of the opposition soon after the video clip of his inflammatory speech went viral in the media. In the video, the minister is heard using uncharitable words against the PM and then asking the crowd gathered at his party rally to hit his photograph with shoes. Subsequently, the crowd is seen hitting the photograph of the PM placed on a chair on the dais with shoes.

minister was also heard saying in the video that it was the PM who had said he was prepared to face the punishment if he failed to end people’s woes within 50 days of demonetization. However, the move has sparked protests in Bihar, and according to experts it holds the potential to communalise the ongoing assembly elections in Uttar Pradesh. Apparently with eyes on the UP polls, the BJP leaders are now trying hard to turn it into a major issue.

Bureaucrats to file performance reports online

PTI | New Delhi |

The Centre has decided to amend rules to allow online filing of performance reports of IAS and IPS officers, officials said on Wednesday,

The move will help in checking delayed submission of the confidential reports and claims of bias in giving low ratings to an officer to affect his or her career growth.

"Performance Appraisal Report shall be generated and written by the officer reported upon electronically as prescribed by the central government," as per the draft rules formed by Department of Personnel and Training (DoPT).

The comments of reporting, reviewing and accepting authority shall be recorded electronically in case he is a government servant. Political executives can record their comments manually, it said.

The new rules, once approved, will be applicable to members of all India services–Indian Administrative Service (IAS), Indian Police Service (IPS) and Indian Forest Service (IFoS).

A new timeline has also been planned by the DoPT for completing Annual Performance Appraisal Reports (APARs) of bureaucrats in time.

The timeline for disclosure of such reports is January 15 every year.

The DoPT has written to chief secretaries of state governments and Union territories to send their comments by March 15. "If no reply is received within the stipulated time, it will be presumed that state government has no objection to the proposed amendments," the DoPT said in a communique.

The cadre controlling authorities, Home Ministry for IPS and Ministry of Environment, Forests and Climate Change for IFoS, have also been asked to send their comments on the proposed changes in service rules.

The DoPT has been emphasising upon online filing of the APARs.

The new measure is in line with the direction of Prime Minister Narendra Modi who wants that the officers' performance reports are filed online for greater transparency, a senior DoPT official said.

How Google can help save our ecosystem

IANS | Singapore |

Using nearly 100,000 images extracted from Google Street View, a team of researchers has developed a method to map and quantify how street trees regulate ecosystem services.

With urban populations exploding in megacities like Tokyo, Shanghai and Delhi to well over 20 million people, it is important to understand how green spaces contribute to urban sustainability, said the researchers from the Future Cities Laboratory at the Singapore-ETH Centre, a research outpost of the Swiss Federal Institute of Technology in Zurich (ETH Zurich).

"In addition to cooling urban microclimates, these trees, which are integrated within dense urban street networks, also provide other benefits such as reducing the risk of flash flooding and cleaning the air," explained Peter Edwards, Principal Investigator and Director of the Singapore-ETH Centre.

Trees and plants offer some relief, especially in urban areas with higher ambient temperatures, by providing shade and increasing evaporative cooling.

Urban green spaces such as parks, gardens and urban river networks deliver ecosystem services to cities reducing flood risk, cooling urban micro-climates, and creating recreational spaces.

To decode this further, the team analysed hemispherical photographs using an algorithm to quantify the proportion of green canopy coverage at 50 metre intervals across more than 80 per cent of Singapore's road network.

Google Street View's technology allowed researchers to tap into a standard dataset of panoramic photographs and streetscapes that use a global positioning system (GPS) to map images to specific locations.

The high resolution images allowed researchers to estimate the amount of solar radiation that reaches the Earth's surface.

The team found that increasing the cover of the street tree canopy could reduce ground surface and air temperatures on Singapore's streets.

In addition, the relative quantity of the canopy may also serve as an indicator of evaporative cooling from leaves and rainfall interception.

"The study shows that trees are extremely important in providing shade in Singapore and this shade could improve thermal comfort for people," said Dan Richards, a postdoctoral researcher at the Future Cities Laboratory.

Since Google Street View covers many of the world's cities, the method could be readily applied to quantify the proportion of canopy coverage and solar radiation in other tropical cities.

If Google Street View images were collected during the growing season, the method may also be adapted to assess cities in temperate zones that experience a seasonal loss of tree leaves, the team noted in a paper appeared in the journal Ecological Indicators.

Tripura party protests against citizenship bill, demands separate state

IANS | New Delhi |

A tribal-based party in Tripura on Wednesday launched a three-day protest here against the central government's citizenship bill and demanding a separate state in Tripura.

Members of the Indigenous People's Front of Tripura (IPFT), a leading non-Left opposition party, launched the demonstration at Jantar Mantar in the heart of the capital.

Around 350 IPFT members and supporters began the sit-in. It will continue until Friday evening, IPFT President Narendra Chandra Debbarma said.

Debbarma, who could not attend the agitation due to poor health, said an IPFT delegation was likely to meet Prime Minister Narendra Modi and Home Minister Rajanath Singh.

The IPFT, along with two other tribal based parties – The Indigenous Nationalist Party of Tripura (INPT) and the National Conference of Tripura (NCT) – has formed the All Tripura Indigenous Regional Parties Forum (ATIRPF) to oppose the citizenship bill introduced by the Modi government.

The ATIRPF observed a 12-hour shutdown in the Tripura Tribal Areas Autonomous District Council (TTAADC) areas on February 8.

The bill seeks to enable Hindus, Sikhs, Buddhists, Jains, Parsis and Christians, who fled to India from Pakistan, Afghanistan and Bangladesh without valid travel documents or with documents that have expired in recent years, to acquire Indian citizenship through the process of naturalisation.

The IPFT has been agitating for the creation of a separate state, carved out by upgrading the TTAADC areas.

The TTAADC was formed in 1987 to protect and safeguard the political, economic and cultural interests of the tribals.

The council covers two thirds of Tripura's 10,491 sq km area.

Tribals play a crucial role in politics in ethnically mixed Tripura as a third of the 60 assembly seats are reserved for them — as is one of the two Lok Sabha seats.

The IPFT's demand has been rejected by almost all political parties, including the ruling CPI-M.

The movie stars Adah Sharma, Esha Gupta, Freddy Daruwala and Shefali Shah in pivotal roles.

Directed by Deven Bhojani the film Commando 2 is slated to release on March 3, 2017.

Need to respect freedom of expression: Vidya on Gurmehar

PTI | Mumbai |

Actress Vidya Balan says she doesn't want to add anything more to what is already happening with Delhi University student Gurmehar Kaur but feels one must respect others' freedom of expression.

Lady Sri Ram Ram College student Gurmehar Kaur, daughter of Kargil martyr Captain Mandeep Singh, had launched a viral social media campaign against Akhil Bharatiya Vidyarthi Parishad (ABVP) following violence between members of unions AISA and ABVP workers in Delhi University's Ramjas College.

Kaur, 20, withdrew from her social media campaign yesterday after allegedly receiving threats from the members of the RSS-backed outfit and getting trolled.

When asked about what she feels regarding the issue, Vidya told reporters, "I don't want to say much about this. I think what we really need to do is respect people's freedom of expression. 'He said something she said something', all are right in their places. But I don't want to add anything more, everyone has the right to express what they feel."

The Dirty Picture actress, however, added that violence should not happen and there is no justification for that.

She was speaking at the launch of the book "The Wrong Turn" by Sanjay Chopra and Namita Roy Ghose, last evening.

Last week, Delhi University's Ramjas College witnessed violence between members of AISA and ABVP workers.

The genesis of the clash was an invite to JNU students Umar Khalid and Shehla Rashid to address a seminar on Culture of Protests which was withdrawn by the college authorities following opposition by the ABVP.

Filmmaker Tigmanshu Dhulia, who was also present at the event, said it is sad a mountain has been made out of a mole hill.

"She is an innocent girl, she said something and it's sad all the prominent people are commenting on that. They have made her life difficult. I feel very bad, helpless. If the majority thinks like this I don't think the nation is moving on the right path.

Melania dazzles in black suit at Trump address

US First Lady Melania Trump dazzled in a sequined black suit at her husband Donald Trump's first joint address to Congress here.

Melania Trump was seen wearing a jacket, which retails for $4,995, with a matching skirt worth $4,595, from Michael Kors' Spring 2017 collection, the New York Daily News reported.

It is the third time the First Lady has worn the New York City-based designer to a prominent event.

Last month, she wore wide-legged white Michael Kors pants, paired with a black blouse and black wool coat to meet Japan's Prime Minister Shinzo Abe and his wife Akie.

On Election Day, Melania Trump wore a white Michael Kors dress under a Balmain coat.

The repeat comes after a number of designers refused to dress the First Lady.

"I have no interest whatsoever in dressing Melania Trump," Marc Jacobs told Women's Wear Daily in November.

ISSF World Cup: Jitu Rai bags 50m pistol gold, Amanpreet wins silver

Amanpreet Singh added to India's kitty as well, coming second to Rai in the same 50m pistol event.

SNS | New Delhi |

India’s domination at the ongoing ISSF World Cup continued on Wednesday, with ace shooter Jitu Rai clinching a gold in his pet event, the 50m pistol.

Amanpreet Singh added to India’s kitty as well, coming second to Rai in the same 50m pistol event to claim a silver medal.

Rai, who had missed out on an Olympic medal at the 2016 Rio Games, made amends with an impeccable showing in the final round here.

The 29-year-old shooter scored a record total of 230.1, while Amanpreet, who was leading for a major part of the final, finished second after aggregating 226.9 points.

Iran's Vahid Golkhandan won the bronze with a score of 208.0 at the Dr Karni Singh Shooting Range, New Delhi.

"It's amazing to win this gold medal here during the first combined World Cup held here in India, in front of my supporters. It's a great honour and a true emotion to see the Indian flag flying high," Rai said after winning the Gold medal.

"I didn't have a perfect start today, but I guess that's the fun of the sport. I like it that way, uncertainty is part of the game, otherwise there is no excitement. I climbed into the lead shot after shot and I think it was a nice match," he said.

"I closed the 2016 season with a World Cup Final silver, and I always dreamt about starting 2017 in the best way here in India. I wanted our flag to fly high," he added.

Talking about his future aspirations, the shooter said: "I am planning to compete in all World Cup stages this year. We have ISSF World Cup in Munich ahead of us, and I will work to correct a few things before flying there. I am looking forward to the rest of the season."
