Will Spurs win the final derby at the Lane or will the Gunners scupper their title hopes?

An in-form Tottenham Hotspur host Arsenal in the latest instalment of the North London Derby on Sunday, knowing nothing less than a win will do if they are to keep their English Premier League title hopes alive.

The Lilywhites trail leaders Chelsea by four points and with just five games left, any potential slip up could prove fatal for them.

That is why, perhaps, a tense White Hart Lane will urge their side to clinch the all-important home victory, which seems likely.

Having won their last eight games in the League, the only blip since February has been their 4-2 loss to Chelsea in the FA Cup semifinals on the last weekend. That defeat now leaves them with a sole aim, considering their Champions League spot for next season is all but confirmed, to win the Premier League title.

While they will hope Everton do them a favour by upsetting the Blues earlier in the day, beating Arsenal is never an easy task, no matter how bad the Gunners form may be.

Harry Kane loves a derby and on what is a momentous occasion as it is the final derby at the Lane, he will once again be key to their fortunes. Goals, however, don't just come from him, as the likes of Christian Eriksen, Dele Alli and Son Heung-min are in serious form was well.

The only possible weak link for Spurs is Ben Davies, but the full-back has done a fine job in Danny Rose’s absence but a certain Chilean winger will be relishing lining up against him.

Arsenal are in a bit of form at the moment. Three wins on the trot, including an impressive win over Manchester City in the FA Cup, suggests perhaps this derby might not be as one-sided as most are predicting it to be.

What’s changed? Well, for starters, they are now playing three at the back for the first time since 1997 and the formation has brought some impressive results.

Having said that, Spurs will really be a litmus test of the 3-4-3 that Wenger employs, for if the Gunners manage to win on Sunday, it may well become a regular formation in the coming years.

The usual suspects for Arsenal will be Alexis Sanchez and Mesut Ozil, two players who seem to be on the verge of leaving in the summer, but for 90 minutes will have to pretend like they are desperate for a bumper contract.

Trinamool-BJP activists clash in Howrah, RAF deployed

A clash broke out between activists of the BJP and the ruling Trinamool Congress in front of a police station in West Bengal's Howrah on Saturday, and police had to carry out a baton charge to control the situation, a senior police officer said.

The Bharatiya Janata Party (BJP) claimed several of its supporters were injured in the attack.

Stones and bricks were hurled during the violence. Rapid Action Force (RAF) Apersonnel have been deployed in the area, police said.

"The clash happened between two opposing groups. We are trying to identify these people. Police had to baton charge to control the clash. The situation is under control now," said a senior officer from Shibpur police station.

According to the district BJP leaders, the ruling party supporters intimidated their activists and hurled stones and bombs at them on their way back from a demonstration at Howrah's Shibpur police station.

"This was a pre-planned attack by the local Trinamool Councillor. Some of the miscreants also hurled bombs at during the clash. Nearly 40 of our supporters including 10-12 women were heckled. Some of them got injured in the attack. Police was also attacked," BJP Howrah town District Secretary Debanjal Chatterjee told IANS over phone.

A Trinamool leader however said his party supporters rushed to the area to restore peace. "The BJP is bent upon stoking violence," the leader said.

Separatists using Kashmiri people as scapegoats, no talks with them: Ram Madhav

BJP General Secretary Ram Madhav on Saturday said the separatists in the Kashmir Valley are using people as "scapegoats" and reiterated the government's stand of having no talks with them

In a post on his official Facebook page, Madhav, who played a key role in forming the Bharatiya Janata Party (BJP) and People's Democratic Party (PDP) coalition goverment, mentioned that the Union Government has "categorically" told the Supreme Court that there is no plan to hold any talks with "the separatists and those who are not loyal to India".

"Supreme Court too took a strong stand against the petitioners' demand that pellet guns be withdrawn exhorting them to first stop stone pelting and street violence before asking security forces to withdraw pellet guns. Stand of the SC judges including CJI is commendable and I am sure patriotic people in the country including those in the Valley welcome this position of the Court," he said in his post.

"However it must be kept in mind that forces have very few pellet guns and use them in rare situations only. Even where used, they are deemed less lethal than normal guns and bullets," he said.

He said forces are trained to maintain maximum restraint and use other methods to control violence.

"Government's stand is and should be clear. Tackle militants and their sponsors with utmost toughness. Handle misguided youths coming onto the streets with stones in hand with deftness so that violence is firmly put down but care is taken to prevent loss of life," Madhav said.

"The separatists have only one motto: One dead body a day, so that they can play sentimental politics over the dead bodies.

"They use people of the Valley as scapegoats in their reprehensible politics of violence and separatism. The security forces and the government on the other hand try their best to ensure that the ill-intentions of the separatists don't succeed. It is a difficult job being executed with commendable sincerity by the government and security forces," he said.

All Kashmiri stone-pelters not anti-nationals: CPI

Urging the Union government to open the doors for talks with all stakeholders, the Communist Party of India (CPI) on Saturday said that all stone-pelters in Kashmir cannot be treated as anti-nationals.

It welcomed the Supreme Court's suggestion to start the dialogue process in Jammu and Kashmir.

Noting that alienation of the people has gone to the extent of boycott of elections and even school girls pelting stones, the party observed that "the situation is grave".

"It cannot be solved as mere law and order problem. The ground reality should be taken into consideration. The Supreme Court Chief Justice's suggestion that Bar Council of Jammu and Kashmir should give guarantee to stop pelting stones etc may be not practical," the CPI said.

"The situation is not in the control of any organisation including separatists. Appeal in general with announcement of talks may help," it added.

The Left party said that government "cannot take a stand that they will talk only with political parties".

"Government should differentiate between pro-Pakistan elements, separatists and those who demand implementation of Article 370. All stone pelters cannot be treated as anti-nationals," it said, adding that the Union government should take "more realistic stand, discuss with all stakeholders in the state" to help to normalise the situation and "save Kashmir".

Made mistakes, will introspect, says Kejriwal after poll drubbing, BJP terms it ‘new drama’

Chastened by his party's massive defeat in the civic polls, Aam Aadmi Party leader and Delhi Chief Minister Arvind Kejriwal on Saturday accepted that he has made "mistakes" and said the party will introspect and "course correct".

The Bharatiya Janata Party (BJP), however, termed the move as a "new drama of misleading the people".

Kejriwal, the AAP national convenor, posting a short statement on Twitter, said he has spoken to many volunteers and voters during the past two days since the Delhi civic poll results. "The reality is obvious. Yes, we made mistakes but we will introspect and course correct."

"Time to go back to the drawing board. To not evolve would be silly. We owe that to the voters and volunteers. We owe that to ourselves," he said.

The AAP leader said that action was needed to be taken and "not excuses".

"It's time to get back to work. And even if we slip from time to time, the key is to find the reserves to hold and pull ourselves up. The people deserve nothing less. The only thing constant is change."

The BJP swept all the three municipal bodies of Delhi, returning a tally of 181 of the total 270 seats in Wednesday's results. AAP managed 48 and Congress 30 wards.

The AAP's defeat comes more than two years after the Delhi assembly elections when it had humbled the BJP, winning 67 of the 70 seats.

AAP leader Sanjay Singh said it was the beauty of his party and Kejriwal as "we admit our mistakes, reach out to the people to apologize and will work for the nation".

But, the BJP's Delhi President Manoj Tiwari, who is considered the brain behind his party's win, described Kejriwal's statement as "a new drama" and said it was only a gimmick and nothing else.

"Kejriwal had done it earlier also," Tiwari said giving the example of the AAP leader stepping down after 49 days of his first time in government from December 2013 to February 2014.

He said people will see through Kejriwal's tendency of "changing colours like a chameleon".

He said due to the "obstinate attitude" of Kejriwal and his government civic services in Delhi were obstructed time and again and the salary of employees, including sanitation workers, could not be paid on time resulting in inconvenience to the people of Delhi.

Tiwari said that in 2014 too Kejriwal went to Varanasi for contesting Lok Sabha elections and after his defeat and return from Varanasi he apologized to the people of Delhi but after coming to power Kejriwal went for campaigns in Punjab and Goa for grabbing power in these states.

"He should understand that he cannot befool the people again and again," Tiwari said in a statement.

EVM means ‘Every Vote for Modi’, says Yogi Adityanath

Amid opposition accusations of tampering of electronic voting machines (EVMs) to favour the Bharatiya Janata Party (BJP), Uttar Pradesh Chief Minister Yogi Adityanath said on Saturday the Delhi civic polls had proved that the EVM stands for "Every Vote for Modi".

At a meeting of party workers in Gorakhpur, his parliamentary constituency since 1998, the Chief Minister said EVM for him meant – 'Every Vote for Modi'.

Questioning the opposition over the allegations that EVMs were compromised, Yogi wondered how those very people who had been elected in the past through EVMs were now questioning its reliability.

The Delhi Municipal Corporation election results have proved that for the people EVMs mean "Every Vote for Modi", he said.

He also said that EVMs were tamper proof and if anyone would try to manipulate it, it will shut down on its own.

On his second trip to Gorakhpur since he took over as Chief Minister, Yogi Adityanath also warned criminals to leave the state or face consequences. During his two-day visit the Chief Minister will review the law and order in the division and also kick-start 10 projects.

Odisha clears nine investment proposals

The Odisha government on Saturday approved nine projects with an investment of Rs 1,770.43 crore.

The State Level Single Window Clearance Authority (SLSWCA) meeting presided over by Chief Secretary A.P. Padhi approved the proposals in food processing, plastics, renewable energy and steel sectors.

At least 10 investment proposals from different companies were placed at SLSWCA. However, NTPC's proposal for expansion of its thermal power plant capacity of Talcher Thermal Power Station having an investment of Rs 7698.46 crore was referred to the High Level Clearance Authority (HLCA) headed by Chief Minister Naveen Patnaik.

The projects have a potential of creating 3,200 additional jobs in the state.

While the Rs 737 crore investment proposal of Ultratech Cement Ltd was approved, the Rs 241 crore investment by Sakura Premier Solar Private Ltd also got the SLSWCA's nod, said an official.

The investments in the food processing sector are by Coastal Corporation Ltd (Rs 51 crore), Indo Nissin Foods Private Ltd (Rs 50.44 crore), Oricon Enterprises Ltd (Rs 120 crore), and Jay Bharat Species Pvt Ltd (Rs 61.42 crore).

Similarly, the projects of Jyoti Solar Solutions Private Limited (Rs 57.17 crore) and Topaz Solar Pvt. LTD (Rs 220 crore) got the approval of the state government to invest in renewable energy sector, the official said.

Balasore Alloys Limited has decided to invest Rs 232.40 crore in the steel sector.

At least 54 projects with an investment of Rs 1,11, 500 crore and employment potential of more than 75,700 jobs have been approved by the SLSWCA since the Make In Odisha Conclave held in December 2016.

Bhutan government planning to save BBIN bill from being scrapped

The Bhutan government is preparing to move a motion to withdraw the controversial Motor Vehicle Agreement involving Bangladesh, Bhutan, India and Nepal (BBIN) during the joint sitting of the Parliament next month, in order to save it from being scrapped in Parliament, a media report said.

The government wants to withdraw the BBIN agreement from the voting process. This decision to withdraw remains even as Bhutan has informed the other member countries that once it completes the ratification process, Bhutan would join the group, Kuensel online reported.

That Bhutan is determined to ratify the agreement even at a later date indicates that it is not ready to scrap the pact. The agreement needs a two-third majority of the members present for ratification.

Prime Minister Tshering Tobgay earlier told Kuensel that due process would be followed if the agreement is withdrawn.

However, the government's effort to withdraw the agreement that is already with the joint committee is likely to be met with resistance as the Legislative Rules of Procedure (LROP) 2011 do not have provisions for withdrawal of a disputed bill, the daily reported.

If the bill fails to obtain the endorsement of the joint sitting, it will be declared a dead bill and no bill of the same substance will be deliberated in the same year.

However, members of Parliament from the ruling party who are in the joint parliamentary committee are persuading the opposition and Council members to agree on the withdrawal of the agreement during the joint sitting. The 12-member joint parliamentary committee was formed to resolve the differences and propose recommendations to the Parliament.

Should the withdrawal option not come through, the agreement will go to vote, in which case it is likely to be rejected. The chairman of the joint committee, Ritu Raj Chhetri, said the best option for the committee would be to propose a withdrawal. "It looks like it will be tough to get support from the opposition and most Council members," he said.

The Council believes that ratifying the agreement, which aims to facilitate seamless cross-border movement of both cargo and passenger vehicles, will overwhelm Bhutan, the smallest country in the grouping. The opposition also argues that it will affect the livelihoods of Bhutanese transport operators.

The government argues that Bhutan's interests will be protected while enacting protocols, which will be the by-law of the agreement. An opposition member said it could support the agreement if such assurances were incorporated in the protocols and presented along with the agreement in the Parliament.

The government has repeatedly stated that the agreement does not open the floodgates for foreign vehicles. However, the Council remains unconvinced because of the principle of reciprocity the agreement upholds.

The government believes that implementation of the motor vehicle agreement, which is the first of any between the four countries, will open gates for cooperation in other areas. The government identified the agreement as the precursor to cooperation in other fields including connectivity, energy, trade and ICT, Kuensel reported.

The transport ministers of the four countries signed the agreement in June 2015 in Thimphu.

Unable to ratify the Bangladesh, Bhutan, India, Nepal (BBIN) motor vehicles agreement, Bhutan has asked the three other members to go ahead without it, leaving them in a fix, the Kathmandu Post reported

Odisha launches action plan to reduce migration

Odisha Chief Minister Naveen Patnaik on Saturday announced a special action plan to reduce migration problem in the state and create livelihood opportunities.

Initially, the action plan would be implemented in Bolangir and Nuapada districts. It would be scaled up and replicated in other migration-prone areas in a phased manner, he said.

The special action plan has been prepared for intense action in 30 gram panchayats of the two districts to curb migration and facilitate creation of livelihood opportunities for migrant workers within the state.

"I am sure the plan would help in providing alternate livelihoods to address migration in Bolangir and Nuapada districts by improving the household income of poor families and reduce their vulnerability," said the Chief Minister.

He said it would eventually serve as a blueprint for scaling up to other migration prone districts of the state.

It is expected that Rs 134 crore would be spent in the areas.

The Odisha government on Saturday also signed a Memorandum of Understanding (MoU) with Tata Trusts to reduce migration in Bolangir and Nuapada districts.

The Odisha government will bring in the expertise of Tata Trusts in developing appropriate information, education and communication (IEC) materials and disseminate it for behavioural change, introduce people friendly and easy to use technologies for registration of migrant workmen and support development of database for welfare of migrant workers.

To strengthen policy initiative, the National Institute of Rural Development (NIRDPR), Hyderabad was requested to conduct a short-term study in the districts of Bolangir, Bargarh, Kalahandi and Nuapada for suggesting alternative avocation/livelihood opportunities for migrant workers.

The NIRDPR report suggested short term, medium term and long-term measures which can be implemented within the existing development initiatives, said a release.

The suggestions of NIRDPR have been incorporated in the agreed activities under the MoU with Tata Trusts to initiate interventions initially in 30 gram panchayats of Bolangir and Nuapada districts, the release added.

Katheria likely to be next UP BJP chief

Former Union Minister Ram Shankar Katheria, who has stirred controversies in the past with his remarks, is likely to be the Bharatiya Janata Party's next Uttar Pradesh chief, informed sources said.

Sources in the BJP told IANS that Katheria's name is learnt to have been finalised after consultations with Rashtriya Swayamsewak Sangh (RSS), the ideological mentor of the party.

They said that RSS General Secretary Bhaiyaji Joshi and Joint General Secretary Dattatreya Hosabale held discussions with BJP's Uttar Pradesh in-charge Om Mathur on the new BJP state chief, and Katheria's name was later suggested to BJP chief Amit Shah. 

Katheria is a Dalit from Braj area of western Uttar Pradesh and would fit well in caste equations, party sources said. 

Asked about the appointment of the new UP BJP chief, a top BJP leader said: "It will be decided soon."

Sources said the name of the new BJP state chief could be announced as part of a wider reshuffle in the party in line with the party's "one person, one position" principle. 

Party secretaries Shrikant Sharma and Siddharth Nath Singh are now ministers in the Uttar Pradesh government as is Dara Singh Chauhan, who headed the party's OBC (Other Backward Castes) morcha. Dinesh Sharma continues to be national vice-president of the party besides being Deputy Chief Minister in the Yogi Adityanath government. 

The reshuffle in the party could be linked to a possible expansion of the Union Cabinet as former Defence Minister Manohar Parrikar is now Chief Minister of Goa. Finance Minister Arun Jaitley is holding additional charge of the Defence Ministry. 

Keshav Prasad Maurya, another Deputy Chief Minister in Uttar Pradesh, continues to be the chief of the party in the state. The BJP scored a handsome win in the state in the recent assembly polls and party leaders have said that their target now is the 2019 Lok Sabha polls. 

The BJP is keen on taking various communities along and the new appointments are expected to reflect the party's attempts to strike a balance in terms of caste representation. 

While Chief Minister Yogi Adityanath is a Rajput, Dinesh Sharma a Brahmin and Maurya an OBC face of the party. Also, while Yogi Adityanath is from eastern Uttar Pradesh, both Sharma and Maurya are from central part of the state. 

Sources said that the party is keen to appoint a Dalit leader at a senior position in the organisation after formation of government in the state. 

Katheria was dropped from the union council of ministers in July last year after a string of controversial remarks. 

Addressing a gathering at Lucknow University, Katheria had said there would be "saffronisation of education and the country". 

"Whatever is good for the country will be done, be it saffronisation or Sanghwaad (propagation of RSS ideology)," he had said.

Katheria had also made controversial remarks after the murder of a VHP worker in Agra last year. He had subsequently clarified on his comments. 

After being dropped from the ministry, Katheria had told IANS that the party will enlist his services in organisational affairs. 

Katheria worked as a pracharak of the RSS in Agra for 13 years and has written books on Dalit issues. 

Katheria had also earlier been a national general secretary of the BJP.

If India meets renewables target, no more coal power needed till 2027

As the prospects for coal-generated electricity recede globally, India is one of the last bastions of the world's oldest, dirtiest energy source — although construction of new coal-fired power plants is faltering.

From January 2016 to January 2017, development of coal-fired power capacity fell around the world, according to a March 2017 report titled "Boom and Bust", released jointly by the Sierra Club, Greenpeace and Coalswarm.

Using data from the Global Coal Plant Tracker, an online database developed by Coalswarm that identifies, maps and categorises every known 30-MW and larger coal-fired power generating unit and every new unit proposed since January 1, 2010, the report maps a global move away from coal and towards renewable energy.

In China and India alone, construction activities that would add 68 GW — over a fifth of India's total installed capacity — of additional coal capacity are frozen across 100 project sites, 13 of them in India.

The primary reason for the slowdown in India is "reluctance of banks and other financiers to provide further funds", the report said. Over half (56.5 per cent) of India's installed power capacity will be non-fossil fuel-based — renewables, nuclear and large hydroelectric — within 10 years.

In India, as of February 2017, at least 15 coal-based thermal power projects with an aggregate capacity of 18,420 MW (18.42 GW) were stalled due to financial reasons, the Ministry of Power told the Lok Sabha in February.

However, in March 2017, the Cabinet revived some struggling power projects with a cumulative capacity of some 30 GW under a new Mega Power Policy by providing support of about Rs 10,000 crore to the sector, in addition to incentives such as custom duty waiver for import of capital equipment and tax breaks. This was done to relieve the burden of stressed assets on banks, estimated at Rs 1.5 lakh crore.

"The slowdown in the coal power pipeline brings the possibility of holding global warming to below 2°C from pre-industrial levels within feasible reach," the "Boom and Bust" report stated. However, this hinges on countries such as Vietnam, Indonesia, Turkey and Japan limiting their future coal power development, China and India reinforcing and increasing the slowdown, and developed countries (historically largest emitters) retiring coal-based power plants faster than they have been doing.

India does not plan on expanding its coal-fired capacity during 2017-22, according to the Draft National Electricity Plan proposed in December 2016 by the Central Electricity Authority. It bases this projection on the presumption that non-fossil fuel capacity addition will continue as targeted — 4.3 GW of gas-fired plants, 15 GW of hydroelectric plants, 2.8 GW of nuclear installations and 115 GW of various renewable sources, which would come online during 2017-22.

The plan, however, does take into account 50 GW of coal-based installations that are currently under different stages of construction and are likely to yield benefits during the 2017-22 period, concluding that no coal-based capacity addition is required until at least 2027.

In 2015, India accounted for seven per cent of total global emissions, lower only than China (29 per cent), the US (14 per cent) and the European Union (10 per cent). In the same year, the share of coal-fired power plants in India's total CO2 emissions was just short of half at 47 per cent.

In 2016-17, India's estimated peak demand of 165.2 GW was significantly lower than total installed capacity of over 300 GW. Coal-fired capacity of over 180 GW alone was higher than the peak demand. Despite this, the country continues to face acute power shortages due to coal supply problems, transmission and distribution losses and poor health of power utilities.

According to government figures, estimated electricity consumption between 2005-06 and 2014-15 increased by a compounded annual growth rate of 8.72 per cent, growing to 948,328 gigawatt-hour, even as an estimated 240 million Indians are still without access to electricity.

Already, use of imported coal is costing the country. In 2014-15, coal imports were 212 million tonnes (MT) and cost over Rs 1 lakh crore — up more than five times from 38.5 MT in 2005-06, due largely to poor quality of domestic coal, lack of competition among producers, and insufficient investments.

On the other hand, investing in renewables brings environmental benefits like reduced pollution while creating employment opportunities. Therefore, renewable energy has the potential to solve the energy trilemma of ensuring energy security, energy access and sustainability, according to the NITI Aayog.

To capture the benefits of renewable energy (RE), the NITI Aayog report said, "India would need to make available the necessary capital, and get comfortable with managing the variability and uncertainty of RE generation in conjunction with the existing and planned fossil fuel-based and large power plants".

Tariffs for renewables in India, especially solar, have fallen heavily — by 73 per cent since 2010. In February 2017, at the Rewa solar park auction, a levelised tariff of Rs 3.3/kilowatt-hour was achieved, competitive with the cost of new coal-fired power generation. Wind tariffs, too, fell to a record low of Rs 3.46/unit in the same month. The jury is out on whether these low tariffs are sustainable, but the trend is undoubtedly positive for renewables.

India would also need to invest in smart grid systems, storage options and demand-side flexibility to manage the variability of renewables.

The building of a green energy corridor, along with renewable energy management centres, will prove vital for evacuation of power between states, since solar and wind power potential is concentrated in a few states — nine are expected to account for more than 77 per cent of renewable energy capacity addition by 2022.

Yet, progress on this has been slow, with pace of construction not keeping up with the speed at which projects are being commissioned.

EU leaders adopt ‘tough’ Brexit guidelines at summit

European Union leaders on Saturday unanimously agreed to "tough" negotiating guidelines for Brexit talks, suggesting that they will demand Britain agree on payments to the bloc before considering a new trade deal.

EU Council President Donald Tusk said on Twitter: "Guidelines adopted unanimously. EU27 firm and fair political mandate for the Brexit talks is ready."

The 27 EU leaders took less 15 minutes to approve the draft guidelines for the negotiations, which were issued on March 31 by Tusk, the Guardian reported.

Talks with Britain will begin after the general election on June 8.

The EU is expected to demand that Britain resolves the key divorce issues of citizens' rights, the divorce bill and the Irish border before any talks on a future trade deal between the UK and the EU can begin.

"We all want a close and strong future relationship with Britain. There's absolutely no question about it. But before discussing the future, we have to sort out our past. We will handle it with genuine care, but firmly," Tusk said before the meeting. 

"We also need solid guarantees for all citizens and their families who will be affected by Brexit, on both sides. This must be the number one priority for the EU and the UK," he said.

The first of the key issues of the EU guidelines is that Britain must resolve the fate of three million EU citizens living in Britain and one million Britons on the continent, and what happens to their rights to work and claim benefits abroad.

The EU-27 will also call for action to avoid a "hard border" between the Republic of Ireland and Northern Ireland, as fears persist that Brexit could undermine the peace process, the daily reported.

The most contentious issue of the EU guidelines, however, is likely to be Britain's exit bill, estimated at around $65 billion, covering financial commitments made by the bloc during Britain's time as a member.

Asked what sufficient progress would mean in relation to the UK's divorce bill, a senior EU diplomat said the European council's guidelines were quite explicit about what would be expected and that there would be little "wiggle room".

Meanwhile, French President Francois Hollande said there would inevitably be "a price and a cost for the UK — it's the choice that was made".

"We must not be punitive, but at the same time it's clear that Europe knows how to defend its interests, and that Britain the UK will have a less good position tomorrow outside the EU than today in the EU," he said.
 

24 killed in Kyrgyzstan landslide

At least 24 persons were killed in a landslide that swept over a part of a village in southern Kyrgyzstan on Saturday, the Emergencies Ministry said.

The landslide struck the village of Ayu in the Osh region of the mountainous country at around 6:40 a.m. (local time), swallowing seven houses in the village and burying more than 20 people in six of the seven houses. 

The Emergencies Ministry said there were nine children among those buried alive, Xinhua news agency reported. 

Dozens of rescue workers were at the scene looking for survivors.

Kyrgyz President Almazbek Atambayev sent Emergencies Minister Kubatbek Boronov to the village to take charge of the rescue operation.

A rescue headquarters was also established in the village. Apart from over 180 rescuers, 100 Kyrgyz soldiers participated in the rescue operation.

Atambayev decreed to declare April 30 a day of mourning for those killed under the landslide, according to the press service of the President.

On the day of mourning, the national flags of the Kyrgyz Republic will be lowered nationwide and on the buildings of diplomatic missions abroad. 

TV and radio companies were told to cancel entertainment programmes.

Ponting feels Dhoni still has plenty to offer to Indian cricket

Ponting said Dhoni could have a significant role to play in India's Champions Trophy campaign in June.

Former Australia cricket captain Ricky Ponting on Saturday came to India's World Cup winning captain Mahendra Singh Dhoni's defence, saying that the experienced wicketkeeper-batsman could have a significant role to play in India's Champions Trophy campaign in June in England.

Dhoni, who announced his retirement from Test cricket in December 2014, quit the captaincy from the limited overs sides' earlier this year. He was also removed as the captain of the Indian Premier League (IPL) franchise Rising Pune Supergiant.

Though the 35-year-old continues to play the One-Day International (ODI) and Twenty20 Internationals (T20Is), many feel that his best days are behind him.

Dhoni has enjoyed a highly successful career, captaining India to glory in the 2007 World Twenty20 championship, 2011 World Cup and the 2013 Champions Trophy.

Ponting warned against dismissing Dhoni as a dominant force in international cricket, cautioning the Indian's critics to 'never write off a champion player'.

And he's tipped the 35-year-old could have a significant role to play at the upcoming ICC Champions Trophy, saying the veteran's game could be perfectly suited to the early-season seaming conditions in England.

"I think he can be an important player in that Indian team, especially with his experience. Batting in the middle order, he's someone who can really control a one-day innings," Ponting was quoted as saying by Cricket Australia (CA)'s website. 

"And that might be what you need in England. If the ball does a bit early on, there's a chance India could lose top-order wickets and you'd need someone in the middle order to guide the ship," he added.

"We're talking about someone who's 35 years of age and has pretty much achieved everything in the game. He's won a World Cup, he's captained his team to be the No.1 Test team in the world, he's captained IPL-winning teams as well.

"There's not much left for him to achieve out of the game. It's going to come down to how hungry he is and how much he wants it."

Ponting said Dhoni is still adjusting to life without the captaincy and believes the recent criticism is a by-product of all he has achieved in more than 12 years at the highest level. 

"I think it's a downside of having the great success that he's had over a long period of time," Ponting said. "I've been there myself and when you start to slide just a little bit, criticism is going to come your way. And to be fair, he probably hasn't had much negativity come his way over the past 15 or 20 years. So it'll be really interesting to see how he handles that over the coming weeks.

"Things can turn around in this game pretty quickly and one thing I've learned in this game with champion players is to never write them off. They always find a way to keep coming back. It happened with (Glenn) McGrath and (Shane) Warne and all those great players that I was lucky enough to play with. He'll find a way and he'll win games for his team.

"I'm pretty sure he's got quite a thick skin. He's grown up with unbelievable pressure on him as captain of India for a long time. He's had some great moments in his career and right now he's probably not playing at his absolute best, but it's still there.

Bengal students write slang, love poems in exam, 10 suspended

At least 10 students of a college in West Bengal were suspended for writing about love, Hindi and Bengali film songs and poems instead of answers to questions in their semester exams.

The students were from Balgurghat Law College in Malda, affiliated to the University of Gour Ganga.

"They were third semester students at the college. They could have written wrong answers but they chose to write slang, abuses and things about love, including lines from Hindi and Bengali film songs.

"A fact finding committee was formed to probe this and the guilty have been suspended for two years," Sanatan Das, Controller of Examinations (Additional Charge), at the varsity told IANS over phone on Saturday.

Das said the students have admitted in writing that they had written "nonsense."

Sample this: One had penned "Tu shayar hai, main teri shayari" while someone else had lamented how his girlfriend refused to listen to him.

"Usually the suspension duration is one year in case of disciplinary action but since what they had done is extremely objectionable and defeats the purpose of examinations, we extended it by a year.

"This is sheer nonsense. They can take readmission in the same course at the end of two years and appear again," Das said.

He said the results of the examination that took place last year were published in January 2017.

"Out of around 150 students, only 40 passed the exams and when the results were declared they vandalised college premises. Not only did they write nonsense to kill time, they also resorted to violence which is totally unacceptable," he said.

India to give Rs.350 m to descendants of Bangladeshi freedom fighters

India will give Rs.350 million to descendants of freedom fighters in the next five years under the new 'Muktijodha scholarship scheme for Bangladesh, Indian High Commissioner Harsh Vardhan Shringla has said.

He was speaking at a scholarship award ceremony in Chittagong on Saturday, bdnews24 reported.

The Muktijodha Scholarship Scheme was started by India in 2006 for descendants of the 1971 freedom fighters. Up to now, more than 10,000 scholarships worth Tk150 million have been disbursed.

This year, scholarships have been awarded to 600 undergraduate students. Of them, 48 were from Chittagong.

Earlier, Indian Prime Minister Narendra Modi during his Bangladesh counterpart Sheikh Hasina's visit to India announced that another 10,000 students will receive scholarships under the new Muktijodha scholarship scheme.

All freedom fighters are now eligible for five years multiple entry Indian visa and 100 of them will be provided free medical treatment in Indian hospitals every year.

Shringla said under the new scheme, students at the higher secondary level will get a onetime grant of Tk 20,000 and those at the undergraduate level will get Tk 50,000.

He said the initiatives announced by Modi reflect "our continued solidarity with the valiant Muktijodhas", the daily reported.

"You have fought shoulder to shoulder with Indian troops in 1971 and continue to be our eternal friends. May Almighty bless you all with good health, prosperity and happiness," he told the freedom fighters gathered at the ceremony.

Housing and Public Works Minister Mosharraf Hossain was also present.
