Investigation in the matter began after police received information about Tushar Tyagi's body lying inside a vehicle parked near the Panchi underpass in Khar Khoda area of Meerut.
The investigation has expanded beyond the deaths of a young couple, with police examining alleged drug use, party gatherings and financial transactions linked to a Kolkata flat.
The teenager was undergoing treatment at a public sector hospital Karachi. The incident came to light on Sunday.
The central agency officials arrived at Giribala's house in Katara Hills to verify the sequence of events. They even investigated whether the statements given by the accused matched the evidence collected in the case.
Preliminary investigation revealed that the accused were allegedly acting on instructions of foreign-based handlers operating from Germany and Dubai in the UAE.
A government railway police (GRP) official said that the incident took place at Kalyan Railway Station on Saturday evening.
According to the police, the victim had intervened in the dispute involving his brother with another youth.
The victim has been identified as Mansoor Ahmed, who along with his brother Rashid Ali was waiting for a coach to their hometown in Ghotki.
Senior Superintendent of Police Muhammad Kaleem identified the victim as SHO Ali Hassan of the Lakhi Ghulam Shah police station.
