Demonetisation: Queues persist outside banks, ATMs on 12th day

Some expressed frustration and disappointment over the long wait while a few of them said they have become habitual.

A 49-year-old vegetable vendor
died on Monday afternoon while waiting for his turn to deposit money as long
queues persisted outside bank branches for the 12th day since the banks
reopened after the November 8 demonetisation of Rs.500 and Rs.1,000 currency
notes.

The vegetable vendor Shatish Sharma died while standing in the queue outside
the Oriental Bank of Commerce branch in west Delhi’s Najafgarh area to deposit
Rs.50,000 in demonetised Rs.500 and Rs.1,000 bank notes.

People, like other days, were seen struggling in serpentine queues to withdraw
cash from Automated Teller Machines (ATMs) and trying to deposit or exchange
the spiked high-value currency notes in banks across Delhi.

Some expressed frustration and disappointment over the long wait while a few of
them said they have become habitual. And many were angry because their previous
attempts had failed as many ATMs were non-functional, including one at
Connaught Place — the heart of Delhi.

Several ATMs displayed boards of “No cash” and “Out of cash”
on them since morning. Even in the evening, anxious people were seen visiting
ATMs to check whether cash was available.

More than 500 people were standing outside different ATMs and a Post Office in
Connaught Place, 60-80 people in each queue at a time. 

“I am trying for two consecutive days but failed to withdraw money from
any ATM in Connaught Place. Whenever, I reach outside any of these ATMs, I have
to stand behind 60-70 people every time. I don’t know when this situation will
be sorted out by the government,” Vibhav Bist said.

Anju Malhotra said “she has become habitual of standing in queue”.

Resident of Paschim Vihar in West Delhi, Vasdev Arora said: “It’s really a
bad decision of the government to demonetise 500 and 1,000 rupee notes. Common
people are being harassed. These leaders and businessmen don’t stand in queues,
then how will they understand our pain.” 

Similar sentiment was echoed by another youth Pushpak Tiwari, who was standing
outside the Bank of India branch in Malviya Nagar. 

“I am not against the decision but the implementation is really bad.
Government did not plan properly for it,” he said.

At least 40-50 people were waiting restlessly while many were holed up inside
some bank offices in Noida Sector 16 in Uttar Pradesh.

“I came to the bank for the first time since the note-ban and it has
already been half an hour that I am waiting,” said a Financial Advisor
with Genpact standing at the far end of the queue outside Axis Bank. 

He hoped to get some cash in hand before the bank closed their business for
the day. He had specially taken a day’s leave from office to be at the bank. 

Another man trading in foreign exchange, standing outside the same bank, said
that “although the wait is same as it was on day one, I think it’s a good
move overall”. 

“Earlier, we used to exchange rupees worth 50,000 into dollars, and there
used to be lot of customers,” he said. 

“However, now we have started asking for proper documents for the smallest
of such transactions, and the number has dwindled. Black money holders are
affected by this demonetisation move,” he said.

Global Citizen Fest gets fin commitment worth $4.43 bn for SDGs

To help achieve the sustainable development goals (SDG), which are set to impact the lives of 500 million people across the country, government and business houses have committed USD 4.43 billion (Rs 30,182 crore) at the just concluded first-ever Global Citizen Festival here.

The Global Citizen Festival India was a celebration of what India is already doing, but it is also a powerful force to mobilise the youth and facilitate mass behavioural change as well as a call to action for our leaders to do more to achieve sustainable and more inclusive growth.

The finale on Saturday was addressed by Prime Minister Narendra Modi through a video link.

“Global Citizen Festival India brought together 70,000 young people who made their voices heard on the issues that matter: sanitation, education and gender equality and poverty eradication. Their 20 lakh actions showed leaders that the youth are serious in their commitment to hold them to account to use their resources for social good. The commitments made here that are set to impact 50 crore people in India and around the world, and this is just the start,” The Global Education and Leadership Foundation CEO Gowri Ishwaran said.

Globally, the commitment stood at USD 5.93 billion, she added. Out of the USD 4.43 billion commitment to India, the largest chunk of USD 1.9 billion came from the International Finance Corporation out of which USD 100 million will be come in immediately to fight gender inequality, while Tata group chairman Ratan Tata committed Rs 300 crore from Tata Trusts over the next two years for water and sanitation programmes.

In response, leaders at the Global Citizen Festival India made 25 announcements and commitments, which are set to affect 500 million people (50 crore) people, with a collective value of USD 5.93 billion (Rs 40,500 crore).

These efforts secured four commitments that are set to affect the lives of more than 2 million women, including the International Finance Corporation, a private sector arm of the World Bank committing USD 2 billion towards banking on women and promoting women entrepreneurship by end 2019.

Six commitments were secured, including HP committing to provide 48 mobile classrooms, investing USD 3.6 million to result in 15 million people in rural areas of India getting access to quality education and technology over 6 years.

India's commitment to clean water and sanitation for all, secured 11 commitments and announcements that are set to affect the lives of 486 million people, including the Maharashtra government, Telengana government, IDFC Bank, Hindustan Unilever India and the Centre.

Probe into derailment of Indore-Patna Express starts

Earlier in the day, Railway Minister Suresh Prabhu told Lok Sabha that a statutory inquiry by the commissioner of railway safety has been ordered.

The probe into the Indore-Patna Express
derailment, that has claimed at least 146 lives, began on Monday with Commissioner
of Railway Safety P K Acharya visiting the accident site and inspecting the
broken track and the mangled bogies.

“The commissioner of railway safety (eastern circle) reached the accident
site here and closely inspected the broken railway track and the damaged
coaches,” Deputy General Manager North Central Railway (NCR) Amit Mishra said.

The entire inspection as well as the accident site was videographed. Railway
engineers and technical staff were asked questioned in connection with the
derailment by the railway safety commissioner, he said.

Mishra said people who were travelling in the train and have any information
with regard to the accident, can share it with Acharya. He will be available at
the Kanpur Railway Station from morning till evening on November 22 and 23 and
will use the inputs while preparing the investigation report.

Acharya’s visit to the site comes a day after Deputy Chief Safety Officer,
Allahabad, Ram Surat Singh, wrote to the NCR about a “statutory
enquiry” by the railway safety commissioner regarding the accident that
took place between Pukhrayan-Malsa stations.

The letter, while seeking necessary logistics arrangement for the probe, said
the inquiry will be held at the office of the deputy chief traffic manager
(CTM), Kanpur Central Railway station on November 22 and 23.

Earlier in the day, Railway Minister Suresh Prabhu told Lok Sabha that a
statutory inquiry by the commissioner of railway safety has been ordered to
find the cause of the accident as he promised “strictest possible
action” against the guilty. He also said latest technical and forensic
analysis will be used for a thorough investigation.

Will ask to raise cash withdrawal limit for exporters: Sitharaman

In view of the cash crunch resulting from the demonetisation
of high value notes, Commerce Minister Nirmala Sitharaman on Monday said she
will take up with Finance Ministry the case of an increase in cash withdrawal
limit for exporters.

“They voiced the short term difficulties that they are facing,”
Sitharaman told reporters here after a meeting with export promotion councils. 

She said owing to the limitation of cash withdrawal of Rs.50,000 per week, not
all payments are being made. 

“Because of this contraction, they do not have the cash. So some of them
prefer closing down the units and telling their workers to come back after a
week, or some of them reducing the capacity of production from 100 to 30-40 per
cent…

“Carpet exporters clearly saying that migrant and transient workers
constitute a big chunk. So they felt paying these workers are still not
happening through bank accounts, so cash payments are important,” she
said. 

The minister said exporters were asking whether this limit can be
“increased to three or four or up to Rs.5 lakh”. 

“They wanted larger weekly cash withdrawal ceiling and not Rs.50,000.” 

“We assured that, we will take a quick and well compiled report back to
the Finance Ministry so that quick remedial solutions are offered. We will
pitch for them and I am sure that the Finance Ministry will give us a
sympathetic hearing,” she said. 

“I will definitely draw the attention of the Finance Minister,” she
added.

Kanpur train tragedy toll rises to 146

The death toll in Sunday’s train derailment tragedy rose to 146 on Monday as 25 more bodies were pulled out of the mangled coaches, officials said.
“The death toll of the Indore-Patna Express has gone up to 146,” North Central Railways spokesperson Vijay Kumar said.
“While 25 more bodies were taken out the mangled coaches, another person died at Regency hospital in Kanpur,” Kumar added.
The Railways official said that of the 179 injured many were discharged after first aid, while those seriously injured were still admitted in hospital.
The tragedy occurred when 14 coaches of the train went off the rails near Pukhrayan station, about 60 km from Kanpur city.
Rescue operations conducted by the National Disaster Response Force (NDRF) as well as the local police and the Army was called off by the Railways.
“The rescue operations were called off around 2 p.m. today (Monday),” Railways spokesperson Anil Kumar Saxena said.
He also said that the rail tracks were also cleared. “The damaged coaches have been removed from the railway tracks,” Saxena added.
Earlier in the day, Railways Minister Suresh Prabhu said in the Lok Sabha that Railways has ordered a forensic probe to find the exact reasons of the rail accident.
“There shall be separate comprehensive investigation aided by latest technical and forensic analysis by an appropriate agency to look into all possible angles,” Prabhu said.
On Sunday, Prabhu ordered a high-level probe. He also said that the Railway Ministry has collaborated with the Uttar Pradesh government to provide all necessary help.
Prabhu and Minister of State for Railways Manoj Sinha on Sunday visited the hospitals where the injured were being treated, as well as the accident site.
While the cause of the derailment is yet to be ascertained, Sinha had earlier said the accident could have been caused due to “fracture” of the tracks.
The worst hit were the sleeper coaches S1, S2, S3 and S4.
This was the worst train accident in the country after the May 2010 disaster in West Bengal involving Gyaneshwari Express in which some 170 people were killed. 

RBI gives 60 days additional time before a small loan classified as NPA

With the nation facing a cash
crunch and small borrowers not able to repay their loan dues on time, the
Reserve Bank of India (RBI)
 on Monday came
to their rescue by easing the norms for classifying a loan into bad.

In a
notification to banks, non-banking finance companies (NBFC), NBFC micro-finance
institutions (MFI), housing finance companies and others, the RBI said it has
received several representations for some more time for small borrowers to pay
their loan dues after demonetisation of Rs 500 and Rs 1,000 bank notes.

As a
relief to the small borrowers, the RBI has said that banks, NBFCs, housing
finance companies, NBFC (MFI) and other entities regulated by it are given
additional 60 days time before classifying a loan account sub-standard.

According
to RBI, the new norms are applicable only for dues payable between 
November 1
and December 31
 this year.

The RBI
told banks, NBFCs, housing finance companies and others that this is a
short-term deferment of norms for classification of a loan account as
sub-standard due to delay in payment of dues owing to currency crunch.

The
central bank has categorically said the delay in payment of loan dues falling
between 
November 1
and December 31
 should not result in restructuring of loan accounts.

Dues
payable before November 1 and after 
December 31 this
year will be covered by the extant instruction for the respective regulated
entity with regard to recognition of NPAs.

As per
the RBI’s notification, the additional time is available for the following
types of loans and the relevant organisation regulated by it:

Running
working capital accounts (OD/CC)/crop loans, with any bank, the sanctioned
limit whereof is Rs 1 crore or less.

Term
loans, whether business or personal, secured or otherwise, the original sanctioned
amount whereof is Rs 1 crore or less, on the books of any bank or any NBFC,
including NBFI (MFI). This shall include housing loans and agriculture loans.

Loans
sanctioned by banks to NBFC (MFI), NBFCs, housing finance companies, State
Cooperative Banks to District Cooperative Central Banks and others.

The above
guidelines will also be applicable to loans extended by DCCBs.

Mamata to hold anti-demonetisation protests

West Bengal Chief Minister Mamata Banerjee said on Monday that she will protest on the streets of Delhi on Wednesday against the demonetisation move.
“I am going to Delhi tomorrow. I will be on the road on Wednesday. if we get invitation, we will join the protest programme of other parties on November 23. I also request everybody to join our programme as this is a big fight,” Banerjee said.
The Trinamool Congress supremo said she would address a rally in Lucknow on November 29.
“I will address one or two meetings in Bihar also on December 1 and 2. I will also go to Punjab to speak on behalf of the common man,” she said.
“Till the time people don't get justice, my movement will continue,” she said.

Boxer Pacquiao may run for Philippines presidency

Philippines boxing legend and politician Manny Pacquiao, known as Pacman, is still acting coy about his rumoured political ambitions. Like all politicians, Pacquiao has opted to keep his cards close to his chest apparently to avoid telegraphing his moves to potential rivals.
Pacquiao said last week that running for president in 2022 is far from his mind, adding that he would rather focus on his job as a lawmaker than seeking the presidency, reports Xinhua.
However, Pacquiao told reporters that his options remain open, dropping a strong hint that joining the next presidential race is not as farfetched as it may seem.
A born-again Christian, Pacquiao said the presidency is destiny, a will of God. “I am not closing doors. God will deliver you the presidency if that is his will,” the 37-year-old neophyte senator said.
“It’s far from my mind. I’d like to focus on my legislative work for now,” Pacuiao told reporters.
The senator who won a seat for the first time in the Philippine senate in the May 2016 national election said he is beginning to “enjoy” his work as a senator.
Last week, Philippines President Rodrigo Duterte raised the Filipino sensation’s hands and quipped, “he’s for president”, piquing the media’s curiosity about Pacquiao’s potential political plans.
Pacquiao paid a courtesy call on Duterte at the Malacanang presidential palace after his victory over American Jessie Vargas in Las Vegas on Nov. 6. On congratulating Pacquiao, Duterte said, “For me, it’s do or die for Pacquaio.”
Duterte and Pacquiao are political allies. Both hail from Mindanao island in the southern Philippines and are advocates of the war on illegal drugs and bringing back the death penalty.
Pacquiao said he believes that Duterte’s presidency will bring change and hope to the country, and he would like to help bring about that change.
“That’s my commitment. I am glad that the president and I have the same advocacies. I’m sure that within six years there will be a lot of changes in our country,” Pacquiao added.
Philippines presidents serve a single six-year term and are barred from seeking re-election. Duterte’s term ends in 2022.
This is not the first time that Pacquiao has talked about his presidential ambitions. In 2013, Pacquiao’s American promoter, Bob Arum, said the boxer-turned-politician has plans to run for the senate in 2016 “and then in 2022 or maybe later he’ll run for president.”
Pacquiao will be qualified to run for president in the 2022 elections.
Pacquiao’s foray into the political arena was not easy. He lost his first bid for a seat in the House of Representatives in 2007. Three years later, he won a seat in the House of Representatives in 2010, a position he held until 2016.
But many were not impressed by his political performance. Pacquiao, who literally punched his way out of poverty, is much admired and loved as a boxer, rather than as a politician.
Jayeel Serrano Cornelio, a sociologist and the director of the Development Studies at the Ateneo de Manila University, wrote in Rappler, a Philippines-based social news network, in May, about Pacquiao’s qualifications as a legislator.
“Hands down, he enjoys a sterling reputation as a boxing champion and it might take some time for any Filipinos to match his achievements. But like his singing and acting, his performance as (a member of the House of Representatives) has been rather off-key,” Cornelio said.
“He became notorious for his perennial absence, for example. Attendance, if only to meet the quorum, matters in the House of Representatives. If Congress were like any typical class, he would have been a dropout long ago.”
“In 2012, in a rare moment when he took the podium, he rejects the RH Bill (Reproductive Health) using religious reasoning that conveniently evaded the nuances of the proposed law. His religious convictions, while commendable at times especially in relation to his conversions, have also become a convenient excuse for his irresponsible and ill-informed views about the LGBT (community).”
Pacquiao drew flak at the start of the campaign in May when he compared lesbian, gay, bisexual and transgender people to animals.
“Overall,” Cornelio said, “without any solid legislative accomplishment, his performance in Congress has been characterised as underachieving. Whoever said that was simply being polite.”
However, Cornelio said Pacquiao has potential, saying that he “brings with him a unique experience that inspires the rest of the population”.
Sincerity and empathy for the common man are not lacking in Pacquiao. But his political naïveté, partly due to the fact that he is not highly educated and has a lack of political skills, is self-evident.
In the Philippines, where personalities, not issues, usually dominate political campaigns, Pacquiao might just win the presidency one day.

Sunny Leone ‘super excited’ for ‘Bigg Boss’

Millions of black-clad Shiite Muslims, crying and beating their chests in mourning, streamed through a shrine in the Iraqi city of Karbala on Monday under heavy protection from the security forces.
The processions of faithful walking to Imam Hussein’s mausoleum from all over Iraq have been routinely targeted by bombings over the years, but this time the Arbaeen commemoration saw very few attacks.
The Islamic State group is battling tens of thousands of Iraqi forces in and around its last major stronghold of Mosul, and observers had feared it might seek to strike Baghdad or Karbala during Arbaeen.
The authorities in Karbala, which lies about 80 kilometres (50 miles) south of Baghdad, said at least 24,000 soldiers and police were securing the area.
Some pilgrims came from as far afield as Basra, Iraq’s main southern port city some 500 kilometres away by road.
“I came walking from Basra with my wife and three sons. This is the third time,” said Jaber Kadhem Khalif.
“We started walking 13 days ago and reached Karbala on Sunday night.” 
The 40-year-old said his prayers would go to the Hashed al-Shaabi paramilitary group which has tens of thousands of men deployed on the front lines to fight IS.
Umm Ali came without her husband, who is with the security forces on the front lines.
“I came with my son and two daughters. I came from Samawa to Najaf by car, then from Najaf to Karbala on foot, to make a plea for my husband’s safety,” the 45-year-old said.
“We ask God to support us against Daesh (IS) members, to help us liberate Mosul and urge our politicians to remember the people who have sacrificed so much,” she said.
Arbaeen, which means “40” in Arabic, is an observance that peaks on the 40th day after the anniversary of Imam Hussein’s 680 AD death, but the pilgrimage takes place over several days running up to it.
Nusayyef al-Khattabi, who heads the Karbala provincial council, said he expected the total number of visitors over several days to range “between 17 and 20 million”.
Among them are an estimated three million foreigners, mostly Iranians who started crossing the border days ago.
The last day of Arbaeen was dominated by a controversy in Iraq over the publication by Saudi newspaper Asharq al-Awsat of an article accusing Iranian pilgrims of sexually harassing women during the commemoration.
The article quoted a spokesman from the UN’s health agency, which denied any such comment was ever made.
It drew condemnation from Prime Minister Haider al-Abadi and several other leading Shiite figures and bodies demanding an apology.
It kept Saudi-Iranian tension as a backdrop to the pilgrimage, after the deadly 2015 stampede during the hajj pilgrimage to Mecca prompted Tehran to angrily question Saudi custodianship of holy Muslim sites.
“I want to respond to what was published in Asharq al-Awsat. They want to slander the pilgrims and this event,” said Magdi al-Muslim, a Shiite who is himself from Saudi Arabia. 

Mystery signals from Arabian Sea baffle ham radio buffs

Amateur radio operators, also
known as ham radio buffs, in Mumbai were baffled by unidentified mystery signal
transmissions reportedly originating from the Arabian Sea on the country’s west
coast, an operator said here
 on Monday.

Though
the signals have been picked up by their VHF wireless radios since the past
five months or so, they became suspicious after they tracked them down to the
deep sea off Maharashtra-Gujarat coasts, said Ham Radio Operators Mumbai
spokesperson Ankur Puranik.

“We
have written to the Wireless Advisor, Ministry of Telecommunications and IT,
with copies to the PMO, other ministries, and top defence and police officials
to take note and investigate these unknown signals,” Puranik said.

They sent
the memorandum to the Centre after analysing the signals with their
direction-finding equipment and antennae and were alarmed to learn they
originated around 100 nautical miles in the high seas off the
Maharashtra-Gujarat coast.

“They
are encroaching on our allotted bandwidth 144-146MHz for our two-way radio,
they don’t use the compulsory ‘call sign’ by which each ham radio operator in
the world can be identified and tracked, and they speak in a language we can’t
understand,” Puranik explained.

The
amateur radio operators did not rule out the wireless signals originating from
some anti-social elements or sea pirates or other groups with possible
nefarious motives.

Around 70
of the 200 amateur radio operators in Mumbai have heard these unknown signals
at various times of the day, and mostly at night and they still continue.

Puranik
claimed that the unidentified operators could be using high-power wireless sets
in the range of 25Watts-50Watts and their signals may be propagated many
hundreds of nautical miles to other Indian coastal areas or some neighbouring
countries.

“We
believe that they are using open-band wireless sets which can tune in to or
transit in any frequency in the VHF band between 136-174MHz. Some of these
frequencies may be falling in the bands used by the Indian government and
security agencies,” he said.

In the
memo, they have urged the Centre to check out dealers of Marine Radio Equipment
in India and the radio licences of all fishing vessels to ascertain if the
mystery operators have acquired their equipment from illegal sources.

Besides,
they have also drawn the Centre’s attention to the unauthorized sale of two-way
radio sets on various online sites, shopping sites and other internet marketing
outlets which are flouting Indian laws.

“It was a really hard decision to make. But once it was made, I felt very relieved and that proved to me that my instinct was right. There’s always an ebb and flow to how much we stay in touch,” Mel C told the Sunday Post newspaper.
“We have spells of seeing each other and then not speaking for months. Family life and career takes over. I’d love to see the girls more and when we do have periods of being in each other’s lives, it’s lovely,” she added.
The 42-year-old says it felt like she was flying when she topped the charts with the girl group.
“In the early days we didn’t know what was going to happen but we were so ambitious and determined. After we released ‘Wannabe’ every single went to No 1. It was like everything we touched turned to gold,” she said.
“I remember the record company having a wobble with ‘Too much’ in 1997. It was the big rush for the Christmas No. 1 and they were worried we might lose out to the Teletubbies. We were saying, ‘You can’t be serious?’ Even if we don’t get to No 1 that can’t be a reason not to release it for Christmas. We did release and we did get to No 1, so our courage paid off. It really was an incredible time. It felt like we were flying,” she added.

Film named after Hrithik Roshan!

Hrithik Roshan is back in the news, but this time it’s for a Malayalam movie.
No, he’s not acting in it, but the film is named after the star. 
For the first time, a regional film has been named after a Bollywood star and it has been titled Kattappanayile Hrithik Roshan.  
Based on a character whose father always wanted his son to become an actor, the film’s story revolves around how the guy strives and aspires to be an actor. 
The actor learnt about it  through his social media when viewers started posting it on the star’s wall.
Sources close to him said, “Hrithik was very amused after learning about this film and the title that it has. He is intrigued!”
In fact, people around the actor are requesting him to go and watch the film, which has also released in Mumbai. 
The actor would soon be visiting Kochi for a brand commitment next week which is located at the heart of Kerala.

More parking space for Shimla tourists

To tide over the parking problems in Shimla and gearing up for the coming tourist season, the Shimla Municipal Corporation (SMC) is all set to have additional parking space.
The new parking space is coming up near the Tourism Lift in the core area of Shimla, in Himachal Pradesh.
The civic body has asked the contractor involved in the construction of the parking to expedite the construction of the parking, so it starts providing parking facility by December end this year.
Construction of the parking started way back in 2014 in view of the growing demand of parking lots in Shimla town.
SMC Deputy Mayor Tikender Singh Panwar said, “We have asked the contractor to partially start the parking lot coming up near loft in the core area of Shimla by December end, so that the locals and also the tourist coming to Shimla for New Year celebrations are provided with adequate parking facilities.”
The parking once it gets started it will initially facilitate parking of 400 vehicles this December, however after completion will facilitate parking of 700 vehicles, he added.
The civic body had this year made functional one of the parking lots near Chotta Shimla that accommodates 400 vehicles.
According to the census 2011 Shimla has a population of around 1, 69,758 people.
With the floating population of 75,000 the city gets overcrowded especially during tourist seasons with a lot of pressure on the roads and in want of adequate parking spaces.
Shimla city alone has around 90,000 registered vehicles and during tourist seasons the city witnesses over 3000 tourist vehicles entering Shimla daily.
The civic body alone is catering to both the locals as well as tourist with the parking capacity for 1800 vehicles in paid parking lots that includes designated parking lots constructed with parking floors for 1000 vehicles and parking space along the cart road for 800 vehicles, he added.
