Daily water supply still a luxury in Shimla

Daily water supply seems to be a luxury in the historic city of Shimla. And ‘rationing’ an integral part of the civic body’s potable water distribution system.

This is so when Shimla, the capital of Himachal Pradesh and international tourist destination, is competing for inclusion in the smart city project at national level.

Much to their chagrin, the people in Shimla have been getting water on an alternative day or after two days all through the year. The Shimla Municipal Corporation has different excuses in different seasons for this crisis, although. 

The locals, who saw water supply scrapped for more than a week in heavy snow in January this year for frozen pipes (forcing them to melt wayside snow for daily requirements) are worried about ensuing summers.

“We are sure that in summers, the MC will say the water sources have dried,” said some anguished residents.
“In Monsoons, silt will choke the pumps at water supply schemes,” they hastened to add. 

Shimla has a population of over 1.70 lakh and around 50,000 households. The city has few public hand pumps in some outer areas, which don't serve the purpose much.

While poor vision of successive governments, who failed to channelise additional water sources in tune with the growing population over the years, is one major reason for the persistent water shortage in Shimla.

The mismanagement in operations of pumping and distribution of water along with inefficient and unsafe handling of water sources aggravates the crisis even more.

A drinking water supply scheme at Ashwani khad had to be stopped on January 1, 2016, following worst ever jaundice outbreak in Shimla, which claimed over 20 lives, when sewage from a Sewerage Treatment Plant (STP) flowed into the water supply scheme unchecked.

The scheme, which used to cater to one third of the city, is still closed as the catchment area is contaminated, officials said.

“Shimla city requires 42 mn litres of water per day, but is getting only 34-35 mn litres per day on an average. The supply from Ashwani khad is closed and Shimla MC is in the process of replacing 2,000 metres long pipes from the Giri drinking water scheme. The pumps for lifting water at Gumma scheme are also being repaired," explained Irrigation and Public Health minister, Vidya Stokes in a written reply in state assembly recently. 

Stokes said when all these works would be accomplished, water supply will add up by 5-6 mn litres per day. She talked about long terms plans on water schemes as well.

The locals are, however, not hopeful and BJP MLA from Shimla, Suresh Bhardwaj echoes their feeling.

“It is continuous mismanagement. The government has failed to ensure adequate and safe water in the state capital,” Bhardwaj said.

Punjab CM orders audit to relieve cops from non-essential duties

In a bid to streamline their functioning and promote the welfare of the police in the state, chief minister Captain Amarinder Singh on Monday issued a series of directives to the Commission of Police (CPs) and Senior Superintendent of Police (SSPs), asking them to carry out a manpower audit immediately to withdraw police personnel from security and other non-essential duties with a view to putting more police personnel on the streets.
 
A State Level Review Committee (SLRC) has already been set up under the chairmanship of DGP (Law & Order) to review the security provided by the state police to various protectees. The committee is tasked with the agenda of carrying out a comprehensive security review of the security provided to constitutional/public functionaries, officers as well as private individuals. The committee will submit its report to the state DGP Suresh Arora with specific recommendations regarding each individual by March 24.
 
Addressing a meeting of top administrative and police officers, CM said his government had decided to implement sweeping police reforms, keeping in view the directives of the Supreme Court and the promises made in the Congress poll manifesto.
 
CM directed the Divisional Commissioners, Deputy Commissioners, CPs and SSPs to immediately carry out an exercise to rationalise the police station boundaries and send their proposal to the Home Department within the next two weeks.
 
Ordering an immediate end to the Halqa Incharge system, the CM said his government had decided to carry out territorial restructuring of police stations and sub-divisions to increase functional or operational efficiency. He directed the officers to take steps to ensure fixed working hours for police personnel, especially for those working in the Police Stations and Police Posts, pointing out that his government had decided to implement a schedule of fixed duty hours for the police personnel (except in the case of emergency duties), with a view to improving their working conditions and allow them to look after their families. CM said the welfare of police personnel was one of his key electoral promises and he was committed to implementing the same at the earliest.

To ensure and restore the 'Rule of Law’ in the state, CM said while he believed in giving a free hand to his officers in day-to-day working, at the same time, however, he would expect accountability and results in a time-bound manner. To this end, he made it clear that there would be no interference of any kind in day-to-day administration as well as in the working of police-stations, and core policing functions, such as police investigations, traffic enforcement, etc.

Supreme Court seeks details of unsold BS-III vehicles

To give a fillip to the implementation of Bharat Stage VI emission norms, the Supreme Court on Monday directed Society of Indian Automobile Manufacturers (SIAM ) to provide details of all unsold inventory and month-wise figures of BS-III vehicles manufactured after December 2015.

“Give us details for your unsold inventory and month-wise figures of BS-III vehicles manufactured after December 2015,” the court said.

The decision came after India’s two-wheeler manufacturer Bajaj Auto moved to the SC seeking to cease sale of BS III vehicles from April 1.

Earlier, the court had directed SIAM to collect and submit the data by 24 February.

Not to forget that the government on January 2014 notified all vehicles-passenger and commercial must be BS-IV compliant.

The Bharat Stage (BS) is the vehicular norms launched by the government in 2000 to keep a check on air pollution. In 2016, the Indian government announced that it would skip the BS-V norms and adopt BS-VI norms by 2020.

Clerics stay mum on disappearance, dismiss Pak media reports

The two Sufi clerics, who went missing in Pakistan last week, on Monday thanked the governments of India and Pakistan for their safe return here but remained tightlipped on what led to their disappearance.

Nazim Ali Nizami, one of the clerics, did reject Pakistani media reports that they were in "interior Sindh where there was no communication network".

"We did not have visa for Sindh interior region, so how could we have gone there? We come from the school of sufi which teaches peace and brotherhood. There are good and bad elements and those who go against the teachings they have to suffer humiliation," he told reporters, without elaborating further.

When asked as to why they were "interrogated", Nazim said they were asked about their visa and other immigration details.

Both Nazim and Syed Asif Nizami, who is the the head priest of Hazrat Nizamuddin Dargah, "thanked" the Indian and the Pakistani governments for their return to the homeland.

"We thank Union Home Minister Rajnath Singh and External Affairs Minister Sushma Swaraj and well-wishers from all religions who prayed for our return," they told reporters.

The two are likely to meet Swaraj on Monday.

Amir Nizami, son of Syed Asif Nizami, alleged that the duo were "taken away" based on a news report in a local Urdu daily which claimed that they had links with Indian intelligence agency RAW.

Asked if Pakistan spy agency ISI was involved in the episode, he refused to comment but made it clear that "no force was used" against them.

A day after Yogi Adityanath was sworn in as the chief minister of Uttar Pradesh, two slaughterhouses were on Monday sealed by the Nagar Nigam authorities in Allahabad.

BJP president Amit Shah had on Friday said that he had promised to shut down all the slaughterhouses running in the state ahead of the Assembly elections.

"Uttar Pradesh will soon be on the map of developed states of the country. We will wipe the BIMARU tag from the state," Shah was quoted as saying to a news website.

The ban on legal as well as illegal slaughterhouses was one of the main agendas of the BJP manifesto in the recently concluded elections.

Reports suggested that there are about 130 legal slaughterhouses in the state employing over two lakh people. The net worth of the entire beef industry in UP is approximately Rs 17,000 crore.

The beef row started after a man was lynched to death in Dadri after rumours that he had stored beef in his refrigerator.

Sensex closes 130 points down amid weak European markets

Slipping from an all-time high, Nifty50 index closed first trading session of the week on a negative note amid lower opening of European markets and profit booking.

The Sensex at the BSE closed 130 points down at 29,519 and the Nifty at the NSE ended 33 points lower at 9,127.

However broader markets registered fresh gains. BSE Midcap index increased 0.2 per cent but Smallcap index surged 0.3 per cent.

Among the BSE sectoral indices, Consumer Durables index registered the biggest gain with a jump of 1 per cent while IT index became the top loser with a dip of 1.4 per cent. IT stocks were the lead losers amid continues gains in the Rupee against the US Dollar.

On Friday, the Nifty50 had closed at an all-time high at 9,160, up six points. The BSE Sensex had closed 63 points up at 29,649.

Top gainers in the Sensex-30 pack: NTPC (up 0.9 per cent), Bharti Airtel (up 0.8 per cent), Coal India (up 0.8 per cent), HDFC Bank (up 0.6 per cent) and Lupin (up 0.6 per cent).

Top losers in the Sensex-30 pack: Axis Bank (down 2.4 per cent), ICICI Bank (down 2 per cent), Infosys (down 1.9 per cent), TCS (down 1.8 per cent) and Wipro (down 1.6 per cent).

In the Asian markets, China’s Shanghai Composite Index rose 0.4 per cent, Hong Kong’s Hang Seng index surged 0.8 per cent, Singapore’s Straits Times Index slipped 0.1 per cent, inched up 0.1 per cent, Korea’s KOSPI index gained 0.4 per cent and Japan’s Nikkei 225 Index jumped 0.3 per cent.

European markets opened in the negative zone, FTSE 100, CAC 40 and DAX indices were trading down between 0.2-0.4 per cent.

Back home, the Rupee was trading 12 paise higher at 65.45 against the US Dollar.

Rs.5 lakh award for finding Prashant Kishore, claims poster at Congress office

A Congress leader in Uttar Pradesh on Saturday put up a poster outside the party office in Lucknow, announcing a reward of Rs. 5 lakh for finding poll strategist Prashant Kishore and bringing him before the party workers.

Kishore was hired by the Congress to help party’s win in the state assembly elections.

Looking for answers in the recent poll debacle by the party, Rajesh Singh, a four-time secretary in the UP Congress Committee claimed to have put the poster on behalf of all Congress workers

"For the last one year, we did all the hard work. We followed him (Kishor) without any ifs and buts. We thought it was best for the party. But now we need answers," Singh said.

However, Congress state president Raj Babbar directed party workers for immediate removal of the poster and later said it is too early to blame anyone for the embarrassing defeat.

“They might remove the posters, but this is what many Congress workers are thinking and they would say the same sooner or later," Singh said.

I don’t like wasting money on expensive outfits: Alia Bhatt

The 24-year-old actress, who was recently in the capital for the Amazon India Fashion Week, says she would wear something that compliments her than buy expensive clothes she might not wear again.

"I'm not brand conscious, when you talk about clothes.

But when it comes to my shoes and bags, I'm brand conscious because you need them to last long as they are used on a daily basis.

"I can wear something right from Colaba Causeway store to a Gucci label in my wardrobe. It all depends on what will look good on me. I don't like wasting money on expensive outfits which I might not wear again. I'd rather mix and match," Alia told.

Tata Tigor: Complete details revealed

It seems that every carmaker enjoys revealing facts bit-by-bit about their highly-anticipated upcoming cars. In February 2017, Tata Motors revealed the sketches of the Tiago-based sedan and confirmed that it will be named Tata Tigor and not ‘Kite 5’. Earlier this month, we reported that the home-grown automaker will launch the Tigor on March 29, 2017. We contacted several dealers and discovered that they have already started accepting booking for the Tigor at a refundable amount of Rs.11,000. Tata Motors has yet to officially announce that.

Now though, Tata Tigor specifications have been uncovered without any further delay, let’s dive straight into them.

Dimensions

In terms of overall length, the Tigor measures 3,992mm, which is 246mm longer than the hatchback it is based on. Similarly, it is 30mm wider and 2mm taller than the Tiago. Tata Motors has also stretched the wheelbase for the Tigor – from 2,400mm to 2,450mm. This is primarily to stabilize a longer body on the same chassis.

Ground clearance and the fuel tank capacity remains the same at 170mm and 35 litres respectively. Boot space in the Tigor (419 litres) has increased by 177 litres over the Tiago. Even after the extended body, Tata Motors has managed to decrease the kerb weight of the petrol-powered car by 18kg. However, the diesel-powered Tigor is 50kg heavier than the diesel Tiago.

While the wheel size for the diesel-powered Tigor remains the same as the Tiago (175/65 R14), the petrol-powered Tigor gets 175/60 section tubeless tyres, wrapped around 15-inch alloy wheels.

Engine & Transmission Options

Powering the Tigor will be the same set of engines that are offered in the Tiago hatchback. While the 1.2-litre, 3-cylinder petrol engine produces 85PS of power and 114Nm of torque, the 1.05-litre 3-pot diesel mill generates 70PS of power and 140Nm of torque. Transmission duties for the engines will be handled by a five-speed manual transmission.

Tata Motors hasn’t revealed any fuel-efficiency figures as of now but both the engines, like in the Tiago, will feature dual drive modes (City and Eco). Tata Motors says the default City mode is tuned to deliver the best of both worlds – a peppy driving experience and good fuel efficiency. On the other hand, the Eco mode optimises engine performance to deliver the best possible fuel efficiency.

Looks & Features

Tata Tigor is the third car to carry Tata Motors’ Impact design language (after Tiago and Hexa). To make it distinguishable from Tiago, the Tigor gets dual-tone front bumper, company’s signature grille design with chrome garnishing which extends all the way into crystal-like smoked projector headlamps. At the rear, the ‘Styleback’ features LED taillights and LED stop lamp strip above the rear windshield.

The Tiago is by far the most feature-rich in its segment and with the Tigor, Tata Motors had to raise the bar higher. The feature list includes the same 8-speaker Harman-engineered music system which debuted with the Tiago. In the Tigor, however, it comes paired to a 5-inch touchscreen infotainment display. This screen has video playback compatibility, voice command recognition, SMS readout functionality and acts as a display for the reverse camera. The Tigor also gets automatic climate control, an additional 12V charging point for rear passengers and rear armrest with cupholders.

The Tigor certainly looks like a head-turner and, on paper at least, equates to be nicely proportioned as well. We are looking forward to its official launch at the end of this month as for Tata Motors there’s just one unknown aspect left to unravel – the price!
