Dubbing the burning down of schools in Jammu and Kashmir a quot;combination of madness and perversionquot; Union Minister M Venkaiah Naidu on Monday called upon the people in the valley to isolate those responsible for the arson.

quot;This is nothing but a combination of madness and perversion; otherwise how can anyone think of burning down educational institutions.

quot;The people of Jammu and Kashmir should realise that these people have crossed all limits and are acting at the behest of the enemy across the border which is aiding abetting funding and training terrorists regularlyquot; Naidu told the media here.nbsp;

quot;This is the extreme action they have taken and I hope the people will realise and isolate them in society; children from the state should not be deprived of opportunity for peaceful studies.

quot;Some of the leaders’ children are studying outside I am told. Some have taken security to write exams. Some of the so-called leaders whether separatists or sympathisers of terrorists should ponder what they are doingquot; added Naidu.nbsp;

At least 25 educational institutes have been gutted in mysterious fires in Kashmir during the ongoing unrest.

The German football association DFB on Monday extended the contract of its national team’s head coach Joachim Low for two years.

DFB president Reinhard Grindel and Low have agreed a contract extension until the 2020 European Championship.

Low has been the head coach of the national team since 2006 but also served as Juuml;rgen Klinsmann’s assistant manager from 2004.nbsp;

He has overseen 141 internationals 94 wins 24 draws 23 defeats including five international tournaments. The highlight of his reign is the 2014 World Cup triumph in Brazil.

Commenting on the extension Grindel said: quot;I have always emphasised that I can imagine no better head coach for the national team than Jogi Louml;w. Over the past few years he has shaped the team with his passion and highly-technical ability while constantly developing the team and leading them to a World Cup title.quot;

quot;He has a real determination and motivation to defend the World Cup in Russia. For both sides it was important to have planning security and to be able to concentrate on the sporting tasks ahead of us without speculation.

quot;We’re delighted that we can continue our extremely close and successful cooperation beyond the World Cup so that Jouml;gi Louml;w also wants to lead Die Mannschaft at the EUROs where we want to start with our group games in Munichquot; he added.

Speaking on his contract extension Louml;w said: quot;I would like to thank Reinhard Grindel general secretary Friedrich Curtius the entire DFB presidential board and the league for the support and the faith placed in me with this contract extension.

quot;I also want to thank Oliver Bierhoff Andreas Kouml;pke Thomas Schneider and Marcus Sorg as well as the rest of the team behind the team. Our work together is based on a huge amount of trust and we all want to back up our success in Brazil at the World Cup in Russia.

quot;Developing this team and these players and trying to take them to the highest level is a real joy – it’s as much an incentive for me as winning a title. Our sole focus at the moment is qualifying for the 2018 World Cup as group winnersquot; said Low.

The Telecom Regulatory Authority of India TRAI has asked telecom operators to tell mobile phone users about the minimum download speed that is available on Edge 2G or 3G networks. According to a directive by TRAI the minimum download speed has to be specified for each wireless data plan that is available to users.nbsp;

quot;Every service provider shall in all its wireless data plans indicate the minimum download speed available to consumersquot; TRAI stated . quot;Every service provider shall ensure that the minimum download speed is available to consumers for not less than eighty percent of the usage time.quot;

TRAI added that telecom operators would be responsible for communicating the information regarding the minimum download speed of wireless data plans to consumers. To make sure that consumers have all the relevant information the operators will have to specify minimum download speed on the voucher of a wireless data package and on their websites.

For now however TRAI has not specified any specific number as the minimum download speed for wireless plans. For wired internet at least 512kbps of minimum download speed is required for a broadband connection in India. TRAI clarified that it wanted to specify the minimum download speed for wireless plans but apparently telecom operators in India were not ready for it.

quot;The service provider and their associations have opposed the proposal to prescribe the benchmarks for minimum download speed. considering the view of stakeholders the authority has decided that the benchmark for the minimum download speed for various technologies may not be prescribedquot; said TRAI .

At the same time the regulatory body said that telecom operators have to come up with the minimum download speed for their data plans communicate it to mobile phone users as well as send the information to TRAI along with the tariff filing.

While for consumers it would have been better if TRAI had also specified a minimum download speed for wireless data plans the new directive was a step in the right direction. Currently there is no guarantee of decent service for wireless data users. While in some places people using 3G connections get speed of up to 5mbps if they are travelling the phone often struggles to even maintain the data link.

Similarly there are plans where consumers are not told about the any minimum download speed. For example Airtel has an quot;unlimitedquot; 3G plan where prepaid customers can pay Rs 755 and get 4GB data for 28 days. Once a user has consumed 4GB the wireless data continues to work but at a quot;reduced speedquot;. Airtel doesn’t specify the quot;reduced speedquot;.
