Trump expected to sign revised travel ban on March 6: US media

AFP | Washington |

President Donald Trump is expected to sign a revised travel ban on March 6, just over a month after his original decree sowed controversy across the United States and chaos at airports, US media has reported.

The president will sign the new executive order at the Department of Homeland Security, according to Politico, which cited senior government officials.

It was unclear what changes Trump planned to make, according to the publication.

Trump's original January 27 order was widely criticized as amounting to a ban on Muslims, and also for being rolled out sloppily — with virtually no warning to the public or preparation of the agencies tasked with enforcing it.

The order, which temporarily barred people from seven Muslim-majority countries from traveling to the United States for 90 days, as well as all refugees for 120 days and Syrian refugees permanently — triggered worldwide outrage as well as protests in the United States.

It also caused chaos in the first days of its implementation as people arriving at US airports from targeted countries were detained and sometimes sent back to where they came from.

However, the order was halted after two judicial setbacks — a nationwide freeze on Trump's ban by a US district judge in Seattle and a subsequent ruling by San Francisco's Ninth Circuit Court of Appeals upholding the suspension.

Aadhaar data base fully safe and secure, says UIDAI

According to Unique Identification Authority of India (UIDAI), there has been no incident of misuse of Aadhaar biometrics leading to identity theft and financial loss when more than 400 crore Aadhaar authenticated transactions took place during the last five years, it said.

PTI | New Delhi |

Dismissing reports of misuse of biometrics data, the government today said Aadhaar-based authentication is "fully safe and secure".

Moreover, subsidy transfers linked to Aadhaar has led the exchequer to save Rs 49,000 crore during the last two-and-half years.

According to Unique Identification Authority of India (UIDAI), there has been no incident of misuse of Aadhaar biometrics leading to identity theft and financial loss when more than 400 crore Aadhaar authenticated transactions took place during the last five years, it said.

UIDAI also said that it has carefully gone through various reports and would like to emphasise that there has been no breach to UIDAI database of Aadhaar in any manner whatsoever and personal data of individuals held by UIDAI is fully safe and secure.

"Aadhaar-based authentication is robust and secure as compared to any other contemporary systems. Aadhaar system has the capability to inquire into any instance of misuse of biometrics and identity theft and initiate action," it said.

With reference to an incident of misuse of biometrics reported in a newspaper, UIDAI said that it is an isolated case of an employee working with a bank's Business Correspondent's company making an attempt to misuse his own biometrics which was detected by UIDAI internal security system and subsequently actions under the Aadhaar Act were initiated.

Responding to media reports about on-boarding of the ecosystem partners, UIDAI said that the regulations under the Aadhaar Act strictly regulate the on-boarding, functioning including the data sharing restrictions imposed on the companies which want to use Aadhaar information.

UIDAI further said that Aadhaar is an important tool of good governance and empowerment of people and has helped more than 4.47 crore people open bank accounts through Aadhaar e-KYC.

It has enabled the government to do Direct Benefit Transfers under various schemes including LPG subsidy and has helped the exchequer save over Rs 49,000 crore during the last two and half years.

Aadhaar-based Public Distributions System is benefiting people by ensuring that their food grain entitlement are given only to the deserving beneficiaries and are not cornered by unscrupulous and corrupt elements, it said.

With reference to reports that there are no extant regulations available to prevent storage and misuse of e-KYC data, while citing instances like capturing IRIS from high resolution photograph, UIDAI said that there are stringent provisions in the Aadhaar (Authentication) Regulations governing the usage of e-KYC data including storage and sharing, resident consent being paramount in both the cases.

Any unauthorised capture of IRIS or fingerprints or storage or replay of biometrics or their misuse is a criminal offence under the Aadhaar Act, it said.

India vs Australia 2017: Ishant Sharma makes ‘monkey face’ at Steve Smith

SNS | Bengaluru |

Indian pace bowler Ishant Sharma and Australian skipper Steve Smith took their rivalry to another level on Day 2 of the India vs Australia 2017 match in Bangalore, with the former making a ‘monkey face’ at the visibly stumped batsman.

In a captured video, Ishant Sharma is seen making a ‘monkey face’ at Steve Smith, leaving everyone including captain of the Indian National team Virat Kohli in splits. It is believed that Ishant’s antic was an attempt to unsettle the Australian skipper. In the video, a bemused Steve is too seen reacting to Indian bowler. Steve Smith had arrived on the field right after David Warner was dismissed by Ravichandran Ashwin.

It is not uncommon for events to occur in matches, especially, when long time rivals, India and Australia are playing. However, unlike previous incidents such as ‘Monkeygate’ involving Harbajan Singh and Andrew Symonds, which took both the countries by storm and disturbed relations between the teams, this incident does not seem to have flared up.

India vs Australia 2017: Australia 163 for 5 at tea

After taking two Australian wickets for just 47 runs in the morning, the Indians took three wickets, including that of a determined opener Matt Renshaw (60), late in the post-lunch session to come back into the match.

PTI | Bengaluru |

India grabbed three quick wickets in the second session with left-arm spinner Ravindra Jadeja claiming two of them as they reduced Australia to 163 for 5 at tea in second cricket Test here today.

After taking two Australian wickets for just 47 runs in the morning, the Indians took three wickets, including that of a determined opener Matt Renshaw (60), late in the post-lunch session to come back into the match.

Jadeja, who had picked up a wicket in the morning session, bagged two more, including that of Renshaw, in nine overs while conceding 19 runs.

At the end of the second session, Jadeja's figures were three wickets for 32 runs in 13 overs, a bowling performance which helped India to bounce back into the game.

The other wicket taker was Ishant Sharma who dismissed Mitchell Marsh for a duck at the stroke of tea.

Australia could muster 76 runs while losing three wickets in 35 overs in the session. Shaun Marsh was batting on 38 from 127 balls at the break.

The Indians toiled hard for more than 20 overs in the second session without any success with young opener Matt Renshaw and Shaun Marsh showing tremendous application on a turning track for a 50-plus partnership.

The Australian duo's doggedness looked like taking away the momentum from the fired-up Indians who showed a lot of intent today and the visitors were inching towards the home side first innings total of 189.

Renshaw, who stitched 52 runs for the third wicket with Shaun Marsh, departed in the 67th over and that changed the scenario as Australia lost three wickets in 13.3 overs for the addition of just 29 runs.

Peter Handscomb (16) and Mitchell Marsh (0) were out in the space of 3.2 overs. Renshaw's 60 came from 196 balls and he hit five fours and a six.

Australia now trail by 26 runs with five first innings wickets in hand on a difficult Chinnaswamy Stadium pitch where run-making has been extremely hard.

Renshaw, who dropped anchor to build a solid innings, took his time to score runs. He reached to his third half century when he clipped Ravichandran Ashwin through mid-wicket for a couple of runs.

Renshaw's fifty came in 240 minutes of 183 balls with five boundaries to his name. His fifth boundary came after facing 71 balls.

Jadeja had the last laugh as he forced Renshaw, who had belted the same bowler over his head for a magnificent six, to come outside the crease to play the ball. The batsman missed it completely and Wriddhiman Saha dismantled the bails before the opener could get in.

Jadeja then removed Peter Handscomb, after the batsman scored 16 runs of 30 balls with two boundaries. He came down the track and tried to flick it but failed to get contact as the ball went straight towards Ashwin at mid-wicket.

Ashwin dived towards his right and got his hand to it, the ball fumbled out but luckily it again hit his arm and bounced again which helped him gather it in the second chance.

Don’t be over smart: Salman’s advice to Varun

PTI |

Actor Varun Dhawan, who is stepping into the shoes of Salman Khan in the sequel to Judwaa, says the superstar has advised him to listen to his director and not be over smart.

"The only advice Salman Khan has given me for Judwaa 2 is that, 'listen to your dad (director David Dhawan) and don't be over smart'," Varun told.

The 29-year-actor actor says he was a kid when Judwaa released in 1997 and remembers his first meeting with Salman at a special screening of the film.

"I just remember watching Judwaa in theatre during a special screening and meeting Salman Khan for the first time.

I don't remember much as I was small."

In Judwaa, Salman played double role as Prem, the naive guy, while Raja, who was the street smart chap. In the second installment that is being made almost after two decade, Varun will be seen as the 'new-age tapori'.

"It is sad that we don't make films on taporis anymore.

There will be a big change in the character of Raja in the sequel. But I would not like to speak much about it. It is far different from what Salman did in the first film," Varun says.

Except actress Rambha, all lead actors of the original comic caper will be seen in cameo in the sequel.

"I cannot say anything about it right now because I want people to be surprised, especially by Salman Khan's character in the film (Judwaa 2), he says.

Beside Judwaa 2, Varun will be collaborating with filmmaker Shoojit Sircar for the first time.

"There is something that he has narrated to me which I really liked. I wanted to work with Shoojit Sircar ever since I watched Vicky Donor. I will start shooting for the film after Judwaa 2 and it is a love story," he says.

Uttarakhand forest department introduces strict norms for guest house booking

In a 9 January 2017 circular,  Meenakshi Joshi, Conservator of Forest (Shivalik circle) issued 29 guidelines fixing responsibilities of both tourists and forest staff.

Statesman News Service | Dehradun |

After facing huge embarrassment on the arrest of JCT Mills chairman Sameer Thapar and his 15 other friends earlier this year, the Uttarakhand Forest Department has issued new and strict guidelines for tourists to book guest house. Thapar and others were arrested with arms and other prohibited items from Kolhuchaur forest rest house of Lansdown forest division in district Pauri on 31 December 2016. Thapar and others were released on bail recently.

In a 9 January 2017 circular,  Meenakshi Joshi, Conservator of Forest (Shivalik circle) issued 29 guidelines fixing responsibilities of both tourists and forest staff.

The new guideline puts a ban on carrying any arms and ammunition as well as cooking and consuming non-vegetarian food in forest rest houses. Even cooking and serving food outside the designated area is not permitted.

Tourists are also banned from carrying their pets in the guest house. Smoking and using alcohol has also been barred. Even a dress code has been imposed which states that visitors will have to wear dresses that sync with the forest. Further, a complete ban has been put on use of loud speakers and DJs. Tourists will also have to furnish details about their vehicle in the applications.

Besides the above, forest staff has been asked to obtain photocopies of visitors' ID proof . Forest staff can also raid guest houses to ensure that visitors are not carrying any banned substances. Even the checkout time has been fixed to 11 am. The forest department also holds the right of cancelling reservation without assigning any reason.

The Shivalik Circle of the Uttarakhand Forest Department has dispatched the circular to forest officers of Dehradun, Haridwar, Kalsi and Lansdown region.

PIL not a weapon to challenge financial decisions: RBI to HC

The Reserve Bank of India (RBI) has urged a bench of Chief Justice G Rohini and Justice Sangita Dhingra Sehgal to dismiss the PIL.

PTI | New Delhi |

Public interest litigation (PIL) cannot be used as a "weapon to challenge financial or economic decisions", the RBI has told the Delhi High Court opposing a plea against the surcharge on credit and debit card transactions.

The plea has alleged that the surcharge levied by the banks and the financial institutions on credit and debit card transactions was "illegal" and "discriminatory".

The Reserve Bank of India (RBI) has urged a bench of Chief Justice G Rohini and Justice Sangita Dhingra Sehgal to dismiss the PIL.

"The decisions are taken by the RBI in exercise of its administrative/statutory powers and in public interest.

"The issues in the writ petition pertain purely to the economic policy of the state and the challenge to the same at the instance of a public-spirited person cannot fall within the parameters of PIL, as has been laid down by the Supreme Court from time to time," the RBI submitted.

The response of the federal bank came on the PIL filed by advocate Amit Sahni who alleged that though Prime Minister Narendra Modi's demonetisation move was beneficial, the decision to levy surcharge on credit and debit card transactions was "highly unfortunate".

"The issue raised in the present petition almost affects everyone operating a bank account," the plea said, adding that the "unlawful, unequal and arbitrary treatment is visible in the payment of petrol charges through credit and debit cards".

The lawyer said that levying surcharge is not only illegal and discriminatory but it also promotes circulation of black money.

The RBI, however, refuted the petitioner's contention and said that it has neither violated any fundamental right or any legal right of the petitioner or any citizen of India.

66,000 displaced in recent north Syria fighting: UN

On Saturday, the Syrian Observatory for Human Rights monitoring group had said 30,000 people had been displaced by fighting between government forces and IS jihadists.

AFP | Beirut |

A total of 66,000 people have been displaced by fighting along two fronts in Syria's fractured north, the United Nation's humanitarian coordination agency (OCHA) said today.

"This includes nearly 40,000 people from Al-Bab city and nearby Taduf town, as well as 26,000 people from communities to the east of Al-Bab" in northern Aleppo province, OCHA said.

Turkey-backed rebels seized Al-Bab from the Islamic State group on February 23 after several months of fighting.

OCHA said the 39,766 people displaced from the town fled north to areas controlled by other rebel forces, and that the "high contamination" of unexploded bombs and booby traps set by retreating jihadists was complicating efforts to return.

And since February 25, OCHA said, another 26,000 people fled violence east of Al-Bab, where Syrian government forces have also been waging a fierce offensive against IS.

Many of those people sought refuge in areas around Manbij, a town controlled by the US-backed Syrian Democratic Forces.

On Saturday, the Syrian Observatory for Human Rights monitoring group had said 30,000 people had been displaced by fighting between government forces and IS jihadists.

An AFP correspondent in Manbij saw dozens of families speeding towards the relative safety of the town on motorcycles and in minibuses and cars.

Since war broke out in Syria in March 2011, more than half of its population has been forced to flee their homes.

Aleppo province hosts tens of thousands of displaced Syrians, many in camps near the Turkish border.

Probe on in Indian-origin businessman’s death in US: Swaraj

Swaraj also offered her condolences to the bereaved family.

PTI | New Delhi |

External Affairs Minister Sushma Swaraj today condoled the death of an Indian-origin store owner in South Carolina and said the investigation in the case was in progress.

Swaraj also said that she had spoken with the father of Sikh-American Deep Rai, who was shot outside his home in Kent, Washington, and was recovering in a private hospital.

In a series of tweets on attacks in the US on India-origin persons last week, Swaraj said, "I am pained to hear about the killing of Harnish Patel, a US national of Indian-origin in Lancaster, South Carolina. Our Consul has reached Lancaster and met the family of Harnish Patel."

She said the investigation in the case was in progress.

Swaraj also offered her condolences to the bereaved family.

Patel, 43, the owner of a convenience store in Lancaster County, South Carolina, was found dead of gunshot wounds in the front yard of his home on Thursday. Police had said in Patel's killing his Indian ethnicity did not appear to be a factor.

Reacting to the the attack on 39-year-old Rai, Swaraj said, "I am sorry to know about the attack on Deep Rai, a US national of Indian-origin. I have spoken to Sardar Harpal Singh, father of the victim."

"He told me that his son had a bullet injury on his arm.

He is out of danger and is recovering in a private hospital," Swaraj tweeted.

Rai was working on his vehicle outside his home in Kent, Washington, on Friday when he was approached by a stranger, who walked up to his home's driveway.

Kent police said an argument broke out between the two men, with Rai saying the suspect made statements to the effect of "go back to your own country". The unidentified man then shot him in the arm.

On the attack on Rai, MaryKay L Carlson, Charge' D' Affairs, American Embassy here, said she was saddened by the shooting in Washington state.

"Wishes for quick and full recovery. As @POTUS said we condemn 'hate and evil in all its forms'," she tweeted.

Both these attacks come close on the heels of the tragic hate crime shooting in Kansas last month in which 32-year-old Indian engineer Srinivas Kuchibhotla was killed when 51-year- old US Navy veteran Adam Purinton opened fire at him and his friend Alok Madasani, yelling "get out of my country".
