Noting that adjournments shouldn’t be a “tactic to prolong court proceedings”, President Ram Nath Kovind on Friday said delay in justice delivery is a “pressing concern in our country” and mechanisms must be found to ensure “quicker disposal of cases”.

Addressing the closing function of the Diamond Jubilee Celebrations of High Court of Kerala, Kovind expressed confidence that the judiciary will always live up to the high expectations of the citizens of India.

“Adjournments should be the exception in an emergency situation rather than a tactic to prolong court proceedings. Delay in justice delivery is a pressing concern in our country. We must find mechanisms to ensure quicker disposal of cases,” Kovind said.

“Our citizens have that sacred trust and faith that the judiciary will always stand by them, and never let them down. I am certain the judiciary will always live up to the high expectations that our people have of it,” he added.

While advicing the judiciary to keep up with technology, Kovind said it was important to take justice to people and make it intelligible to litigants in a language they understand.

“Our judiciary and justice delivery mechanism will need to continue to keep up with technology and with changes in our society,” he said.

“Important to not only take justice to people, but also to make it intelligible to litigants in a language they understand. Litigants may not know English; certified translated copies of judgements could be made available by HC in local language,” he added.

He also praised the Indian Constitution for being the best in the world as it “lays down balance between judiciary, legislature and executive”.

“Judiciary’s independent functioning and stature has enhanced India’s credibility in the democratic world.”

He further said that Kerala High Court was a pioneer in supporting environmental and ecological norms and standards.
