Prime Minister Narendra Modi will be on a day-long visit to Union Territory of Dadra and Nagar Haveli on April 17 during which he will address a public rally and inaugurate development works.

Modi will lay foundation stone of some projects and distribute assistance to beneficiaries of government welfare schemes, the Administration of UT of Dadra and Nagar Haveli said in a release on Saturday.

On the occasion, around 21,000 beneficiaries will receive help kits under different schemes, said Daman and Diu Publicity Secretary Vikram Singh Malik.

The beneficiaries will include those covered under the Pradhan Mantri Ujjwala Yojana and Aawas Yojana, among others.

Also, appointment letters will be given to youths who were provided jobs during a `Rozgar Mela' organised recently and title deeds will be distributed to tribals under the Forest Rights Act, 2006, Malik said.

The rally will be held at Lions English School in Silvassa in the afternoon.

Modi is scheduled to arrive at Surat in South Gujarat on April 16 evening.

His programmes the next day also include inauguration of a Rs 400-crore hospital in Surat run by a welfare trust, a cattle feed plant and an ice-cream facility of Surat District Co-operative Milk Producers Union at Bajipura village in Tapi district.

The PM will inaugurate phase-1 of an irrigation project at Botad in Saurashtra, and also the lay foundation stone for phase-2 of the scheme.

This is Modi's second visit to his home state this year. On March 8, he addressed a convention of women sarpanch at Gandhinagar.

China, Norway resume free-trade talks after diplomatic freeze

PTI | Beijing |

China and Norway have signed a pact to resume free-trade negotiations, signaling a restoration of diplomatic ties six years after Beijing froze relations with Oslo over the awarding of the Nobel Peace Prize to an imprisoned Chinese dissident.

Chinese Premier Li Keqiang and Norwegian Prime Minister Erna Solberg on Friday held talks and witnessed the signing of cooperation documents ranging from the resumption of a free trade agreement negotiations, and science and technology, to sports and health.

Solberg's visit is the first by a Norwegian Prime Minister since bilateral ties deteriorated after the Oslo-based Nobel Committee conferred the 2010 Nobel Peace Prize on convicted Liu Xiaobo who campaigned for civil rights.

Liu, 63, a literary critic, writer, professor and human rights activist, had called for political reforms and the end of the one-party rule of the Communist Party of China (CPC).

China calls him a criminal. He was sentenced to 11 years in jail on December 25, 2009, after a court in Beijing convicted him of engaging in activities designed to overthrow the government and continued to languish in prison.

Till 2012, Nobel Prize was viewed with contempt by China and its official media as it was awarded to the Dalai Lama for his peaceful struggle for the betterment of Tibetans and to Liu.

However, Beijing welcomed Nobel Prize for literature to Chinese writer Mo Yan in 2012, saying that Mo's "victory reflects the prosperity and progress of Chinese literature, as well as the increasing influence of China".

China and Norway agreed to normalise relations in December after Oslo pledged to respect China's sovereignty and territorial integrity, state-run Xinhua news agency reported.

Receiving Solberg at the Great Hall of the People yesterday, Li said that China-Norway relations had got back on track, which deserved to be treasured by both sides.

Li called on Norway to adhere to the one-China principle and work with China in the spirit of mutual respect, treat each other on an equal footing, and respect each other's core interests and major concerns to enhance political trust to reboot the relationship.

"China is willing to restart free trade agreement negotiation and political consultation mechanisms with Norway, establish an inter-governmental energy policy dialogue and increase the exchanges between the business community," Li said.

Li said China and Norway could strengthen cooperation in energy and marine projects to explore third markets, enhancing exchanges in various fields including agriculture, fishery, husbandry, science and innovation, and law enforcement.

"China is pushing forward a new round of opening-up to make the country the most attractive investment destination.

China welcomes Norwegian enterprises and sovereign wealth funds to expand investment in China for win-win outcomes," he said.

Solberg said Norway would follow the guideline of a joint statement on the normalisation of bilateral ties, uphold the one-China policy, respect China's core interests and major concerns, and enhance political trust with China.

Solberg said Norway hoped for the early resumption of bilateral free trade agreement negotiations and would expand cooperation in areas like agriculture, fishery, environmental protection, finance, investment and winter sports.

"Norway supports China to play an active role in the Arctic Council," Solberg added.

Five stray dogs kill Kerala man

IANS | Thiruvananthapuram |

An 85 year-old-man was killed by stray dogs here, according to an eyewitness.

Kunjikrishnan's body was found late Friday night in an open field surrounded by about five dogs.

Eyewitness Sreekantan told the media on Saturday: "When I reached the field, I saw the dogs feeding on the man. His ear, face and right hand were bitten off."

Blood was found 10 metres from the field.

A police officer said that the victim had gone out for a haircut around 3 p.m and family members were worried when he did not return.

"He was brought dead to the hospital," the officer added.

Last year, two similar incidents were reported in Thiruvananthapuram district involving an aged man and a woman.

Canines can adopt humans perspective to find food

IANS | London |

Dogs — known as the man's best friend — are also capable of adopting human perspective to correctly interpret cues and find food that they cannot see themselves, research has revealed.

The findings showed that by adopting the position of a human or seeing things from their owner's point of view and following their gaze, dogs can identify whether a human has an eye on a food source and, therefore, know where the food has been hidden.

"The ability to interpret our behaviour and anticipate our intentions, which has obviously developed through a combination of domestication and individual experience, seems to have supported the ability to adopt our perspective," said led investigator Ludwig Huber from the University of Veterinary Medicine Vienna.

Within the first four or five years of life human beings develop the ability to understand and interpret mental states such as emotions, needs and intentions of their fellow-being and react accordingly, while it is usually denied in animals.

In the study, published in the journal Animal Cognition, researchers developed a new 'Guesser looking away' test, which gave clear evidence of dogs being able to adopt human perspective and take advantage of it.

In the experiment, a person in the middle hides the food and the potential informants were kneeing left and right of this hider.

"To get the food, the dogs have to understand who knows the hiding place (Knower) and who does not and can, therefore, only guess (Guesser).

"They must identify the informant they can rely on if they have to decide for one food container," Huber noted.

In nearly 70 per cent of the cases the dogs chose the container indicated by the Knower.

Being able to adopt the perspective of a human does, however, not require the ability to understand intentions or wishes.

"But the study showed that dogs can find out what humans or conspecifics can or cannot see.

"By adopting the positions of humans and following their gazes geometrically, they find out what humans see and,
therefore, know — and consequently whom they can trust or not," Huber said.

PAC report slams poor implementation of Child Marriage Act

PTI | Mumbai |

The poor implementation of the Child Marriage Prevention Act, 2006 across Maharashtra has invited criticism from the Public Accounts Committee, whose report was tabled in the State Assembly here.

According to the PAC report, even though the act came into force in 2007, the rules were notified in September 2008.

Also, Child Marriage Prevention Officers (CMPO) in rural areas were appointed after six years. Even though 45.20 per cent population is urban in the state, till 2014 CMPOs were not appointed.

As per the Act, the state government should have issued notification granting powers of the police officers to the CMPOs. But, till September 2014, such notification was not issued, it said.

CMPOs are appointed to stop child marriages, create awareness against the custom, counselling and assist the government in legal cases on child marriages, the report tabled in the House yesterday added.

As per the information provided by Additional Director Adolescent Reproductive Sexual Health (ARSH), there were 378 and 627 married girls under the age of 10 and 14 respectively.

Similarly, under this central government programme, there were 11,389 married girls in the age group of 15 and 11,839 married girls in the age group of 19.

However, the state government records say between 2010-13, there were only 45 cases of child marriage.

Rajnath Singh to inaugurate ‘Bharat ke Veer’ web portal

IANS | New Delhi |

Home Minister Rajnath Singh will launch a "Bharat ke Veer" web portal and mobile application that will enable donors to contribute towards the families of soldiers who lost their lives in the line on duty, an official statement said on Saturday.

Minister of State for Home Affairs Kiren Rijiju and actor Akshay Kumar will also participate in the function on Sunday.

"The donated amount will be credited to the account of 'Next of Kin' of those Central Armed Police Force/Central Para Military Force soldiers and this domain also allows anyone to financially support the bravehearts of his/her choice or towards the 'Bharat Ke Veer' corpus," a Home Ministry statement said.

"This website is technically supported by National Informatics Centre (NIC) and powered by State Bank of India. To ensure maximum coverage, a cap of 15 lakh rupees is imposed and the donors would be alerted if the amount exceeds, so that they can choose to divert part of the donation to another account."

It added that "Bharat Ke Veer" would be managed by a committee made up of eminent persons of repute and senior government officials, who would decide to disburse the fund equitably.

Are only BJP and RSS members Indians: Chidambaram on black row

IANS | New Delhi |

Are only BJP and RSS members Indians, Congress leader P Chidambaram asked on Saturday as he slammed former BJP MP Tarun Vijay's remarks over the colour of south Indians.

"When Tarun Vijay said 'we live with blacks', I ask him who is 'we'? Was he referring to BJP/RSS members as the only Indians?" the former Home Minister tweeted.

Saying that attacks on Africans in India had nothing to do with racism, Tarun Vijay told Al Jazeera: "If we were racist, why would we have all the entire south… why do we live with them if we are racist. We have black people around us."

Later he apologized. "Feel bad, really feel sorry. My apologies to those who feel (what) I said was different than what I meant."

Printed transistors from 2D materials may lead to smart packaging

IANS | London |

Imagine a milk carton sending you an alert on smartphone when its content is about to go out-of-date. This could soon be possible, thanks to the researchers who have fabricated for the first time printed transistors consisting entirely of two-dimensional nano-materials.

The team used standard printing techniques to combine graphene nano-sheets as the electrodes with two other nanomaterials, tungsten diselenide and boron nitride as the channel and separator (two important parts of a transistor) to form an all-printed, all-nano-sheet, working transistor.

This study, published in the journal Science, opens the path for industry, such as ICT and pharmaceutical, to cheaply print a host of electronic devices from solar cells to LEDs with applications from interactive smart food and drug labels to next-generation banknote security and e-passports, the researchers said.

The research could thus unlock the potential for applications such as food packaging that displays a digital countdown to warn you of spoiling, wine labels that alert you when your white wine is at its optimum temperature, or even a window pane that shows the day's forecast.

"In the future, printed devices will be incorporated into even the most mundane objects such as labels, posters and packaging," said lead researcher Jonathan Coleman, an investigator in AMBER, the materials science research centre hosted in Trinity College, Dublin, Ireland.

"Printed electronic circuitry (constructed from the devices we have created) will allow consumer products to gather, process, display and transmit information: for example, milk cartons could send messages to your phone warning that the milk is about to go out-of-date," Coleman added.

These 2D materials combine electronic properties with the potential for low-cost production.

"We believe that 2D nano-materials can compete with the materials currently used for printed electronics. Compared to other materials employed in this field, our 2D nano-materials have the capability to yield more cost effective and higher performance printed devices," Coleman said.

The research shows that conducting, semiconducting and insulating 2D nano-materials can be combined together in complex devices.

"We felt that it was critically important to focus on printing transistors as they are the electric switches at the heart of modern computing. We believe this work opens the way to print a whole host of devices solely from 2D nano-sheets," Coleman said.

Being an alpha is sometimes a pain in the butt: Vin Diesel

PTI | London |

Hollywood action star Vin Diesel says he and his "Fate of the Furious" co-star Dwayne Johnson are close and their feud was blown out of proportion.

Although there have been reports that Vin, 49, and Johnson – are bitter enemies off-screen, the former says they share a mutual respect, reported USA Today.

"I don't think the world really knows how close we are, in a weird way. I think some things may be blown out of proportion. I don't think that was his intention. I know he appreciates how much I work this franchise. In my house, he's Uncle Dwayne," Vin says.

"I protect the franchise. I protect everybody including Dwayne. I protected Dwayne more than he'll ever know. And it doesn't matter. He doesn't have to know. But he appreciates it.

He knows it. Dwayne has only got one Vin in his life. Dwayne Johnson only has one big brother in this film world and that's me."

Vin admits the pair have had their differences in the past but insists that they always work things out.

"Always, always, always. I'm always rooting for Dwayne.

I'm the first multicultural megastar in Hollywood. They didn't exist. To see another multicultural star come up is something I am very proud of. I'm always rooting Dwayne on.

"It's not always easy being an alpha. And it's two alphas.

Being an alpha is sometimes a pain in the butt."

Allegations of a feud between The Rock, 44, and Vin first emerged last year after the former wrestler took to social media to slam some unnamed "Fast and Furious" franchise co-stars.

In his rant, The Rock praised his female co-stars in the film, Charlize Theron, Jordana Brewster and Michelle Rodriguez, but admitted it was a "different story" working with the guys.

Suspected driver of Stockholm truck attack arrested

IANS | Stockholm |

A man arrested after a stolen truck ploughed into pedestrians on a busy Stockholm street is being held on suspicion of terror offences and is likely to be the driver of the truck, authorities said on Saturday.

The attack on Friday in the heart of Sweden's capital left four people dead and at least 15 injured.

The man, arrested in the north of the city, has not been named but Swedish media said he was from Uzbekistan, reported BBC.

"It is likely that it is the driver of the van that has been arrested," police spokesman Mats Eriksson said.

"This however does not exclude the possibility of there being more arrests that will follow," he said.

A bag of undetonated explosives was found inside the stolen truck, Sweden's public broadcaster SVT reported, citing multiple police sources.

The explosives were in the form of a homemade bomb in a bag, but did not properly detonate.

The attacker apparently suffered burns of some kind caused by the explosives, said the report.

However, the police said they were unable to confirm local television reports of explosives being found inside the truck.

The Swedish Security Service said the attack happened just before 3 p.m. on Friday.

The truck crashed into the front of Ahlens department store on Drottninggatan (Queen Street), one of the city's main pedestrian thoroughfares.

People were seen fleeing the area in panic after what appeared to be the latest use of a vehicle as a weapon of terror in Europe.

Witnesses described horrifying scenes outside the store as bodies and injured people lay on the ground.

Swedish Prime Minister Stefan Lofven called the incident a terrorist attack, with borders tightened at his request.

The street remained cordoned off on Saturday morning and the truck had been removed overnight from the building where it was wedged. Heavily armed officers guarded the area.

The suspect was detained on Friday evening after police released a grainy security camera image of a person of interest dressed in a hooded jacket.

A second arrest was reportedly made later.

Sweden's Deputy Prime Minister Isabella Lovin and Education Minister Gustaf Fridolin paid tribute to the victims of the attack as they left flowers at the scene.

"This is unfortunately something we are seeing in many countries in the world, but we have to stand up for our open society," Lovin told reporters.

Clinton chides Trump on Syrian refugee ban after strike

IANS | Washington |

Former presidential candidate Hillary Clinton has chided President Donald Trump for firing 59 Tomahawk missiles on Syria as he attempts to bar refugees from entering the US.

Clinton on Friday urged the administration to "recognize that we cannot in one breath speak of protecting Syrian babies and in the next close America's doors to them".

It came as the US on Thursday night struck the Shairat airbase in a response to the chemical weapons attack that killed dozens of civilians in Idlib province.

Clinton during her tenure as the Secretary of State under former President Barack Obama — and during the presidential campaign — advocated more aggressive action to deter Syrian leader Bashar al-Assad, CBS News reported.

Hours before the strike, Clinton on Thursday said US should implement a no-fly zone.

"As I said yesterday (Thursday) it is essential that the world does more to deter Assad from committing future murderous atrocities," Clinton said at a luncheon in Houston.

"But the action taken last night needs to be followed by a broader strategy to end Syria's civil war and to eliminate the IS strongholds on both sides of the border so I hope this administration will move forward in a way that is both strategic and consistent with our values."

She said Trump's reasoning for the airstrikes conflicted with the ban on refugees from six Muslim-majority countries.

Trump has signed an executive order to temporarily ban immigrants from Syria, Iran, Yemen, Somalia, Sudan and Libya from entering the US, but a federal judge has blocked part of such order.

The Democrat did not name Trump but concluded that the strike serve as a reminder that "politics matter enormously".

She said Trump's reasoning for the airstrikes conflicted with the ban on refugees from six Muslim-majority countries.

Mark Hamill, Carrie Fisher to be named Disney Legend

PTI | London |

Star Wars icons Mark Hamill and late Carrie Fisher, along with Stan Lee, Oprah Winfrey and Gary Marshall are set to be honoured with the Disney legends Award this year.

The two Star Wars actors are to be recognised by the company for their roles as siblings Luke Skywalker and Princess Leia respectively in the sci-fi saga which began in 1977 and which Disney purchased the rights of from George Lucas in 2012 when he sold Lucasfilm to Disney in 2012.

The ceremony will be hosted by Disney Chairman and CEO Bob Iger on Friday July 14, according to Walt Disney Company website.

Iger insists Hamill and Fisher – who tragically passed away in December 2016 at the age of 60 – are more than deserving of the accolade.

"The Disney Legends Award is the highest honor our company can bestow on an individual, reserved for those few who have truly made an indelible mark on the history of The Walt Disney Company.

"It's a celebration of talent, a recognition of achievement, and an expression of gratitude to the men and women whose work has significantly contributed to Disney's enduring reputation for creative excellence … We couldn't be more excited for these amazing artists to join past Disney Legends such as Julie Andrews, Alan Menken, Robin Williams and George Lucas to name a few."

Other recipients of the honour this year include Marshall, Clyde 'Gerry' Geronimi, Wayne Jackson, Julie Taymor and Manuel Gonzales.

Each winner will be presented with a bronze statuette and will have their handprints immortalised in bronze for display at the company's studio lot in Burbank, California.

Fisher will make her last appearance as Leia in the upcoming "Star Wars: The Last Jedi", which will also see Hamill, 65, back as Jedi Knight Luke.

Augusta Masters: Garcia, Pieters, Hoffman, Fowler share lead

Garcia, who continues to search for an elusive first major title, fired a three-under 69.

IANS |

Spain's Sergio Garcia, Belgium's Thomas Pieters and Americans Charley Hoffman and Rickie Fowler shared the top spot after the second round of the The Masters golf championship here on Friday.

Garcia, who continues to search for an elusive first major title, fired a three-under 69 to move to a four-under 140 total. Hoffman (three-over 75), Pieters (68) and Fowler (67) made it a four-way tie at the top.

Fowler came out with the best round of the day, mixing an eagle (on the par-five second hole), four birdies and a bogey.

William McGirt of the United States (73) was two shots back at the fifth spot, while Fred Couples (70), Justin Rose (72), Ryan Moore (69) and Jon Rahm (70) shared the sixth position after 36 holes.

Garcia, who earned the nickname El Niño when he burst on the scene as a teenager, told Efe that the Augusta National Golf Club was now a special place for him as a 37-year-old Tour veteran.

"I have very nice and special memories because of the people I've played with, for what Severiano (Ballesteros) meant to me and to world golf," he said in reference to his late countryman, who won two green jackets in the early 1980s.

Garcia, who is making his 19th appearance at The Masters, has come close to winning a major championship, having finished in a tie for fourth at Augusta in 2004, a tie for third at the US Open in 2005, and second at both the British Open (2007 and 2014) and the PGA Championship (1999 and 2008).

On Friday, he birdied the first three holes and also finished strong with birdies on the 16th and 18th to record one of the best rounds of the tournament.

He carded bogeys on the fourth, 10th and 13th holes but dealt with the windy conditions better than just about any other golfer and is one of fewer than a dozen players who are under par heading into the weekend.
