Surjya also faults cm for her ‘man-made floods’ comment
STATESMAN NEWS SERVICE

Kolkata, 17 October
The West Bengal PCC came down heavily on chief minister Mamata Banerjee  for her "irresponsible" remarks, wherein she had said floods in some districts following cyclone Phailin were "man-made".  It asked her "not to abuse the Centre" and "correct the faults of  her own government".
Leader of the Opposition Surjyakanta Mishra also rubbished the chief minister’s contention. He felt Miss Banerjee’s visits to the flood-affected areas should not be turned into public rallies.
Meanwhile, the chief minister has reiterated on Facebook that DVC had released water without keeping the state government in the loop.
"I have visited four districts since yesterday night and I have seen how the water from DVC barrages, released without any consultation and prior information to the state government, has inundated a large number of villages. Release of water from Galudhi barrage of Jharkhand further added to our woes," she stated. She further insisted "the flood was not primarily due to rains. There was no continuous monitoring by agencies that abruptly and suddenly released water".
However, PCC chief Pradip Bhattacharya said the Union government had informed the state chief secretary and irrigation secretary before water was released from the dams, but these officials had failed to convey it to the chief minister.
The PCC chief asked Miss Banerjee to ensure flood relief material was not distributed in a partisan manner. He said all-party meetings should be organised in flood-affected districts to ensure relief materials are distributed in a unbiased manner.
Leader of the Opposition Surjyakanta Mishra said, "It is her old habit to term natural calamities man-made." He said the state government cannot absolve itself of the responsibility of having insufficient relief materials and few country boats to distribute relief.
"Six days ago, I spoke to the chief secretary and state industries minister Partha Chatterjee and expressed apprehension about the government being unprepared to meet the post-flood situation," Dr Mishra said.
"Does one have any idea of the situation that would arise if water is released from dams?" he asked, indirectly criticising Miss Banerjee for her tirade against DVC authorities.
