The decisions were taken in the 34th meeting of DDMA to review the COVID-19 situation in Delhi.
Other institutes like Jamia Millia Islamia have however said that they would wait for UGC guidelines and then decide on reopening.
The DDMA had ordered closure of the schools of 28 December last year soon after these institutions were reopened briefly.
According to sources, it was also decided that bars and restaurants would function with their 50 percent seating capacity. The number of guests at marriage functions has been capped at 200.
Among the offices that remain exempted include those providing essential services, private banks, insurance companies, mediclaim firms and pharmaceutical firms, microfinance companies, courier services and lawyers' offices.
This was decided at a Delhi Disaster Management Authority (DDMA) meeting held under the chairmanship of Lieutenant-Governor Anil Baijal and attended by Chief Minister Arvind Kejriwal.
