US denies any major change in H1-B visa regime: Sitharaman

The US has told India that there is no significant change in its H1-B visa regime, Parliament was informed on Monday

Commerce Minister Nirmala Sitharaman told the Lok Sabha during Question Hour that India is vigorously articulating its concerns on visa policy to the new American administration, which has assured there is no significant change in the H1-B visa regime. 

"The fear, at least for 2017, is not proved to be correct. They (US authorities) are saying their current priority is to deal with the illegal immigrants," Sitharaman said. 

The issue was also taken up recently with the visiting Congressional delegation led by Bob Goodlatte, as well as during the visit of Commerce Secretary and Foreign Secretary to the US during the first week of March 2017, she said. 

Indian concerns on visa issues were articulated during the Strategic and Commerce Dialogue 2016 and Trade Policy Forum held in October last year, she added. 

Sitharaman said that a number of industry bodies have raised concerns over US visa policies and these concerns have been conveyed to the US authorities. 

IT industry body Nasscom has said it will continue to highlight the discriminatory nature of the proposed provisions of the bill for H1-B visas which has been re-introduced in the US Congress after a failed attempt in July last year.

The bill proposes a minimum pay of $100,000 annually to every employee taken to US under the H1-B visa which is an over 66 per cent increase from the current average.

ED books former CBI Director A P Singh, meat exporter Qureshi

Problems for former CBI Director Amar Pratap Singh seem to be far from over as the Enforcement Directorate has registered a case against him and controversial meat exporter Moin Qureshi for alleged money laundering.

In a related case, the ED has also conducted searches and seized about Rs.3 crore, including an assortment of foreign currency, at the premises of a Delhi-based businessman in the posh Greater Kailash-I area of south Delhi.

The ED, which was probing the role of Qureshi for quite some time, took cognisance of the FIR by the CBI, which had registered a case against Singh and Qureshi recently.

While the ED had earlier booked Qureshi in 2015, based on an Income Tax prosecution case, this is the first time it has booked Singh on criminal charges under the Prevention of Money Laundering Act (PMLA).

The agency, in a statement, said it conducted raids at the "business and residential premises of Dharminder Singh Anand and others indulging in hawala transactions in connection with Qureshi" in the case.

It said a travel and foreign exchange firm "owned" by Anand was "indulging in large scale international hawala activities" to or from Dubai, Hong Kong, United Kingdom, USA, China, Thailand, Canada and Australia among others.

"Anand, owner of the companies, is involved in exchanging huge foreign currency without proper documentation. Earlier, he had done hawala transactions for Qureshi which is also under PMLA investigation of the agency," it said.

Officials added after the registration of the new Enforcement Case Information Report (ECIR), ED's parlance for FIR, the agency is set to expand the probe in the case and delve deeper into the role of Singh, Qureshi and others. It will also probe possible connivance between them and others.

The CBI had booked its former chief Singh, Qureshi, his employee Aditya Sharma, owner of Trimax group of companies Pradeep Koneru and other unknown persons last month over alleged illegal favours being exchanged between government officials, businessmen and other private players.

The former CBI Director was not immediately available for comments. Earlier, he had denied any wrongdoing and said he was being "targeted".

The complaint was forwarded by ED Director Karnal Singh, who had alleged that in the course of investigation in a Foreign Exchange Management Act (FEMA) case against AMQ Group of companies owned by Qureshi, it transpired that the businessman was acting as a middleman for some public servants.

A P Singh, a 1974-batch IPS officer, headed the CBI between November, 2010 and November, 2012.

 

HC grants stay on criminal proceedings against Supriyo

The Calcutta High Court on Monday granted a six-week stay on criminal proceedings against Union minister Babul Supriyo in connection with a case filed against him by Trinamool Congress MLA Mohua Moitra.

Justice Joymalyo Bagchi passed an interim stay on the criminal proceedings which had been initiated by a city court order on Supriyo's alleged derogatory comment against Moitra during a television debate.

The High Court stayed the proceedings against him following a prayer by Supriyo.

While passing the order Justice Bagchi observed that public representatives should exercise restraint in making remarks about a person.

He observed that Indian Parliament had seen revered parliamentarians like Hiren Mukherjee and Atal Behari Vajpayee and said that an elected representative should be cautious about the language he uses.

Taking exception to the comments related to her, the TMC MLA had filed the complaint with the police.

An Alipur court judge had issued a bailable warrant against Supriyo following his failure to appear in connection with the case filed under Section 509 (word, gesture or act intended to insult the modesty of a woman) of the IPC.

The Union minister had challenged it in the High Court.

Uranium exploration contaminated village water, claims MLA

Jahaj village panchayat area of Jhunjhunu, Rajasthan has been devastated with contamination of water resources and sinking water tables. The locals have been alleging the situation on uranium exploration exercise held in the region by central government agencies. Amid the deteriorating situation, the public health engineering department minister of the state on Monday announced to get the issue investigated. 

"We will have a team of ground water experts investigate the issue, It could be possibly due to sinking water table in such case alternative arrangement of water supply will be made for the area" PHED minister Surendra Goyal assured the Rajasthan Assembly. 

The issue was raised at  the Assembly by Udaipurwati MLA Shubhkaran Choudhary. The MLA alleged that during exploration the Uranium Corporation of India, a central government subsidiary had dug deep borewells and used chemicals that led to contamination of ground water. He claimed that contamination of water has not only spoiled farms but has also been cause of several diseases in the area. 

"Uranium exploration has led to contamination of ground water and people are being forced to migrate, the government should ensure action against the guilty officials and compensation for local victims" said Chaudhary. 

Uranium exploration was initiated in the region in year 2010 during which the UCI bored 113 wells of depth from 780 meters to 2012 meters. The UCI being a central government agency do not require clearances from local pollution control board and other state government agencies, following which the state government had not monitored the exploration process earlier. Even as the uranium extracted during the process is stable and usually safe, improper management of the bore wells can lead to ground water contamination. 

F1 2017 season: New rules and regulations explained

Formula 1 is arguably the most exhilarating sport there is, full to the brim of technical jargon which can confuse even the most knowledge of fans as the Federation Internationale DE L’Automobile (FIA) introduces new tweaks each season to prevent any form of stagnation setting in.
 
Some of the finest automobile engineers across the globe spend months working day and night on designs, tweaking them throughout the year to suit their cars and perhaps more importantly, their drivers’ requirements.

So, with the season-opening race, the Australian Grand Prix almost upon us, we take a look at the major changes for the 2017 F1 season in which the cars are likely to be more powerful (and heavier), stiffened by extra downforce and offer extra mechanical grip from broader tyres.

Engine
The much-derided engine token development system has been abandoned, a welcome piece of news for all teams. Manufacturers are now free to put together as many design enhancements during the the season as long as they do not exceed the limit of four engines per driver for the 20 races.

However, weight and materials restrictions have been put in place to limit the scope of their ‘unchecked’ development. 

Minimum Weight
The minimum weight limit has been increased from 702 kg (2016) to 722 kg to allow for the cars’ increased proportions.

Bodywork and Aerodynamics
The overall width of the cars has been increased from 1800 mm to 2000 mm, smoothening the path for a new front wing that increases from 1650 mm to 1800 mm (width). The wing also has a suave swept-back shape in plain view and the length of the nose section sees a slight increase.

The overall height of the rear wing has been decreased from 950mm to 950 mm but the width sees a increase from 750 mm to 950 mm. The endplates change from their former rectangular shape to a swept-back one in side elevation, curving innards at their bottom edges.
The side pods now have a 1600m width limit, identical as the floor, which has been increased from 1400.
There is more freedom for the aerodynamicists in the vital bargeboard area immediately ahead of the sidepods, which is crucial to the efficiency of the airflow from the front wing to the rear bodywork encasing the and the diffuser at the rear of the car.

The diffuser’s leading edge now starts 175mm ahead of the rear axle centreline, as opposed to earlier seasons. The dimensions of the diffuser have been altered to help generate more downforce as well, 1050 mm wide and 175mm deep whereas last season it was 1000mm wide and 125 mm deep.

And in an intriguing decision, the FIA has allowed a potential return of the ‘shark fins’, last seen in 2009, on engine covers. Mercedes, Ferrari and Williams were among the big teams that tried those out testing and may just continue with them at Albert Park.

Tyres
Forming an integral chunk of the new package, the tyres from Pirelli are a massive 25 percent wider to improve the mechanical grip as the aerodynamics have been significantly altered.

The front tires increase in width from 245mm to 305mm while the rears increase from 325mm to 405mm, with the overall diameter also increasing.

And last but not the least, Pirelli will continue to supply the regular hard, medium, soft, supersoft and ultrasoft tyres but the individual compounds are different from 2016’s as they aim to make the tyres longer-lasting.

Fuel Limit
Cars can now have 105kg of fuel, an increment of five percent. However, there are restrictions on the fuel blends that teams may use now. They can only nominate five for entire season, with only two permitted over the race weekend.

New Regulations

The rules on clutch engagement have been stiffened significantly, which means starts are more crucial than ever.

There are further limitations on clutch controls, and the movement and location of the paddles as the FIA looks to give more control to the drivers’ instead of the engineers.

Engineers will not be allowed to map settings during clutch engagement, which effectively means drivers will have to figure out on their own on what is the right bite point of the clutch to get the best start without generating too much wheelsman or bringing the engine down.

For wet weather starts, if a safety car is brought out at the beginning of a race, a normal standing start will take place once the track has been deemed fit to race. The safety car will go back to the pit lane and the cars will be line up on the grid for the start.

SSP Chawrasia star attraction in Kolkata Classic golf meet

Chawrasia will be the star attraction once again in the Kolkata Classic starting on Tuesday.

Still basking in the glory of winning his second consecutive Indian Open title, SSP Chawrasia will be the star attraction once again in the Kolkata Classic starting at the Royal Calcutta Golf Club here on Tuesday.

Chawrasia also played in the Kolkata Classic last year, finishing tied 29th. Gurgugram's Shubhankar Sharma is the defending champion but is not taking part in the competition this year.

It will be the fourth tournament in this year's calendar of the Professional Golf Tour of India (PGTI). The Kolkata Classic meet, which was also held last year, will be played on the stroke-play format. The prize money for the four-day meet which is concluding on Friday is Rs 40 lakh. 

Apart from Chawrasia, the others competing in the 72-hole stroke-play meet featuring a field of 126 players include last year's PGTI Order of Merit winner Rashid Khan, Shankar Das, current PGTI Order of Merit leader Ajeetesh Sandhu, S. Chikkarangappa, Mukesh Kumar, Chiragh Kumar, Udayan Mane and Honey Baisoya. 

Among the foreign spread, the Sri Lankan trio of Mithun Perera, N. Thangaraja and Anura Rohana are the most prominent ones.

"I am excited about playing the Kolkata Classic. The tournament will go a long way in further promoting the sport in Kolkata," Chawrasia told reporters on the eve of the meet.

"I have had a great start to the season with victory at the Indian Open. It was a very special week for me."

Asked to predict the winning score and the how this meet will help him in his future international ventures, Chawrasia, who bagged his fourth European Tour title with the Indian Open title said: "The winning score will be 15-under I presume. The course looks good. I get good greens to play on here and that helps me prepare for other tournaments."

Pujara-Saha partnership is the best I have seen: Virat Kohli

Kohli heaped praise on Cheteshwar Pujara and Wriddhiman Saha's record 199-run stand.

India captain Virat Kohli was on Sunday effusive in his praise for Cheteshwar Pujara and Wriddhiman Saha's record 199-run stand, saying that it was the "best" partnership he has ever seen.

Pujara (202) and Saha (117) steered India to 603 for nine against Australia and gave the team a substantial 152-run lead in the third cricket Test, which eventually ended in a draw.

"KL Rahul (67) and Murali Vijay (82) batted beautifully but the partnership between Pujara and Saha is the best I have seen," said Kohli at the post match presentation ceremony.

"We never thought we would be able to take 150-run lead. Then yesterday two wickets fell and we thought we had a good chance. But credit to the two (Australian0 batsmen (Shaun) Marsh and Peter Handscomb (for their 124-run stand for the fifth wicket and saving the match), they batted really well," he added.

Kohli said that his team got itself into a very good position where they could have enforced a victory.

"We got ourselves into a very good position," said Kohli.

"Losing the toss here was never easy. Not being able to take the field (due to injury) was never easy for me and then watching the opposition get big runs was difficult. But we batted beautifully."

Applauding his players' desire to stand up and be counted, Kohli said: "Guys want to push the barrier, their physical limits, their mental toughness. Credit to Australia for playing out the draw, but we played ourselves into a position where we could have won."

Heaping praises on both Pujara and Saha, the skipper said: "When you play only one format, you are always extra determined to make it count. Pujara is very motivated, and he is really good at Test batting. This is the best I have watched him bat.

"Saha did it in West Indies, he did it in Calcutta as well, and here under pressure, he really stood up. You feel happy for him because he is such a wonderful guy. Always smiling, always happy for whoever achieves anything."

Jadeja also came in for a special mention from the India captain.

"Jadeja is unbelievable. I have never seen anyone bowl so economically for so long ever. He knows his limitations and sticks to it." .

Russia to host another meet on Afghanistan on April 14

With the security situation in Afghanistan deteriorating by the day due to the resurgence of the Taliban, Russia has decided to convene a 12-nation meeting on Afghanistan on 14 April to review the progress in peace efforts in the battle-scarred nation.

Apart from the six nations ~ Russia, China, India, Pakistan, Afghanistan and Iran ~ which had attended the meeting on Afghanistan held in Moscow in February, the United States and the five Central Asian  Republics of Kazakhstan, Uzbekistan, Turkmenistan, Tajikistan and Kyrgyzstan are expected to be invited to the 14 April 14 meeting, it is understood.

This will be the first time that the US would be present at such a meeting being hosted by Moscow, signaling the growing realisation that a solution to the Afghanistan crisis could not be found without the active involvement of its neighbours as well as the Western powers.  

Afghan National Security Advisor Hanif Atmar, who was in New Delhi earlier this month, had informed his Indian interlocutors about Russia’s proposal to hold another round of peace talks on Afghanistan. Kabul is believed to have impressed upon Moscow the necessity of involving the US in the talks, considering the stakes that Washington has in Afghanistan.

The process of informal consultations on Afghanistan was initially started by Pakistan, Russia and China when representatives of the three countries met in Moscow in December last year. However, Afghanistan strongly objected to that meeting, saying a solution to the Afghan issue could not be considered or found without the involvement of the ‘legitimate’ Afghan regime.

Kabul’s reaction encouraged Russia to invite the representatives of Afghanistan, India and Iran to the second meeting held in February.    

Meanwhile, Moscow has sought to dispel the impression that it was in agreement with Pakistan’s position on involving the Taliban in the peace talks without a firm commitment by the militant outfit that it would eschew violence and abide by the Afghan Constitution. Moscow has publicly also announced that it was not in any supporting the Taliban.

However, Pakistan is said to be insisting on involving the Taliban in the peace talks.

IPL 10: Big blow for Delhi Daredevils as JP Duminy pulls out

Duminy has withdrawn from the upcoming 10th edition of the IPL.

Delhi Daredevils' South Africa star Jean-Paul Duminy has withdrawn from the upcoming 10th edition of the Indian Premier League (IPL).

Duminy led Delhi Daredevils in the 2015 edition. He had been a regular with the Delhi Daredevils squad since 2014.

Delhi Daredevils chief executive Hemant Dua confirmed that Duminy will be unavailable for the tournament owing to personal reasons.

"We respect JP's decision. We are naturally very disappointed to not have JP in our midst this year, but as a franchise we clearly understand his position. At this stage, we can only confirm that we will look for a replacement at an appropriate time," Dua was quoted as saying in a media release.

On his part Duminy was disappointed to miss out on the forthcoming edition.

"It has been a very difficult decision for me to make, but it was for purely personal reasons. I am grateful for the support and understanding from the franchise. It has been an absolute privilege to have played for and led a talented mix of players. I certainly hope to play a part for the franchise in the near future."

Cabinet okays four GST-related Bills

The most ambitious indirect tax reform, the Goods and Services Tax (GST) will soon be a reality. The Union Cabinet at a meeting chaired by Prime Minister Narendra Modi on Monday approved four Bills related to GST, paving the way for introduction and eventual passage of these laws by Parliament. 

The Central GST Bill, the Integrated GST Bill, the Union Territory GST Bill and the GST (Compensation to the States) Bill were cleared by the Cabinet and are expected to be introduced in Parliament this week.

“With the Cabinet approval of these four Bills, the GST regime in India is in the final stages of culmination and the GST law will most likely be implemented from  July 1, 2017. The above four Bills have been earlier approved by the GST Council after thorough, clause by clause, discussion over 12 meetings of the Council held in the last six months,” the Finance Ministry said in a statement after the Cabinet clearance. 

“It is expected that the implementation of the Goods and Services Tax law will lead to an increase in gross domestic product (GDP) of the country by 1-2 per cent . This in turn will lead to the creation of more employment and increase in productivity,” it said.

The CGST Bill makes provisions for levy and collection of tax on intra-state supply of goods or services or both by the Central government. On the other hand, IGST Bill makes provisions for levy and collection of tax on inter-state supply of goods or services or both by the Central government. The UTGST Bill makes provisions for levy on collection of tax on intra-UT supply of goods and services in the Union Territories without legislature. 

The Compensation Bill provides for compensation to the states for loss of revenue arising on account of implementation of GST for a period of five years.

The GST Council chaired by Union Finance Minister Arun Jaitley, which is scheduled to meet on 31 March, would now discuss the formulation of rules that will govern the new tax. After the rules are approved, the Council will decide the fitment of various commodities into the tax slabs.

The GST Council had last year decided on four tax slab rates, 5 per cent , 12 per cent, 18 per cent and 28 per cent. In its 12th Council meeting held last week, it has also approved the upper limits on the various cesses that are to be imposed on luxury and demerit goods. While the cess on luxury goods has been capped at 15 per cent, the maximum cess on pan masala has been capped at 135 per cent and it is 290 per cent for tobacco.

Infighting in U’khand Congress over leader of opposition post

Hectic lobbying has started in Uttarakhand Congress for state assembly’s leader of the opposition post. The issue has become complicated with ex-Uttarakhand Chief Minister Harish Rawat keen on making one of his close aides grab the position.

Congress had to suffer a humiliating defeat in the recently concluded Uttarakhand assembly election. Harish Rawat lost from two seats and Congress was reduced to 11 seats in the 70 member state assembly. Little choice prevail for Congress.

It appears Harish Rawat has failed to learn anything from the revolt from senior Congress leaders and suffering big defeat in state assembly polls. Rawat is said to backing former speaker Govind Singh Kunjwal and Chakrata MLA  Pritam Singh for the post. 

Senior Congress leader and Haldwani’s MLA Indira Hridayesh is considered as the hot favourite for the leader of opposition post. Three time Manglaur MLA Qazi Muhammad Nizamuddin is also in the race. But Rawat wants the post for his camp. 

Indira Hridayesh recently hosted a tea party for Congress MLAs in Dehradun and this created uneasiness situation for the Harish Rawat camp. Seventy-six year old Indira is considered as expert of parliamentary affairs in Uttarakhand. If Indira fails to get the post, a fresh rift is likely to take place in Congress in the hill state.

The nuclear medicine facility is only provided at RCH and in the absence of adequate infrastructure and equipment, the cancer patients are left in a lurch.

While many patients are forced to visit hospitals outside the state weighed down by high and extra expenditure, others who cannot afford are waiting helplessly in their fight with cancer.

According to sources the nuclear medicine facility was rendered non-functional after the Atomic Energy Regulatory Board (AERB), Mumbai during its visit in mid last year to the hospital found some discrepancies.

“Following the discrepancies, the licence to run the nuclear medicine was not renewed by AERB, Mumbai who issues licence for the radiation regulated activities, which has strict standards as regards the area required and layout specifications. The AERB had found the existing current area grossly inadequate to meet the current requirements,” revealed the sources.

It had recommended for radiation monitoring instrument and had asked for shifting the OPD area out of the radiation zone area as per the AERB guidelines.

Department of Radiotherapy head Rajeev K Seem said, “We have taken up the issue with the higher authorities and are in the process of fulfilling the requirements that includes area requirements, keeping in mind the expansion needs of the hospital space and creation of space for the equipments.”

“We have also sent a proposal to install a new hybrid SPECT/CT Gamma camera to replace the old one,” he added.

Absence of the facility has rendered many a cases pending that include bone scan, thyroid scan, urology cases, the Nuclear Medicine under Department of Radiotherapy was started in the year 1994 and since then the Nuclear Medicine facility ha been functioning from the same space of cancer hospital building which is inadequate.

Since last over two decades, the field of Nuclear Medicine has grown in leaps and bounds and encompasses a wide range of diagnostic and therapeutic procedures.

The SPECT Gamma Camera in the department was installed in the year 2005 in the centre, which has now completed its shelf life that is around 10 years. It is rendered defunct and cannot be used even after repairs in the absence of renewal of licence.

Nuclear medicine is a branch of medical imaging that uses small amounts of radioactive material to diagnose and determine the severity of or treat a variety of diseases, including many types of cancers, heart disease, gastrointestinal, endocrine, neurological disorders and other abnormalities within the body.

Since nuclear medicine procedures are able to pinpoint molecular activity within the body, they offer the potential to identify disease in its earliest stages as well as a patient’s immediate response to therapeutic interventions.        

Australia were bit short in first innings: Steve Smith

Smith said Australia were a few runs short in the first innings against India.

Australian skipper Steve Smith on Monday said they were a few runs short in the first innings against India in the third Test match here.

In the first innings, Australia were bowled out for 451 with Smith (178) and middle order batsman Glenn Maxwell (104) scoring handsomely for the cause.

"It was important to score big first-innings runs, we left ourselves a bit short there. 450 was not enough to win this match," Smith, who scored 21 runs in the second innings, said after the match.

Trailing by 152 runs in the second innings, the middle order duo of Shaun Marsh (53) and Peter Handscomb (72 not out) forged a brilliant 124-run fifth-wicket stand as Australia ended at 204/6 in the second innings. They denied the hosts any chances of gaining a 2-1 lead in the four match series.

Smith also backed the players for performing to their abilities and not letting the hosts clinch the match on the final day.

"It was nervous and a pretty good test. I am very proud of the way the boys stuck it out. That's what we want to be. Maxwell was sensational. That's the way we want him to play," Smith said.

"Pat Cummins, in his first game in a very long time, he bowled beautifully. Not too often you spend 210 overs in the field. It was a long two days. The boys really dug deep. I am really proud. Massive game (left) in Dharamsala, can't wait to get there," he added.

A midnight exercise of Jaipur Municipal Corporation against a city hotel for improper disposal of waste gave birth to rumor of cow meat being sold at the hotel.

Municipal corporation had came in action after locals complained that the hotel has been dumping meat waste on roadside however following the rumor  hundreds of self proclaimed cow lovers (Gau Rakshaks) gathered outside the hotel.

Amid the confusion samples of the meat confiscated from the hotel will now be tested at forensic laboratory and two of the hotel representatives were held for disrupting peace..  

Beef has been a sensitive issue in the Hindu dominated locality and even the state law prohibit trade and consumption of cow meet.

Yet the BJP lead board of municipal corporation and its mayor is also being alleged for mishandling the situation. A local councilor, Nirmala Sharma had led the corporation officials during action against the hotel while mayor Ashok Lahoti from his social media handle initially alleged that the hotel was selling beef. 

The hotel industry representatives and social activists meanwhile have raised objection on the incident, "The municipal corporation had taken action on grounds that the hotel do not have a license, however it has been the municipal corporation that has not been providing the due licenses. The action taken against the hotel is unfair" said Gajendra Luniwal of Hotel association of Jaipur. 

Representatives of the hotel, social organisation and minority groups also met the city police commissioner on Monday regarding the incident. They rejected the allegations of selling beef and indicated to take action against those spreading rumor
