The poll panel forwarded the complaints to BJP President JP Nadda and Congress President Mallikarjun Kharge seeking their response by 11 am on April 29.
Prime Minister Narendra Modi on Friday condemned the terror attack in Stockholm, saying "India stood firmly with the people of Sweden in this hour of grief".
"We condemn the attack in Stockholm. My thoughts are with the families of the deceased and prayers with those injured," Modi wrote on his Twitter account.
"India stands firmly with the people of Sweden in this hour of grief," he added.

A truck on Friday rammed into a store in the centre of the Swedish capital Stockholm.
Police and witnesses said three persons died and many others were injured.
