The minister also accused the Congress, National Conference (NC) and Peoples Democratic Party (PDP) of staging fake encounters and handing over guns in the hands of the Kashmiri youth and these parties are responsible for encouraging terrorism in Jammu and Kashmir.
Political parties are worried that the migration is bound to upset their poll calculations.
The NC had unilaterally announced that it would field its candidates on all the three seats and fielded Mian Altaf from Anantnag. The NC had left two seats in Jammu for the Congress as part of the INDIA bloc's seat-sharing agreement.

Suhail Bukhari, spokesman of the PDP informed IANS that Mufti on Sunday was planned to go to Chotigam village of Shopian district, where terrorists had killed a local Kashmiri Pandit named Sunil Kumar on August 16.

According to sources, the District Magistrate Srinagar has disallowed Sunday's youth convention by the PDP scheduled to be held at the high security Gupkar Road residence of Mehbooba Mufti.
While speaking on the occasion Peer Mansoor Hussain emphasized on bringing J&K out of the situational uncertainty and turmoil.
'We will raise the national flag only once our state flag is back. The national flag is here only because of this (the Jammu and Kashmir) flag and constitution,' she had said.
