A state level leader of ruling RJD and two others were arrested with 16 bottles of liquor in Purnea district of Bihar where total prohibition was imposed last year, police said on Saturday.

Police searched a car carrying RJD's state Panchayati Raj unit Vice-President Renu Yadav and two others and seized 16 bottles of liquor from it on Friday night, Subdivisional Police Officer (Dhamdaha) S K Fakri said.

The others arrested with woman RJD leader were identified as Ajit Kumar Yadav and Shyam Kumar, both residents of Rambagh locality of Purnea district.

On questioning, it came to light that the bottles of liquor were brought from neighbouring West Bengal's Dalkhola and was meant to be taken to Madhepura district of Bihar, the SDPO said.

In the wake of complete ban on liquor in Bihar, police have been conducting search across the state particularly on entry point from neighbouring states of West Bengal, Jharkhand, Uttar Pradesh and also Nepal.

Pakistan mulls to open Afghan Taliban office in Islamabad

New Delhi is disturbed over reports suggesting that Pakistan was mulling over allowing the Afghan Taliban to set up a ‘political office’ in Islamabad.

‘’We are verifying these reports but if they are true, they confirm what India has been saying for years that Pakistan is in league with the Afghan Taliban,’’ a source said.

"Any such move would only worsen the situation in Afghanistan at a time when the international community was doing its best to help Afghanistan stand on its own feet", the source added.

Afghan Taliban already has an overseas office in the Qatari capital of Doha with an official address and authorised representatives for peace talks. However, the Doha office is seen as an entity with no ‘political legitimacy’.

It is learnt that the proposal to have the Afghan Taliban office in Islamabad came up for discussion at the tripartite meeting on Afghanistan between Pakistan, Russia and China in Moscow in December, 2016. Kabul had taken strong exception to those tripartite talks, saying any meeting on Afghanistan without the presence of any representative from the embattled nation would be an exercise in futility.

At the Moscow meeting, the three countries had not only discussed the proposal to allow the Afghan Taliban to open an office in Islamabad but also agreed to get individuals connected with the outfit delisted from the UN sanctions committee list.

New Delhi has clearly perceptible differences with even Russia, its staunch ally, over the situation in Afghanistan. It has expressed its vehement opposition to involving the Afghan Taliban in any peace talks until it eschews violence and reaffirms its faith in the Afghan Constitution.

New Delhi made its position clear in this regard even at the six-nation meeting on Afghanistan hosted by Moscow last month at which Pakistan, Iran, Afghanistan, China, India and Russia were present.

The peace process between the Afghan government and the Taliban has also floundered due to a sharp increase in violence in the trouble-torn nation in recent weeks.

Recent border clashes between Afghanistan and Pakistan have only aggravated the situation.

According to reports, Dutt was asked to choose a word to describe Salman during the game and he said "arrogant".

Veteran Xavi Prieto scored a brace as Real Sociedad defeated Real Betis 3-2 here to overtake Atletico Madrid for fourth place in La Liga football championship, though the capital club has a game in hand.

The attacking midfielder scored the second and third goal for Sociedad on Friday, while the other goal came from Jon Bautista as they climbed to 48 points from 26 games, two points ahead of Atletico, reports Efe.

The outcome leaves Betis in the14th place, with 27 points from 25 matches.

Betis, coming off a victory on Tuesday over Malaga, mustered plenty of effort and enthusiasm in what was ultimately an unsuccessful bid to win two in a row for the first time this season.

The visitors were without strikers William Jose — injured — and Juanmi, who was serving a suspension after picking up two yellow cards against Eibar earlier this week.

One of the gaps in the line-up was filled by B squad forward Jon Bautista, who put Sociedad ahead 1-0 just nine minutes into his first La Liga appearance as a starter.

GST to be implement by July 1: Arun Jaitley

Revealing the final date of Goods and Services Tax (GST) implementation, Union Finance Minister Arun Jaitley on Saturday said the Bill is on track and it will be implemented by July 1.

“GST Council has cleared the final draft of Central Goods and Services Tax (C-GST) and Integrated Goods and Service Tax (I-GST) law,” Jaitley said, adding “It will be implemented by July 1”.

“Approval of draft of state-GST (S-GST) which is to be cleared by state assemblies is on the anvil,” Jaitley said.

“UT-GST along with SGST will be on lines of CGST law; GST Council to consider them at March 16 meeting,” he added.

Meanwhile, talking about passing the Bill in Parliament, Jaitley said, “C-GST, I-GST and UT-GST law will be taken to Parliament in the second half of Budget Session beginning March 9”.

However, Jaitley added that the “cap rate will be kept at a higher rate and applied rate will be 5, 12, 18, 28 per cent”.

The Rio 2016 organising committee has denied claims that it relied on bribes to secure the Olympic Games hosting rights.

A report in France's Le Monde newspaper on Friday claimed that Brazilian businessman Arthur Cesar de Menezes Soares Filho paid $1.5 million to Papa Massata Diack, the son of then-president of the International Association of Athletics Federations (IAAF), Lamine Diack, three days before the 2009 vote on the 2016 Games host city, reports Xinhua news agency.

The newspaper also alleged that Papa Massata Diack paid around $300,000 to IOC member Frankie Fredericks before the vote. Fredericks has denied any wrongdoing.

An IOC spokesperson said on Friday that its commission is probing the claims.

Rio 2016 communications director Mario Andrada said Rio won the Olympic hosting rights in a transparent vote.

"Rio's victory was very clear," Andrada said. "The French investigation concerns six members of the IOC and six members would not have changed the result at all. The vote was clean."

Madrid won the initial ballot but Rio was declared the winner by a 34-vote margin in a third-round poll of IOC delegates.

Fredericks said he received the cash in question for work to promote athletics in Africa.

"The payment has nothing whatsoever to do with the Olympic Games," said Fredericks, now an IAAF council member.

"I was not an IAAF board member at the time and did not breach any regulation or rule of ethics," he told Le Monde.

"I spoke ten times about this, you know my opinion. I cannot answer at every press conference about Aguero, He is so happy, so are we," said Gaurdiola at a press conference on Friday ahead of Sunday's English Premier League (EPL) match against bottom side Sunderland, reports Xinhua news agency.

Aguero said on Thursday that the club is yet to speak to him about where his future lies, saying, "It is one thing for the club to say it and another to tell me."

"I always said in June it will be seen," he said. "The club can say what it wants but in June they will have to meet with me.

"My intention is to stay but it is a long way away. I have three months to give my best and hopefully we can achieve some title."

The 28-year-old has been dropped several times this season.

Injured Afridi out of PSL final against Gladiators

Pakistan Super League (PSL) finalists Peshawar Zalmi will miss the services of flamboyant all-rounder Shahid Afridi, who on Saturday ruled himself out with a finger injury for Sunday's final against Quetta Gladiators at the Gaddafi Stadium here.

Afridi had on Friday left the field in the 11th over after splitting the webbing on his right hand while attempting an improbable catch from West Indian big-hitter Keiron Pollard, during the third playoff against Karachi Kings at the Dubai International Stadium. Peshawar, however, won the match by 24 runs to reach the final.

The cut required stitches and the 37-year-old has been advised 10 days of rest.

"After (the 2016) World T20, it was a big challenge for me to perform for my fans. They couldn't see me performing (to the level) which they were expecting. So I hope you have enjoyed whatever I gave in PSL, because whatever the cricket left in me is for you only," Afridi said in a video message.

"My wish was to play the PSL final in Lahore but sorry, I wont be able to play because doctor gave me a 10-day rest order. It was my big wish that I could play in front of my own people in Lahore but sorry, not possible because of his this," he added.

The swashbuckling right-hander had also announced his retirement from international cricket during the tournament. 

In 10 matches of this edition of the PSL, Afridi had scored 177 runs and taken two wickets with an economy rate of 6.75.

UK could quit EU without paying a penny, say Lords

Britain could walk away from the European Union in 2019 without paying a penny, the House of Lords has said in a report bound to raise tensions with Brussels in the run-up to Brexit talks.

The European Commission has threatened to force Britain to make payments worth 52 billion pounds ($64 billion) over four years after leaving as part of a "hefty" exit bill, the Guardian reported.

But House of Lords EU Financial Affairs Sub-Committee said in a report published on Saturday that "under international law, Britain will not be legally obliged to contribute to the EU budget if an agreement is not reached at the end of Article 50 negotiations".

The peers stress, however, that if the government wants goodwill from EU countries and a deal on access to European markets, agreement on the budget will be important.

"The UK appears to have a strong legal position in respect of the EU budget post-Brexit and this provides important context to the Article 50 negotiations," said Lady Falkner of Margravine, the Liberal Democrat peer who chairs the sub-committee.

"Even though we consider that the UK will not be legally obliged to pay into the EU budget after Brexit, the issue will be a prominent factor in withdrawal negotiations. The government will have to set the financial and political costs of making such payments against potential gains from other elements of the negotiations."

Ingeborg Grässle, a German centre-right MEP who chairs the European Parliament's budget control committee, said she was astonished at the "really disappointing" conclusions. 

Grässle described their conclusion as "putting the knife on the table" and said, if taken, the approach would damage Britain's Brexit negotiations.

The peers' argument will be toxic to the EU's chief Brexit negotiator, Michel Barnier, whose staff drew up the mooted bill ranging from 47 billion pounds to 52 billion pounds ($58 billion to $64 billion), according to the Guardian. 

This covers Britain's share of EU civil staff pensions, unpaid bills and decommissioning nuclear power plants.

The report is likely to cause alarm among the 2,900 British nationals who work or are retired from the EU institutions and fear their futures, including pensions, will become a political football.

The Brexit secretary, David Davis, has hinted that Britain may pay into the EU budget to get single market access, but large payments would be a political problem for the Conservative government. 

Setting out her Brexit vision last month, Theresa May said: "The days of Britain making vast contributions to the European Union every year will end."

Industrial oils surge in listless trade

Castorseeds bold and castoroil commercial surged further in an otherwise listless Vashi oils and oilseeds wholesale market here today due to consistent demand from shippers and soap manufacturing units.

While groundnut oil, refined palmolein and linseed oil ruled stable in the absence of any worthwhile buying.

In the non-edible segment, castorseeds bold jumped by Rs 55 per 100 kg to Rs 4,165 from Friday's closing level of Rs 4,110 and castoroil commercial rose by Rs 11 per 10 kg to Rs 863 as against Rs 852 previously.

Linseedoil closed unchanged at Rs 850 per 10 kg.

Moving to edible-section, groundnut oil and refined palmolein closed unaltered at Rs 980 and Rs 580 per 10 kg, respectively.
