The Kerala High Court on Tuesday orally observed that there is “prima facie, an intrusion of privacy” in the alleged use of personal data of government employees by the Chief Minister’s Office (CMO) to send bulk WhatsApp and email messages highlighting the LDF government’s achievements ahead of the 2026 Assembly elections.
The petition was filed by Dr P Rasheed Ahmed, a member of the Calicut University Syndicate and Associate Professor at KTM College, Malappuram, along with Anilkumar KM, a Secretariat official.
While constituting a high-level committee to finalise a binding payment schedule, a Bench of Justices Sanjay Karol and Prashant Kumar Mishra partly upheld the 2022 Calcutta High Court judgment, which had ruled in favour of state government employees and directed payment of DA at par with Central government employees.
The officials said he procured arms, ammunition, and funds for HM on cross-border directions and was intercepted by Ganderbal Police on 20 July 2024.
The state finance department today in a notification issued in connection with the 9 July strike called by Leftist trade unions, asked all the government employees to make themselves available mandatory in offices as there would be no casual or any other leaves to be granted on that day.
Divulging the details a spokesperson of the Chief Minister’s Office said the decision will entail an additional financial liability of Rs 356 Crore to the state exchequer.

A roadside bomb struck a bus of government employees in Mazar-i-Sharif, the capital of Afghanistan's Balkh province, a police spokesman said.
