NGT asks Delhi govt to increase fleet of destination buses

The National Green Tribunal on Friday directed Delhi government to increase the fleet of destination buses which are to introduced in the city from May 1.

A bench headed by NGT Chairperson Justice Swatanter Kumar noted that AAP government's proposal to launch 20 point-to- point buses at the outset will be too less and asked it to increase the number to at least 40.

"NCT Delhi is directed to increase the number of destination buses and also include Patparganj in the list from where these buses would originate. From 20 buses, it should be increased to at least 40 so that more number of people can avail the service," the bench said.

The green panel also directed the authorities to ensure that at least four buses each should start on an experimental basis from far-off areas like Dwarka, Rohini, Janakpuri and Badarpur border and terminate at places like CGO complex, Nehru Place and Shastri Bhawan near Central Secretariat.

It also sought a detailed status report with regard to the impact of these buses on reduction in pollution in the city and directed the authorities not to stop this service unless directed by the tribunal.

The apex environment watchdog said the primary objective behind introduction of this service is to reduce the vehicular load including cars and two-wheelers on the roads.

It said two-wheelers are a serious source of air pollution and asked the traffic police to strictly challan polluting vehicles.

"We make it clear that challans recovered by the traffic police under the Motor Vehicles Act would be in addition to the fine which the tribunal may impose for causing environmental pollution and congestion on roads leading to pollution," the bench said.

The tribunal had on Thursday directed city government to introduce destination buses from May 1, in a bid to help improve the air quality in the national capital.

The green panel said these services will start from spots where it is convenient for the public at large.

The NGT had said introduction of such bus services would facilitate an individual to opt for such a service, rather than driving a car alone on highly-congested roads.

"The NCT Delhi and traffic police will duly advertise about the introduction of destination buses from April 25 for informing the public," the bench had said while seeking a status report within four weeks.

The green panel also directed the Delhi Transport Corporation to maintain these buses and engage their staff for cleaning and maintaining them.

The tribunal had earlier pulled up the Delhi government for not starting these point-to-point bus services till date despite its order. Destination buses are the ones which ply from one point to another without any halt in between.

It had also asked the AAP government to encourage those using public transport by providing incentives to them.

SC reserves verdict on funds for religious sites damaged in riots

The Supreme Court on Friday said it will pass order on the issue whether a court can direct the state to fund restoration of places of worship damaged due to its failure to maintain law and order, as it happened during the 2002 Gujarat riots.

A bench of Justices Dipak Misra and P C Pant while reserving its verdict asked the parties to file written submissions in the matter but clarified that "it should not be on communal lines".

It took on record the written submissions filed by Gujarat government and asked the counsel for NGO, Islamic Relief Committee of Gujarat (IRCG), to file their written submission by May 1.

The bench was hearing a petition filed by the Gujarat Government challenging the 2012 order of the High Court directing it to pay compensation to over 500 shrines damged during the post-Godhra riots.

The High Court had issued an interim direction for computation of actual damages to the places of worship to be made by 'special officers' who were district Judges.

While Gujarat Government had sought quashing of the High Court order contending that it was neither manageable, enforceable or capable of execution as per law, the IRCG had said the state government is liable to compensate those who suffered damages.

The apex court on August 27, 2013 had directed the maintenance of status quo on the February 8, 2012 order of the High Court and decided to examine the legal issues arising out of the matter.

Earlier, the court had said it has to be examined how far it would be constitutional to command the state to give money from its funds which come from tax payers for restoration, relocation and renovation of religious structures damaged due to its failure to maintain law and order situation.

The court had noted that in the instant case, government compensation relating to individuals have been completed, but the issue which was "bothering" was about the compensation for religious places.

The bench had also wondered under what provision of law was a district judge asked to act as a special officer to quantify the amount of damage.

The court had earlier said that whether the state, because of its failure to control law and order situation, can be asked to compensate with funds the restoration of temple, church, mosque or a gurudwara.

It had observed that whether a body collective, running such places of worship, can seek damage and compensation because the state has failed to maintain law and order leading to their damage.

It had said that some places of worship come up besides the roads and middle of the footpath and if relief is granted, then they would also seek compensation.

However, counsel for NGO had submitted that such structures would be classified as unauthorised and submitted that such comprehensive failure of law and order in Gujarat amounted to "acts of nonfeasance/misfeasance/ malfeasance in public law."

During the hearing, the Gujarat government, while assailing the High Court order, said the state fund which consists of payment of various taxes by citizens cannot be directed by the High Court to be spent for restoration or construction of any religious place by issuing a writ under Article 226 of the Constitution.

The article empowers High Courts to issue certain writs for the enforcement of any of the fundamental rights.

It had said that in the instant case, the aggrieved persons have not approached the court, but an NGO which was "a stranger to the issue", had approached the High Court for relief which was not permissible under the law.

It had contended that the High Court, in the present case, has directed the computation of actual compensation to 'places of worship' and has created a totally new remedy by the impugned judgement which is unknown to law.

The NGO has contended that the attack on religious places of worship was an attack on religious symbolism of people who hold them as sacred and destruction of places of worship belonging to weaker section of the society by a dominant group is to inflict humiliation on them and thereby violate Article 21 (Right to Life and Personal Liberty) of the Constitution.

It had said that NHRC has given findings that Gujarat has failed in its duty to extend the protection of law and recommended that places of worship should be repaired expeditiously, and added that these recommendation and findings were binding on the government.

Government to probe death of fishes in sacred lake

Taking cognizance of suffocation of thousands of fish in sacred Rewalsar lake in Mandi district around 150 kms from here, the Himachal Pradesh government on Friday constituted a committee to probe the incident.

A state government spokesperson said that the constituted would examine the issue of possible adverse effects on the natural aquifer and assess the chances of possible contamination of water.

"The committee will be headed by Divisional Forest Officer, Mandi and Environment Engineer, HPSPCB, Bilaspur, Assistant Director, Fisheries, Mandi will be is members. While Kamraja Kaisth, Principal Scientific Officer-I, State Council for Science, Technology and Environment would be the Committee’s Member Secretary,” he said.

Additional Chief Secretary Environment, Science and Technology Tarun Kapoor said the committee will assess the whole situation in detail pinpoint reasons for fish mortality and suggest remedial measures and will submit its report to the government within seven days.

Female scientists overrepresented on Twitter: Study

In a stark contrast to their scholarly publishing records, women scientists are over-represented on the microblogging site Twitter compared to male scientists, research has found.

"We find that Twitter has been employed by scholars across the disciplinary spectrum, with an over-representation of social and computer and information scientists; under-representation of mathematical, physical, and life scientists; and a better representation of women compared to scholarly publishing," the researchers said. 

For the study, Cassidy Sugimoto and her colleagues from Indiana University in the US developed a systematic approach to identifying and analysing scientists on Twitter. They investigated the demographics, sharing behaviours and interconnectivity of the identified scientists. 

"Our method can identify scientists across many disciplines, without relying on external bibliographic data, and be easily adapted to identify other stakeholder groups in science," the researchers said. 

With this method they ended up identifying 45,867 scientists from around the world, Nature.com reported.

The ratio of female to male scientists on Twitter (0.62) was greater than the ratio of female to male authors on US-based scientific papers (0.43), the findings showed.

Women need a voice to become Superwomen: Youtuber Lilly Singh

With more than 11 million subscribers on video streaming site YouTube, Canadian-born Lilly Singh — who traces her roots to the Punjab and would be quite over the moon if paired with Bollywood star Ranveer Singh — is quite a sensation. Hailed by her followers as Superwoman, Lilly is known for her quirky takes on social issues and pun-intended videos with a touch of sarcasm.

"There is a saying – girl should be two things — who and what she wants. You need to have a voice and I think that's the key thing to become a superwoman," Lilly told in a telephonic interview from Mumbai.

The 28-year-old comedian and vlogger is currently touring India to promote her book How to Be a Bawse: A Guide to Conquering (Penguin/Rs.599/pp 304). Singh's journey on YouTube began in 2010 under the Superwoman pseudonym and in no time had managed to establish an identity of herself.

"You need is to be unapologetic to yourself. Take a stand for yourself, believe in what you are and who exactly you want to be," Lilly suggested.

A memoir by nature, the book is an inspiration for many as she talks about her personal journey to superstardom. As she climbed the stairs of success, she thought of sharing the abstracts from lessons learnt and what could have been a better way than penning these down as a book?

"The idea of book came because I thought I was in a really good stage of my career and personal life and putting all this on paper can help others. I think a book is a better format because you can thoroughly talk about things and readers can feel a physical presence," Singh mentioned.

With video series like Battle of Sexes, The Parents Lols, My Parents React, #GirlLove or the very recent Awkward Message Thoughts, Singh has managed to nail it every time with her humour and satire.

"I think it is easier to talk about anything when you do it with humour. I think people accept things easily when it is kept humorous and gives the least chance to offend," Singh contended.

"People are more willing to receive any type of serious topics in humour. I think being comic is a really good way of conveying a message as it takes away the awkwardness and seriousness," she added.

From women's right to workplace behaviour – topics for her videos come naturally to her. It is her observational power that helps to absorb the humour that happens around her.

"I usually just talk about things that happen in my life. There are often many naturally funny incidents that happen but nobody talks about them but I extract those topics. Hopefully, funny things will keep happening around me and I will continue to get video ideas," the YouTuber felt.

She has interviewed a lot of celebrities and collaborated with the likes of Michelle Obama and Dwayne Johnson for #GirlLove and strongly believes that the digital space is soon going to be the future of entertainment.

"The digital space is getting bigger and better. Almost all the shows are now available on online streaming. A lot of actors have started their channels and its growing and definitely good news for me," Singh explained.

Though she is among the top 100 most subscribed channels on YouTube and bagged the third spot on the Forbes list of the world's highest paid YouTube stars, she is open to the idea of working in television.

"I grew up watching television. Though am so proud about the digital space and never want to leave it, but would love to try. It is different and it will be interesting experience," she noted.

"If someone asks me, then ofcourse I would love to be a part of Bollywood movies and would want to be paired opposite Ranveer Singh. I love the way he dances and his high energy level," Singh concluded.

Punjab govt must release white paper on electricity: AAP

The Aam Aadmi Party (AAP) on Friday demanded the Punjab government to release a white paper on the current situation of electricity production and demand in the state.

AAP MLA and the party's chief whip in the Assembly, Sukhpal Singh Khaira alleged that the government was unable to meet the power requirement in the state but at the same time, it was talking about selling electricity to Pakistan and Nepal.

Punjab's economy depended on agriculture and the paddy farmers of the state needed 24-hour uninterrupted power supply, he told reporters here, while alleging that in the peak farming season, they were provided with only eight hours of electricity.

Khaira pointed out that many small villages and remote areas of the state were still deprived of electricity.

"The government itself does not have any clarity about the power situation in the state as the electricity minister has asked to review the power purchase agreements with private players," the AAP leader alleged, adding that clarity was necessary before taking further steps to sell electricity.

He termed the state government's claim of Punjab being a power surplus state as an "eyewash".

"India-Pakistan ties are not cordial and there are differences of opinion between the two countries on various issues. Hence, selling electricity to Pakistan in the current backdrop does not make sense," said Khaira.

Israeli comic novel up for Booker Prize

A novel about an Israeli stand-up comic having a meltdown on stage is one of six titles shortlisted for this year's Man Booker International Prize, the media reported on Friday.

David Grossman's "A Horse Walks Into a Bar" is one of two books by Israeli authors in line for the 50,000 pounds ($64,060) award, the BBC reported.

The judging panel praised Grossman's work, and called it "an extraordinary story… written with empathy, wisdom and emotional intelligence."

The other Israeli author, Amoz Oz, was previously up for the prize in 2007.

Oz is shortlisted for "Judas", about a young student in 1950s Jerusalem who becomes fascinated with the history of a mysterious old house.

Writers from Argentina, Denmark, France and Norway are also in contention for the award, which jointly recognises authors and their English translators.

Each shortlisted author and translator automatically receives 1,000 pounds, reports the BBC.

Last year's prize went to "The Vegetarian", written by South Korean author Han Kang.

This is only the second year that the prize will be awarded to a single book.

Before 2016, the Man Booker International was awarded every second year to an author for their entire body of work.
 

MCD elections 2017: All you need to know

With just two days left for the elections to the Municipal Corporations of Delhi (MCD), the Bharatiya Janata Party (BJP), the Congress and the Aam Aadmi Party (AAP) are locked in a triangular battle and are leaving no stones unturned to woo voters. The results of these polls will be announced on April 26. As the 272 wards of the three Municipal Corporations of Delhi (MCD) are set to go to polls on April 23, here are a few things you should know about the MCD polls:

Around 132,00,000 electorates would be casting their votes in the civic polls

There will be 10,000 polling stations spread across the capital.

The counting of the votes will be taking place in 34 counting stations.

North MCD has 42 seats reserved for woman, while South MCD has 45 seats, East MCD has 27 seats reserved for women.

The BJP had emerged as the single largest party in MCD 2012. The party has been in power of all the three civics bodies in Delhi for over a decade.

Over 272 councillors – NDMC and SMDC have 104 seats each, while the EDMC (64) seats – are trying their luck in the elections.

Swaraj India, the new political party led by Yogendra Yadav and Prashant Bhushan, will also make its political debut with the civic body elections.

This is the first time that the voters will be able to use the 'None of the Above' (NOTA) option in the MCD polls.

New faces in the fray are Swaraj India party candidate Savita Mukhi, BJP candidate Ritu Goel, AAP candidate Neeru Aggarwal, Congress candidate Seema Kaushik.

AAP hopeful of winning 218 seats while BJP projects to win 200 seats.

These foreign universities accept GATE score

Indian scientists find new ways to detect ‘naked singularity’

In a significant find, a team of scientists from the Tata Institute of Fundamental Research (TIFR) here has found novel ways to detect a bare or naked "singularity" – the most extreme object in the universe.

When the fuel of a very massive star is spent, it collapses owing to its own gravitational pull and eventually becomes a very small region of arbitrarily high matter density, that is a "Singularity" where the usual laws of physics may breakdown. 

If this "singularity" is hidden within an event horizon, which is an invisible closed surface from which nothing, not even light, can escape, then we call this object a black hole. 

In such a case, we cannot see the "singularity" and we do not need to bother about its effects. 

But what if the event horizon does not form? 

To address this, Dr Chandrachur Chakraborty, Prashant Kocherlakota and Professor Sudip Bhattacharyya and Professor Pankaj Joshi-in collaboration with a Polish team comprising Dr Mandar Patil and Professor Andrzej Krolak — have shown that the precession frequency of a gyroscope orbiting a black hole or a naked "singularity" is sensitive to the presence of an event horizon. 

The TIFR team has recently argued that the rate at which a gyroscope precesses (the precession frequency), when placed around a rotating black hole or a naked "singularity", could be used to identify this rotating object. 

A gyroscope circling and approaching the event horizon of a black hole from any direction behaves increasingly 'wildly,' that is, it precesses increasingly faster, without a bound. 

But, in the case of a naked "singularity", the precession frequency becomes arbitrarily large only in the equatorial plane, but being regular in all other planes.

The TIFR team has also found that the precession of orbits of matter falling into a rotating black hole or a naked "singularity" can be used to distinguish these exotic objects. 

"This is because the orbital plane precession frequency increases as the matter approaches a rotating black hole, but this frequency can decrease and even become zero for a rotating naked singularity," the team noted in a paper appeared in the journal Physical Review D. 

The finding could be used to distinguish a naked "singularity" from a black hole in reality, because the precession frequencies could be measured in X-ray wavelengths, as the infalling matter radiates X-rays.

No need to condemn Swamy’s beef statement: AYUSH minister

Union AYUSH Minister Shripad Naik on Friday said that there was no need to condemn the statements made by BJP MP Subramanian Swamy and a senior VHP leader against beef-eating practice in Goa.

He however also said that eating customs should not be forced on others.

"They are speaking in their language… Every one has their own demand, but such things cannot be forced on anyone," Naik said, adding that there was no need to condemn such utterances.

While Vishwa Hindu Parishad leader Radhakrishna Manori had said that the Hindu organisation was in a position to impose a ban on beef consumption in Goa within two years, Swamy said that beef eating habits in Goa needed to be altered.

More than a third of the state's population comprises of minorities, for whom beef-eating is normal practice. Beef consumption in the tourist state is an average of 40 tons everyday. 

Kilkari app for awareness on pregnancy, childcare launched

Haryana has launched a new mobile based application namely ‘Kilkari’ to create awareness among pregnant women, parents, and field workers about the importance of antenatal care, institutional delivery, post natal care and immunisation.

The National Health Mission (NHM) Director, Amneet P Kumar said that this mobile application would deliver free, weekly, time appropriate 72 audio messages about pregnancy, child birth and child care from the second trimester of pregnancy until the child attains the age of one year directly to the registered mobile numbers. New modified data elements were added to thematic areas of healthcare delivery, she added.

The app was launched during the concluding day of three-day state level orientation workshop at state Institute of Health and Family Welfare at Panchkula on Friday where new data elements in Health Management Information System (HMIS) were also launched.

The official said that with the addition of new data elements of HMIS portal, more health programmes would be covered for monitoring and evaluation purpose. Apart from this, the services provided at the grass root level by the front line workers could be easily monitored.

She further stated that the newly added data elements would help in analysing the gap in the service delivery, which would further equip the system in bridging the gaps and further strengthen the service delivery.

Deputy Civil Surgeon (NHM), District Programme Manager (DPM) and District Monitoring and Evaluation officer (M&EO) from 21 districts participated in the workshop. These participants will act as master trainers for further training at district level, block level and health facility level.

Canada keen to invest in Haryana: Khattar

Canada has evinced keen interest in investing in Haryana in the fields of civil aviation, skill development, education, defence and smart city projects.

This was stated by Haryana Chief Minister Manohar Lal Khattar after meeting the Canadian Minister of National Defence, Harjit Sajjan, at Chandigarh International Airport.

Khattar said follow-up meetings would be held to facilitate investment by Canadian companies in Haryana which would help create job opportunities. This would benefit both countries, he added.

The chief minister said discussion was held on the two Memoranda of Understanding (MoUs) signed during his visit to Canada in 2015. It was decided to set up a working group to ensure implementation of the MoU on horticulture which would be executed jointly by Haryana and Canada.

He also apprised the Canadian minister of the progress made by Haryana in various fields inlcuding the state has been made kerosene-freeand improved sex ratio in the state.

An official spokesperson said that the Canadian minister has lauded the leadership of Khattar saying that Haryana had achieved unprecedented development and growth since the latter's government came to power.

BJP, Congress workers stealing oil from transformers: Kejriwal

Delhi Chief Minister Arvind Kejriwal on Friday claimed that BJP and Congress workers were disrupting electricity and water supply in the national capital to tarnish the AAP government's image ahead of April 23 civic polls.

The Delhi chief minister said the people would be responsible for dengue and chikungunya if they vote the Bharatiya Janata Party (BJP) to power as it "could not clean Delhi or eradicate the vector-borne diseases in ten years".

Referring to the reports of theft of oil from transformers, Kejriwal said: "BJP and Congress workers are stealing oil from the transformers… At places, they take away pipe valves to disrupt water supply… in Sangam Vihar they threw cement bags into the sewers to choke them…."

Kejriwal said power and water troubles are likely to continue till Sunday, the day when polling will be held for the three municipal corporations in Delhi.

"If you face any such issue in your locality, tell us and we will resolve it. But be alert and understand that this is a mischief of BJP and Congress volunteers," Kejriwal said.

On Tuesday, private power distribution company BSES alleged that oil was stolen from at least 70 of its transformers, causing power outage in different parts of the capital.

Promising to clean up Delhi in one year and end the menace of dengue and chikungunya within three years if voted to power, the Aam Aadmi Party (AAP) national convenor urged the people not to opt for the BJP or waste their vote on the Congress.

"The BJP could not clean Delhi or eradicate dengue in ten years… vote carefully else you will be responsible if your child suffers from dengue or chickungunya in the near future… our hospitals would treat them but why should children suffer in the first place," Kejriwal said.

"In the entire country, the Congress has vanished so don't waste your vote on them. Besides, for the past ten years, the BJP has been ruling Delhi's municipal corporations but failed to deliver… the BJP could not clean Delhi, nor end the spectres of mosquitoes, dengue and chikungunya," the Delhi chief minister said.

Tribal developmental fund to be probed: Jual Oram

Minister of Tribal Affairs Jual Oram on Friday said funds released so far for the development of tribal areas in Manipur will be probed.

Talking to reporters here, the minister said: "In my next visit, it will be examined whether the field position justifies the fund allocation."

The Centre had already sanctioned Rs.22 crore for the development of tribal areas. Another Rs.150 crore had been sanctioned for the construction of tribal women's markets in the hill districts. 

"The Centre has been giving sufficient fund for the development of the tribal areas in Manipur. We are also thankful that soon after the formation of the new government in Manipur, the economic blockade was lifted," he said. 

On Thursday, Oram visited Tengoupal, a border district. Speaking to the tribal villagers, he said, "The BJP got just 2 per cent of the votes in the past. However, it was increased to 36.3 per cent in the March elections and we are thankful to the people for the trust reposed in us."

In the March elections, the BJP — which had opened its account in 2015 after a gap of 15 years by winning two seats in the by-elections — got 21 seats in the 60-member House. It formed a coalition government on March 15 by joining hands with like-minded parties. 

However, the Congress, which had bagged 28 seats, is still nursing its wounds saying that it should have been given a chance to form the government. 

Oram said that in the three years of the BJP government at the Centre, nearly 12,000 villages have been provided with electricity, adding that there is a slew of developmental projects for the poor and underprivileged sections of people.

Aditya Chopra rejects Saif Ali Khan’s daughter Sara Ali Khan?

There were rumours that Karan Johar will launch Sara in the sequel of Student of the year 2 opposite Ranvir Singh but no one ever got any update on this from the filmmaker. Although Karan Johar expressed his desire to launch Sara someday, he did not speak about the movie.

According to some inside sources, actor Aamir Khan was keen to cast Sara in ‘Thugs of Hindostan’ that also stars Amitabh Bachchan along with him, but the head honcho of Yash Raj films, Aditya Chopra, has outrightly rejected Sara Ali Khan after seeing her audition, which he didn't find interesting enough to cast her in the film being produced by him.

Although none of the stars associated with ‘Thugs of Hindostan’ spoke about this news, knowing Aditya Chopra’s finicky attitude one can believe the news to be true.

Hopefully, we will soon be able to see the ravishing Sara Ali Khan on screen whether in Karan Johar’s film or anyone else only time can tell!

Dramatic tales from Indian mythology woos audience in Egypt

Vanashree Rao and the Dance Project wooed the audience during their performance “Dramatic Tales from Indian Mythology”at the Cairo Opera House as part of the India by the Nile cultural festival.

The troupe, which is a collective of leading Indian artists of Kuchipudi dance, led by Vanashree Rao, brought alive tales of Indian mythology through their unique dance compositions.

“Our performance is very suitable here because Egypt has a very common ancient history like India,” Vanashree told.

The troupe has already performed at the Cultural Palace in Port Said, Ain Shams University, Cairo and Main Hall, Cairo Opera House. Their next performance will be at Sayed Darwish Theatre in Alexandria on April 23.

In her performance, Vanashree used three Indian traditional dance styles; Kuchipudi, Bharatanatyam and Chhau.

“People will understand that story because it's about good, evil and deals with emotions. It's drama. We tell stories so that people understand through actions,” she said.

The troupe has performed in over 60 countries across the globe, but it is their first time in Egypt.
Moutushi Majumder, a dancer from the group said that the troupe has been preparing for their Egypt visit since past six or seven month.

“Each one of us is doing different role so it took a long time to train on that,” she said.
Dr S Vasudevan, a Bharatanatyam dancer, said the act is like a beautiful journey.

“Dramatic tales has been a wonderful journey. It is a result of a very good research by Vanashree Rao. The entire team is very happy,” he said.

Vasudevan said that the team has a very powerful energy that can move anybody.
