Cabinet approves waterway project on Ganga

The Cabinet Committee on Economic Affairs, chaired by Prime Minister Narendra Modi, on Wednesday approved Jal Marg Vikas Project (JMVP) for capacity augmentation of navigation on National Waterway-1’s (Ganga river) 1,380-km Haldia-Varanasi stretch.

According to a cabinet communique, the Rs 5,369 crore project, which is expected to be completed by March 2023, will bring down the logistic cost in the country and lead to major infrastructure development like multi-modal and inter-modal terminals, roll on-roll off (Ro-Ro) facilities, ferry services, and navigation aids.

The JMVP will create an alternative mode of transport that will be “environment friendly and cost effective” and generate “huge” employment, it said.

“NW-1 development & operations will lead to direct employment generation to the tune of 46,000 and indirect employment of 84,000 will be generated by vessel construction industry,” said the release.

The World Bank has provided technical assistance and financial support to the project, which will cover states of Uttar Pradesh, Bihar, Jharkhand and West Bengal.

Union Finance Minister Arun Jaitley had announced the JMVP in his July 2014 Budget speech to enable commercial navigation of at least 1,500 tonnes vessels in Ganga.

The International Bank for Reconstruction and Development (IBRD) has pledged a loan of $375 million (Rs 2, 512 crore) for the project while the Indian government will incur expenses of Rs 2,556 crore – to be sourced from budgetary allocation and proceeds from bond issue.

Private sector participation in the project under Public-Private Partnership mode will be Rs 301 crore.

Mohun Bagan appoint Shankarlal Chakraborty as head coach

City football giants Mohun Bagan on Wednesday announced the appointment of Shankarlal Chakraborty as the head coach for the rest of the I-League season after the previous incumbent, Sanjoy Sen, resigned on Tuesday night.

Chakraborty was anointed from the assistant coach’s job to take the reins of the team struggling at fifth position in the points table after four games without a win.

“The club management have decided to elevate Mr. Sankarlal Chakraborty, as the Head Coach for the remainder of the 2017-18 season. Mr. Chakraborty has been there with the team since July 2014,” a statement from the club said.

Chakraborty was at the helm of affairs during Mohun Bagan’s Calcutta Football League (CFL) campaign as well. The green and maroon brigade finished second to arch-rivals East Bengal, who went on to win their record eighth title.

Currently in the I-League, East Bengal lead the charts under coach Khalid Jamil and the challenge for Chakraborty would be to arrest the freefall his club is witnessing at the moment.

Sen, who helped Mohun Bagan win the I-League in the 2014-15 season, stepped down from his position after Tuesday’s harrowing 1-2 defeat at the hands of lowly Chennai City FC. Despite having the numerical advantage for close to an hour, Mohun Bagan failed to score and were lacklustre to say the least in the second half.

In the previous three home games also, Mohun Bagan have been winless, managing three back-to-back draws.

US seeks no extension of H-1B visas, Indians may be hit: Report

The US is considering new regulations to prevent the extension of H-1B visas as part of president Donald Trump’s “Buy American, Hire American” initiative, a move which could hit tech firms and hundreds of thousands of Indian IT professionals, a media report said.
The move could directly stop hundreds of thousands of foreign workers from keeping their H-1B visas while their green card applications are pending.
The proposal which is being shared between the Department of Homeland Security Department (DHS) heads is part of Trump’s “Buy American, Hire American” initiative promised during the 2016 campaign, US-based news agency McClatchy DC Bureau reported.
It aims to impose new restrictions to prevent abuse and misuse of H-1B visas, besides ending the provision of granting extension for those who already have a green card.
“The act currently allows the administration to extend the H-1B visas for thousands of immigrants, predominantly Indian immigrants, beyond the allowed two three-year terms if a green card is pending,” the report said.
“The idea is to create a sort of ‘self- deportation’ of hundreds of thousands of Indian tech workers in the United States to open up those jobs for Americans,” it said, quoting a source briefed by Homeland Security officials.
“The agency is considering a number of policy and regulatory changes to carry out the President’s Buy American, Hire American Executive Order, including a thorough review of employment-based visa programmes,” said Jonathan Withington, chief of media relations for United States Citizenship and Immigration Services (USCIS).
The H1B visa is a non-immigrant visa that allows US companies to employ foreign workers in speciality occupations that require theoretical or technical expertise.
It is typically issued for three to six years to employers to hire a foreign worker. But H-1B holders who have begun the green card process can often renew their work visas indefinitely.
The technology companies depend on H-1B to hire tens of thousands of employees each year from countries like India and China.
The proposed changes would have a dramatic effect particularly on Indian visa holders considering more than half of all H-1B visas have been awarded to Indian nationals, the report said, quoting the Pew Research Center report.
“This would be a major catastrophic development as many people have been waiting in line for green cards for over a decade, have US citizen children, own a home,” Leon Fresco, who served as a deputy assistant attorney general for the Justice Department in the Obama administration who now represent H-1B workers, was quoted as saying in the report.
Fresco estimates more than 1 million H1-B visa holders in the country are waiting for green cards, many of whom are from India and have been waiting for more than a decade.
Trump had made the alleged abuse and fraud in H-1B visa system a major election issue during his campaign.
After becoming the president, he signed an executive order aimed at tightening the process of issuing the H1B visas.
Trump had said the order was the first step to initiate “long overdue” reforms to end “visa abuses”.

Colombia’s Junior de Barranquilla football club have announced the signing of Peru international centre-back Alberto Rodriguez and forward Vladimir Hernandez for the 2018 season.

Rodriguez joins the club from Peruvian first division outfit Universitario, while Hernandez has parted ways with Brazil’s Santos, Junior said on their official Twitter account on Tuesday, reports Xinhua news agency.

Former Sporting Lisbon defender Rodriguez, who has been capped 71 times for Peru’s national team, spent just one season at Universitario following his December 2016 transfer from their Peruvian rivals Melgar.

20 courts in UP districts hit by Ambedkar statue row

Work in courts in 20 districts of Uttar Pradesh remained suspended on Wednesday after the state bar association declared a strike over the removal of a statue of Babasaheb Ambedkar from the Ghaziabad court compound a day ago.

The Bar Associations of Baghpat, Meerut, Muzaffarnagar, Saharanpur, Shamli, Noida and several other districts joined in the agitation, said Ghaziabad Bar Association President Rakesh Tyagi Kakra.

The lawyers on Wednesday put up a photo of B.R. Ambedkar at the same spot from where the statue was removed just hours after it was installed.

The police later removed the photo as well, leading to a clash between the police and the lawyers.

Finally the matter was resolved after the civic administration intervened. A request application was submitted to the administration for approval of installing the statue.

However, the Bar Association declared a day’s token strike.

The police has registered an FIR against 17 members of the Bar Association here for illegally grabbing public land and installing statue without government permission.

The FIR was lodged in Kavi Nagar police station by the Collectorate against executive members of the Bar Association.

“The approval of the district administration was a mandatory formality which was not sought prior to the statue’s installation, so the statue was removed,” said Additional District Magistrate Gyanendra Singh.

14,400 bunkers to be constructed for border dwellers in Jammu

The Centre has given sanction for construction of over 14,400 underground bunkers at a cost of Rs 415.73 crore for safety of people living along the LoC and the International border in Jammu division.
Chief Minister Mehbooba Mufti, who is minister-in-charge (Home), said this in a written reply in the Assembly.
She said the Union home ministry gave sanction for construction of bunkers in December last year and steps have been initiated to fulfil various conditions before taking up the construction work.
The Union ministry has asked the government to specify building norms for all areas up to five kilometre from the border and priority be given to bunkers which are nearest to the existing Border Out Posts.
The other conditions included that every bunker should be within three kilometre from the border and first line of sight from the IB and the LoC first priority(zero to one kilometre), second priority (one to two kilometres) and third priority (two to three kilometres), the chief minister said.
She said the Centre has also said that the project would be funded on reimbursement basis through security-related expenditure (rehabilitation and relief) as it relates to relief and rehabilitation of individuals besides it must be ensured the work has not been funded by any other source or scheme of the government.
The Centre has also demanded that the work would be executed as per norms, due procedure be followed during execution and central agency like Central Public Works Department (CPWD) and National Buildings Construction Corporation (NBCC) be engaged, Mehbooba said.
In response to another part of the question about clearance of liabilities on account of previous constructed bunkers, the chief minister said there is no pending liability on this account.
“As reported by divisional commissioner, Jammu, against the approved outlay of Rs three crore for construction of 60 bunkers in Jammu district, the project has been completed and an amount of Rs 2.945 crore stands spent, she said.

Instances of Rohingyas obtaining Aadhaar, PAN reported: Govt

There have been instances of some Rohingya Muslims obtaining Aadhaar, PAN and voter cards, but there is no report of providing accommodation to the illegal migrants, the Rajya Sabha was informed today.

Minister of State for Home Kiren Rijiju said there have been no specific reports that some people were providing illegal accommodation to Rohingyas. However, instances of some Rohingyas having obtained documents like Aadhar, PAN and voter cards through fraudulent means have been reported, he said in reply to a written question.

The minister said as and when such instances are detected, the respective state governments and other authorities concerned take necessary action for cancellation of such documents along with other action.Rijiju said as per an estimate, around 40,000 Rohingyas are living in India.

No need to worry if name not in first NRC draft: Assam CM Sonowal

Assam Chief Minister Sarbananda Sonowal on Wednesday said all those excluded in the first National Register of Citizens draft should not worry as no one will be discriminated against on the basis of caste and community and will be given opportunities to prove citizenship.

Sonowal also said that a mechanism has to be devised “humanely” by the central government on what to do with those who are found to be illegal immigrants after finalisation of the National Register of Citizens (NRC), a list of the state’s citizens.

“There is no question of discriminating against anyone whether he or she is a Hindu, Muslim, Bengali or Nepali,” Sonowal told PTI.

No one will be victimised on the basis of caste and community, he asserted.

“All will be treated equally and given opportunities to prove their citizenship so that their names could be incorporated in the subsequent drafts of the NRC,” Sonowal said.

The chief minister said the NRC has given an opportunity to segregate the bona fide citizens from illegal immigrants and it is a “win-win situation” for those who have been living under the stigma of “suspected illegal immigrants” for the last four decades.

“The government is working reasonably as per the Supreme Court order. Those who will be found to be illegal immigrants after the final list will also be treated humanely. A mechanism has to be evolved by the central government on what to do with them,” he said.

The part draft of the NRC was published on the intervening night of December 31 and January 1 where names of 1.9 crore people out of the 3.29 crore applicants were incorporated.

The massive exercise aimed at identifying illegal immigrants in the state that borders Bangladesh is being carried out in Assam following a decision in 2005 after a series of meetings between the central and state governments and the influential All Assam Students’ Union (AASU).

Assam, which faced influx of people from Bangladesh since the early 20th century, is the only
state having an NRC, first prepared in 1951.

The current exercise, started in 2005 under the then Congress regime, got a major push only after the BJP came to power in the state with illegal immigration from Bangladesh as a poll plank.
The Supreme Court, which is monitoring the entire process, had ordered that the first draft of the NRC be published by December 31 after completing the scrutiny of over two crore claims along with that of around 38 lakh people whose documents were suspect.

Of the 3.29 crore applications submitted, there was confusion over the inclusion of 29 lakh people who had submitted certificates issued by ‘gram panchayats’ as proof of identity, after a Gauhati High Court order in February had deemed ‘panchayat’ certificates invalid, an official said.

The Supreme Court set aside the High Court order and upheld the validity of the certificates as identity proof if they were followed up with proper verification.

The apex court also asked authorities to stick to the original deadline for the publication of the draft NRC and include names of those whose claims were verified.

When the NRC was first prepared in Assam way back in 1951, the state had 80 lakh citizens then.
The process of identification of illegal immigrants in Assam has been debated and become a contentious issue in the state’s politics.

A six-year agitation demanding identification and deportation of illegal immigrants was launched by the AASU in 1979. It culminated with the signing of the Assam Accord on August 15, 1985, in the presence of then prime minister Rajiv Gandhi.

Union cabinet approves J-K bi-directional Zojila Tunnel construction

The Union Cabinet on Wednesday approved the construction, operation and maintenance of two-lane bi-directional Zojila Tunnel with Parallel Escape (Egress) Tunnel.

According to the cabinet, chaired by the Prime Minister Narendra Modi, the construction of the tunnel will provide all weather connectivity between Srinagar, Kargil and Leh and bring about all round economic and socio-cultural integration of these regions.

“The project has strategic and socio-economic importance and shall be an instrument for the development of the economically backward districts in Jammu and Kashmir,” said an official statement.

According to the government, the construction period of the project is seven years which shall be reckoned from the date of commencement of construction. The civil construction cost of the project is Rs 4,899.42 crore.

The main objective of the project is to provide all whether connectivity to strategically important Leh region in Jammu and Kashmir which at the moment is limited to at best six months because of snow on the passes and threat of avalanches.

AAP names RS candidates, Kumar Vishwas says it’s ‘martyrdom’

The hard-bought peace between Kumar Vishwas and Aam Aadmi Party (AAP) brass came to an end on Wednesday over naming of three candidates to the Rajya Sabha minus the poet-politician.

Kumar Vishwas was quick to express his displeasure before the mediapersons and also took to Twitter.

Kumar Vishwas shared a video on his Twitter account, saying: “Sabko ladne hi pade yudh, chahe Raja Ram ho, ya Gautam Buddh (Everybody had to fight their battles be it Lord Ram or Gautam Buddha).”

While taking a jibe at Delhi CM, Vishwas told media in Hindi, “(Arvind) Kejriwal ne mujhe muskurate hue kaha tha, maarunga par shaheed nahi hone dunga. Mera nivedan hai ki shav ke saath chhedchhad na karein, ye yudh ka niyam hota hai (A smiling Kejriwal had said that he will kill me, but will not let me a martyr. My request now is to release the body, it’s a rule of war).”

“I congratulate Arvind today that I accept my martyrdom,” he said. “Main jaanta hu aap (Kejriwal) ki icchha ke bina hamaare dal mein kuchh hota nahi. Aapse asehmat reh ke wahan jeevit rehna mushkil hai (I know that nothing happens in the party without Kejrwal’s wishes. It’s difficult to survive in the party if one disagrees with you),” he said.

The relations between Kejriwal and Vishwas had nosedived after the latter questioned Delhi CM’s strategy for pandering to ‘Khalisatni elements’ accommodate during Punjab Assembly elections. Vishwas had also disagreed with Kejriwal’s criticism on surgical strike carried out by Indian armed forces last year.

The AAP on Wednesday named its three Rajya Sabha candidates from Delhi — Sanjay Singh, businessman Sushil Gupta and chartered accountant ND Gupta.

Addressing the media, Deputy Chief Minister Manish Sisodia said: “Sanjay Singh, ND Gupta and Sushil Gupta are the final names for the three Rajya Sabha seats from Delhi.”

The decision was taken by AAP’s Political Affairs Committee (PAC) at Delhi Chief Minister Arvind Kejriwal’s residence.

The elections for three seats from Delhi will be held on 16 January.

The last date to file nominations for the three Rajya Sabha seats in Delhi is 5 January.

‘All the Money in the World’ a feminist piece: Michelle Williams

Actress Michelle Williams says her forthcoming film All the Money in the World is a “feminist piece” as it explores what “it is like to be a woman in a mans world”.

All The Money In The World revolves around oil tycoon J. Paul Getty. It follows Getty’s grandson John Paul Getty III, who was kidnapped by an organised crime regime, and his mother Gail’s (Williams) attempts to convince his wealthy grandfather to pay the ransom.

“It’s a suspenseful drama of course, but I also think it’s a feminist piece. It explores what it’s like to be a woman in a man’s world,” Williams said in a statement.

“She innately understood that in order to really be taken seriously, she had to gather all her faculties and powers to fight to keep control, so that she could have a seat at the table. There are so many scenes in which she is dismissed, marginalised, kept on the outside because she is a woman,” she added.

The actress says she loves “those kinds of characters, tough nuts who are real and complicated with spikey little bits”.

“Gail (her character) cannot fall apart, she has to keep her eye on the prize, but the route to achieving that changes day by day, as the situation morphs, often based on events and people well beyond her control,” she added.

The film, brought to India by PVR Pictures, will release in the country on Friday.

‘The Commuter’ to open in India on January 19

Liam Neesons The Commuter will release in India on January 19.

PVR Pictures will be bringing the action-thriller to India, read a statement.

After the worldwide success of Unknown, Non-Stop and Run All Night, director Jaume Collet-Serra and Neeson have reunited again for The Commuter.

The movie also stars Vera Farmiga, Patrick Wilson and Sam Neill. The project revolves around a man’s quest to prevent disaster on a packed commuter train.
