KOLKATA, 13 JULY: Patients at SSKM hospital had a harrowing time today following power failure that plunged some of the wards into darkness and  hinted at the necessity to replace the outdated electrical system. 
Hospital sources said that a technical snag in the substation-II led to the disruption of power supply at Ronald Ross and Chest buildings which has several important departments such as Burn ward, Plastic Surgery, Endocrinology, and others.
The two buildings remained in complete darkness for nearly five to seven minutes before the emergency services were restored, but some sections of the buildings were without power for nearly an hour, admitted a senior official of the electrical department in the hospital.
He added, things have been fixed temporarily and proper repairs would be undertaken tomorrow.  Patients complained of heat and humidity during the power-cut. "Such incidents are not rare in the hospital but heat and humidity makes the situation unbearable," a patient said.
In fact, there were also reports of power disruption at PGT Hostel opposite SSKM and smoke bellowing out of CIB building in the government hospital. The director of SSKM Professor Pradip Kumar Mitra said that the technical snag had caused the problem, but electricians soon rushed and brought the situation under control.
Apart from power cuts, a TMT machine in cardiology department went out-of-order resulting in angry outbursts from patients. 

LF down to 1 candidate in erstwhile bastion Ilambazar

Bolpur, 13 July: With political fortunes  swinging wildly, the Left Front has been  reduced to such a pitiable state in Birbhum that it has been left with a single candidate in the panchayat polls  at its former stronghold Illambazar.
CPI-M’s Mrs Annapurna Mukherjee, the outgoing Sabhadhipat of Birbhum zilla parishad, is the lone Left nominee who will be striving to keep the Left presence alive at Illambazar block when voting takes place there on 22 July.
Illambazar block has 116 gram panchayat seats spread over nine gram panchayats, 25 panchayat samiti seats and two zilla parishad seats.
This time around out of the nine panchayats, the CPI-M could file only 12 nominations form the three gram panchayats of Illambazar, Ghurisa and Joydeb. In the 25 panchayat samiti seats, CPI-M filed three nominations and of the two zilla parishad seats it put up a candidate  for one seat. But later barring the one zilla parishad seat from where the outgoing Sabhadhipati, Ms Mukherjee is in the fray, all other contestants withdrew their nominations.
In the last panchayat polls all the panchayat seats at Illambazar block ~ be it the gram panchayat, panchayat samiti and the zilla parishad  ~ were bagged by the Left. Of them a majority was won by the CPI-M, followed by a substantial chunk that went to the RSP and the Forward Block.
District Left Front leaders accepted that with their organisation rendered very weak, they could not find candidates to contest the rural polls in a large part of Illambazar block, adding that the ruling Trinamul Congress’ terror tactics made matters worse.
"In a large part of Illambazar block our party members could not file nomination as the ruling party was constantly threatening them; in some other localities we could not find candidates who were willing to contest on Left Front’s ticket," said Mr Samir Bhattacharya, a Birbhum district committee member of the CPI-M. "They (TMC cadres) threatened our prospective candidates and a few women candidates were even  physically harassed forcing them to withdraw their nominations," said another CPI-M leader. The Trinamul Illambazar block president, Mr Zafarul Islam, refuted the charges. "Who will contest for the Left? Wherever we are going campaigning, people are blaming the Left for  undertaking no development work in the block in past 10-15 years," he said.

U’khand: Ajay Singh biggest individual donor

BHOPAL, 13 JULY: Madhya Pradesh State Assembly Leader of Opposition, Mr Ajay Singh could, queerly enough, possibly become the biggest individual donor towards the relief and rehabilitation of MP residents who suffered during the recent Uttarakhand tragedy, if a court here directs him to pay the sum of Rs 1 crore demanded as fine and compensation by MP Chief Minister Shivraj Singh Chouhan and his wife Mrs Sadhna Singh in a defamation case filed by them against Mr Singh.
The complaint states that Mr and Mrs Chouhan confirm and undertake that the amount of compensation recovered from Mr Singh would be used in welfare and rehabilitation of the people of MP subjected to the Uttarkhand tragedy.
The plaint-petition was filed under Section 200 of the Criminal Procedure Code (CrPC), 1973 for the offence under Section 499 read with Section 500 of the Indian Penal Code (IPC) in the court of Chief Judicial Magistrate Mr Sanjay Pandey here on Friday.
The CM couple’s lawyer Mr Deepesh Joshi has urged the court to prosecute and punish Mr Ajay Singh with maximum imprisonment according to law and impose a fine of Rs one crore upon him. According to reports, Mr Singh while making corruption accusations against the couple, had reportedly dubbed Mrs Sadhna Singh as a ‘money counting machine’ at a rally at Khargone on 4 June and Sagar on 9 June this year.
It was pointed out in the plaint that while addressing a public meeting during Parivartan Yatra at Sagar, Mr Singh had reportedly said, "Gutkha pouches were being black-marketed in the state and the crores of rupees were being counted on Sadhna Bhabhi’s machine".
Similarly, the complaint states that at another rally at Khargone, Mr Singh had allegedly said, "Chief Minister should reveal the real identity of Sadhna Bhabi." During the same speech, Mr Singh had also allegedly held Mrs Sadhna Singh responsible for the illegal mining in the state and called her a ‘currency counting machine’.
News clippings of different newspapers that reported the event have also been submitted along with the complaint.
The complaint says that the baseless allegations were damaging as they were published in widely circulated dailies.
The court would record the statements of Mr Chouhan and his wife on 30 July. Earlier, the Chief Minister had issued a notice to Mr Singh on 18 June 2013, demanding a public and unconditional apology and withdrawal of the statements.
However, in the reply sent by the Congress leader through his lawyer, he had backtracked from the statements allegedly delivered by him during his public meeting in Sagar. Mr Singh’s lawyer claimed that the Congress leader did not speak out anything in the said meetings, which was mentioned in the
newspaper.

India ready for bilateral investment treaty talks with USA

WASHINGTON, 13 JULY: India is ready for talks with the USA on a bilateral investment treaty (BIT), which would reinvigorate trade ties between the two countries, commerce and industry minister Anand Sharma has said.
“We have said that ‘yes, we are ready for it (Bilateral investment treaty). We are in favour of a bilateral investment agreement,” Mr Sharma told reporters at the conclusion of the Washington-leg of his US tour yesterday.
However, no date has yet been set in this regard, he said.
During his visit, Mr Sharma had met the US Trade Representatives Mike Froman; delivered key note address to the US India Business Council (USIBC) and attended a meeting of the US India CEOs Forum.
“We have given our acceptance,” Mr Sharma said in response to a question during the press interaction.
“We would definitely be in favour of enhancing our economic partnership,” he said.
“We clearly recognise that the economic engagement in both trade and investment, though robust, is well below the potential, given the opportunities that a growing economy like India offers and the opportunities that exists in the largest economy of the USA,” he said.
Mr Sharma said the target of USD 500 billion in bilateral trade by 2020 is doable.
“If we make real effort in five years, we can definitely by 2020 reach there,” he said.
“As of now trade and services put together is about USD 106 billion and fairly balanced and it has the potential to multiply at least four fold,” the commerce minister said.
“We have a road map and we have a structured format of our engagement,” he said, adding that this visit of his, along with that of the Union finance minister P Chidambaram and the Deputy Commissioner of the Planning Commission Montek Singh Ahluwalia, along with other officials has reinvigorated the dialogue between the two countries.
“There was lot of positivity in our exchange and that gives us enough optimism that we will both be taking the desired steps and measure to ensure this partnership not only remains robust but also they are consolidated,” he said.
Responding to questions, Mr Sharma said he and Mr Chidambaram have raised India’s concerns with regard to the immigration bill in their meetings with their counterparts, and also at the India-US CEOs Forum.
“It is the USIBC which first raised it saying professionals working in these companies are providing a range of service and bringing much values to the businesses and it would affect both the companies, not only the Indian IT companies, but also US companies,” he said.
“When it comes to professionals, these are individuals who are providing highly specialised services to help the businesses be competitive and also move up the value chain.
They cannot be categorised as immigrants,” he said, adding that the Indian side raised its concerns. 
“I hope that they have heard us and this will not happen. At least the legitimate concerns would get addressed. When professionals come for a short period of time as per the visa it would be unfair and not correct to categorise them as immigrants,” Mr Sharma said.
He hoped these concerns would get addressed when the final version of the immigration bill comes out.
The India US trade policy forum meeting would be held later this year in New Delhi, said Mr Sharma, adding the dates were being worked out.
On reforms, Mr Sharma said the Indian Government has taken a series of steps with regard to economic reforms including the Cabinet decision to raise the FDI in insurance sector to 49 per cent.
He said the government has also initiated reforms in the banking sector.
Responding to a question on India’s low ranking of doing business,” Mr Sharma said: “Even if it is a perception, we are doing everything possible to correct that. And one of the major steps has been the National Manufacturing Policy which effectively addresses the concerns when it comes to the ease of doing business and mandatory approvals”.
The National Manufacturing Policy, proposes to raise the share of manufacturing in our GDP from below 16 per cent to at least 25 per cent within a decade, creating 100 million skilled jobs.
The principle instrument is the national manufacturing and investment zones which would be stand-alone integrated industrial townships, he said.
“India will eventually become the manufacturing capital of the world,” Mr Sharma said.
India, he said, has put across to the USA its view point with “clarity and sincerity” over the issues raised by the US businesses and lawmakers.
India is far more welcoming of US business than the current perception, he said, adding the government is working to address this perception.
“For the legislative reforms, we have had an unfortunate situation for quite a while, like partisan politics at its worst.
“And the principle opposition party instead of debating or discussing the issues that could be done in healthy or mature democracy, has prevented Parliament from debating any issue, from passing legislation ~ , he said.
The two countries, he said, have agreed to work together to ensure that the December meeting of the World Trade Organisation in Bali is a success.
“We have agreed to put together a work programme. Our chief negotiators and senior officials in Geneva will meet to discuss, so there is a broad consensus around the key issues of trade facilitation and food security,” he said.
“We are for a healthy, positive and balanced outcome. We will work very closely with all our partners to ensure that the outcome is a positive one,” he added. 
 

Legendary actor Pran cremated

MUMBAI, 13 JULY: Legendary actor Pran was cremated at the Shivaji Park electric crematorium here Saturday in the presence of his family and a handful of members from the Hindi film fraternity. He was 93.

Pran, Bollywood’s beloved villain, died at the Lilavati Hospital here late Friday evening, following prolonged illness.

On his last journey, his body was adorned with flowers. It was taken to the crematorium in Dadar west amid heavy rain and traffic here today morning.

The venue was guarded by ample security, even as only a few members from the Hindi movie industry trickled in for the last rites, which were conducted at 12:30 p.m.

Veteran writer Gulzar was among the early attendees, and he was followed by Karan Johar, Shakti Kapoor, Shatrughan Sinha, Anupam Kher, Danny Denzongpa, Raj Babbar, as well as megastar Amitabh Bachchan and writer Salim Khan.

Several stars were expected to pay their last respects to the thespian, but many like Shah Rukh Khan, Priyanka Chopra, Arjun Rampal, Sridevi and Madhuri Dixit chose the social networking route to say their "aakhri salaam".

Pran’s film repertoire included over 400 projects in over six decades of his association with cinema.

He had not been keeping well since the past few months, and he was in and out of the hospital lately.

He is survived by his wife Shukla, sons Arvind and Sunil, and daughter Pinky, as well as his beloved grandchildren.

During his long and prolific career, Pran was marked for his roles as a villain, hero and even a character artist.

On 10 May, he was conferred the coveted Dadasaheb Phalke Award for Lifetime Achievement, the highest honour of Indian film industry, at his home, by union information and broadcasting minister Manish Tewari.
 

Be an Indian Nationalist: Digvijay to Modi

NEW DELHI, 13 JULY: Congress leader Digvijay Singh today assailed Gujarat chief minister Narendra Modi’s remarks describing himself as a ‘Hindu nationalist’, saying “shouldn’t we all be Nationalist Indians” and asked the BJP leader not to ‘divide the nation” on the basis of religion.
A day after Mr Modi’s remarks sparked a political furore, Mr Singh said on Twitter, “Shouldn’t we all be Nationalist Indians rather than Hindu Nationalist or Muslim Nationalist or Sikh Nationalist or Christian Nationalist ?”
In another tweet, he also took a jibe at Sangh Parivar saying, “Don’t divide this Great Nation on basis of religion which Savarkar and Jinnah did. They were the original authors of Two Nation theory.”
Hitting out at fundamentalism in all forms, he said in another tweet that he heard Pakistani teen activist Malala Yousafzai, who survived after being shot by the Taliban for supporting girl’s education, addressing the United Nations.
“What a powerful condemnation of Taliban and all forms Fundamentalism. She has now become an Icon for World Literacy.
"Congratulations to her and let us resolve to fight for all that she stands for! May God give her a long life and the strength she deserves,” the Congress general secretary said hailing the 16-year-old.
The tweets of Mr Singh, a known detractor of the controversial Gujarat chief minister, came close on the heels of Mr Modi’s attempts to defend himself against allegations of inaction during the 2002 riots in Gujarat.
“Even If I am in the back seat of a car and a puppy comes under the wheels, isn’t it painful? It is.
Whether I am a chief minister or not, I am a human being. I will be sad if something bad happens anywhere,” Mr Modi was quoted as saying in an interview.
The Gujarat chief minister said he had done “absolutely the right thing” during the 2002 riots and that his government had used its “full strength” to set things in order. “I am nationalist. I’m patriotic. Nothing is wrong. I am born Hindu. Nothing is wrong. So I’m a Hindu nationalist. So yes, you can say I’m a Hindu nationalist because I’m a born Hindu,” he had said.

Meanwhile, the BJP today attacked Congress for targeting Mr Modi on his “puppy” remarks, saying the ruling party is twisting facts as it is scared of his growing popularity and its move would backfire.
“Congress party and others are scared of Narendra Modi’s popularity, impeccable integrity, record of governance. Therefore, they are in the habit of twisting facts. What he has said, every creature is worshipped in India and anything wrong happens it is a matter of sadness,” BJP Deputy Leader in Rajya Sabha Ravi Shankar Prasad said.

 

Prohibitory orders imposed in Kashmir Valley

SRINAGAR, 13 JULY: Prohibitory orders were today imposed in the city as a precautionary measure ahead of the separatists call for march to Martyrs graveyard.
“Section 144 CrPC has been imposed in Srinagar to maintain law and order in view of the separatists call for march to Martyrs graveyard,” official sources said.
Both the factions of Hurriyat Conference headed by Syed Ali Shah Geelani and Mirwaiz Umar Farooq have called for a strike and march to Martyrs’ graveyard at Naqshband Sahib to pay homage to 22 persons killed in firing by Dogra soldiers on this day in 1931.
The separatist leaders were put under house arrest by police yesterday, the sources said.
Curfew-like situation prevailed in downtown Srinagar as the security forces strictly imposed Section 144 CrPC which bans assembly of four or more persons at any place without prior permission.
Most of the shops and other business establishments across the Kashmir Valley remained closed due to the strike.
Public transport remained off the roads, while few private cars could be seen plying the roads in the uptown city and other major towns of the Valley.
Chief minister Omar Abdullah, his cabinet colleagues, former chief minister Mufti Mohammad Sayeed, and leaders of National Conference and Peoples Democratic Party paid tributes to the martyrs this morning at the graveyard amidst tight security.
More than 22 men were shot dead by the soldiers of Kashmirs Dogra ruler on 13 July, 1931, after the people of Kashmir rose against the rule of the Maharaja and demanded their rights.
 

One dead, 31 injured as Typhoon Soulik hits Taiwan

TAIPEI, 13 JULY: Typhoon Soulik battered Taiwan with torrential rain and powerful winds today that left one person dead and at least 30 people injured.
As daylight dawned, some areas were submerged by flood waters, roofs were ripped from homes, and debris and fallen trees littered the streets.
More heavy rain and strong winds are predicted throughout Saturday with the authorities warning of landslides and further flooding.
More than 8,000 people were evacuated from their homes before the typhoon hit, many from southern areas prone to landslides.
Soldiers have been deployed to high risk areas and the whole island declared an “alert zone” by the authorities.
In the capital Taipei, a 50-year-old police officer died after being hit by bricks that came loose during the typhoon, the Central Emergency Operation Centre said.
Three people were left seriously injured with 31 reported hurt in four cities in northeast Taiwan, most of them hit by trees or flying debris.
Soulik made landfall on the northeast coast around 03:00 a.m. Saturday (2000 GMT Friday), packing winds of up to 190 kilometres an hour, the Central Weather Bureau said.
“We expect Soulik to continue to affect Taiwan with heavy rains and strong winds throughout Saturday across Taiwan even though it is moving away and heading towards China,” a weather forecaster from the bureau told AFP.
Nine people had to be rescued from homes in the Shiangshan area of Puli in central Nantou county where flood waters rose one-storey high, according to Wu Yuan-ming, a township official.
“They had to be rescued by firefighters in rubber boats after the river broke its banks. Roads are flooded and mud has been washed into homes ~ this is more serious than we predicted as there has never been any flooding in Shiangshan before.
“Also an earthquake last month probably loosened the ground and triggered the mudslides,” said Mr Wu.
TV footage showed waist-deep yellow water flowing through the streets of the town of Wufeng, also in Nantou.
The town of Bailan in the north saw the heaviest rain, measuring 900 millimetres over the past two days, with winds gusting up to 220 kilometres per hour.
Streets were submerged under 30 centimetres of seawater in the port city of Keelung, the National Fire Agency said, with flooding also reported in the coastal area of Yilan and in New Taipei City, northwest of the capital.
Low-lying houses along the Hsintien River through greater Taipei were flooded, including one village where residents had been evacuated yesterday, a local police officer said.
 

Norms on tobacco ads being flouted

The norms set by the government on advertising tobacco products are being openly flouted by tobacco retailers, according to a survey conducted by an NGO, Voluntary Health Association of India (VHAI), in June.
 The survey, which covered around 50 to 55 retail outlets in various locations in Delhi, found the size of the advertising boards is much larger than the prescribed size which is 60 centimetres by 45 centimetres. Also, there is no health warning on the boards, the boards are back lit or illuminated, the display boards instead of listing the type of tobacco products available, in violation of the rules, display brand pack shots, brand names of the tobacco product and promotional message and pictures and the monthly rental of Rs 1000-5000 being given to retailers by the tobacco companies for display of the advertisements.
 Section 5 (3) of  the Cigarette and Other Tobacco Product Act (COTPA) prohibits promotion of brand names and trademarks of any tobacco product. The Act prohibits all forms of direct or indirect advertisement of tobacco products.
Shopkeepers can only display a board which should be 45 x 60 cm and not display the name of any tobacco brand. They can display the type of tobacco products like cigarette or khaini available at the shop but not carry any photographs of the brands. Also, 25 per cent of the board should carry a health warning against tobacco consumption. The board should not be illuminated and have a white background with the text in black.
 "Despite the regulations, tobacco advertising, promotion and sponsorship is rampant and youth-centric. There is an urgent need to strengthen the existing provisions of COTPA and a multi-sectoral and inter-governmental synergy to effectively implement a complete ban," said Bhavna Mukhopadhyay, executive director, VHAI.
  According to World Health Organisation (WHO), the tobacco industry spends billions annually in advertising, promotion and sponsorship. In India, the tobacco industry usually adopts ‘surrogate advertising’ in which they promote other products to drill the brand name into the consumer.

Mumbai cops, informers get life term in Ramnarayan case

For the first time in the history of Mumbai police, 13 cops of varying ranks and eight others ~ their informers ~ were today summarily convicted and sentenced to life imprisonment in the controversial Ramnarayan Gupta encounter-murder case.
The sessions judge Mr VD Jadwar in his much-awaited verdict confirmed that the encounter that took place in Versova on 11 November 2006 was, indeed, a cold blooded murder as was reported by the Bombay High Court-appointed Special Investigation Team
in 2010.
Senior inspector Pradeep Suryavanshi and his two colleauges Tanaji Desai and Dilip Palande were found guilty of conspiracy under section 120(B) of the Indian Penal Code. Others have been sentenced on proved charges of murder under section 302 of the IPC (murder) and kidnapping.
Ramnarayan Gupta or Lakhanbhaiyya, a known gangster of Chota Rajan mafia, was wanted in over a dozen serious offences including murder. He was picked up by the Mumbai cops from his Navi Mumbai home and brought to Versova. He was gunned down in a staged encounter. The sessions judge, however, did not agree with the prosecutor Ms Vidya Kasale that the case should be viewed as "the rarest of rare" inviting the death sentence.
The case had a curious twist in the early days when one of the eyewitnesses Anil Bheda who also lived in Navi Mumbai and had been a close accomplice of Lakhanbhaiyya had gone missing ahead of his deposition in the court. His decomposed body was found three weeks after his abduction. A key witness was eliminated.
All cops, led by senior PI Suryavanshi, argued that the court should tell them how to deal with an offender who fired at them to kill.
They also said they have been following instructions of their superiors but did not name any senior officer.

Stay on HS books to continue

Over seven lakh students of Class XI of the West Bengal Council of Higher Secondary Education will have to continue to attend classes without eight of their language text books as the 9 July interim order of  Calcutta High Court directing the state government to stop sale, publication and tender process of the text books will continue.
Mr Justice Sanjib Banerjee, who had earlier passed the interim order, today held that the stay would continue, when state advocate general, Bimal Chatterjee sought time from the court during the day. 
Punascha Publications had moved court challenging  the WBCHSE ‘s decision to award the tender of publishing these books to a party offering lower rate of royalty than its own offer. The council had floated a tender for the purchase of these books in which Punascha Publications, Orient Black Swan and others participated.
A meeting was held at the chamber of the advocate general during the day and it was attended by all the parties concerned with the matter. An earlier meeting attended by advocate general and other parties hadn’t yielded any result. The new session has begun from 24 June and the students are forced to attend the language classes without the text books. The council has scrapped the old syllabus and introduce a new one according to which the texts have been prepared.
For the past couple of weeks students and their guardians had been moving from one book shop to another anxiously inquiring about when the new text books would be available.

Heritage City status: Intach dossier now with DTTDC

Indian National Trust for Art and Cultural Heritage (INTACH) has submitted the final dossier for Delhi’s pitch for world heritage city status to Delhi Tourism and Transport Development Corporation which will soon approach the Archeological Survey of India for final scrutiny. The ASI will then submit it to UNESCO on February 1, 2014.
The area proposed for nomination consists of Shahjahanabad, built as the new capital of the Mughal Empire for Emperor Shahjahan in the mid-17th century (1638-1648) and New Delhi, the new British colonial capital, (1912-31) designed by Sir Edward Lutyens and built adjacent to the Mughal city. "It reflects on a grand scale the fusion of the two dominant themes of early twentieth century city," said a senior official, INTACH. The dossier in its main report and annexures highlight the novel existence, religion and culture of Delhi. "We have completed the dossier which  includes the tombs, traditional residences, mosques and wild life and the exquisite spots of the city and submitted it to DTTDC which will now be further processed by ASI and possibly the culture ministry before submitting to UNESCO,” said the official. The dossier will undergo several months of scrutiny by the committee.
