Earlier on Wednesday, Governor Kalraj Mishra had snubbed Ashok Gehlot's demand for Assembly session from Friday and returned the third proposal send by the ruling Congress government in Rajasthan.
The requirement of a 21-day notice, sought to be justified by the Governor’s supporters on the grounds of the coronavirus epidemic, is neither here nor there as it would not apply in either situation – that is whether Mr Mishra believes the government enjoys majority support or does not.
On Tuesday afternoon, the Congress government had sent a fresh proposal to the Governor seeking to summon a special Assembly session from Friday, which also reportedly included the state government’s reply on the three conditions to be met to convene the session.
The development comes after Rajasthan Chief Minister Ashok Gehlot, earlier in the day, chaired a cabinet meeting in Jaipur day after Governor Mishra sent back his request, with queries, for an assembly session.
Earlier in the day, the Raj Bhawan returned the files related to the convening of the Assembly session to the Parliamentary Affairs Department of the state and raised three questions for the Ashok Gehlot government on its proposal for convening the Assembly session.
Rajasthan Speaker's counsel, Kapil Sibal, told the top court that the High Court had passed a fresh order on July 24 which raised several other issues including interpretation of the 10th Schedule and added that the Congress government will weigh the legal options.
The Chief Minister, who first wrote to Governor Kalraj Mishra requesting an assembly session from today and protested for five hours at his residence, the Raj Nivas, to push for it last Friday, submitted a fresh proposal on Sunday and listed Coronavirus and economy as the agenda for the special session.
The remarks came after the 12-member delegation met Governor Kalraj Mishra to discuss the coronavirus crisis in the state.
