The Supreme Court said Wednesday its 2006 verdict putting benefits of job promotion quota for SC/ST employees was not required to be referred to a seven-judge bench.
Unanimously pronouncing the judgment, a five-judge Constitution bench also turned down the Centre’s plea seeking consideration of overall SC/ST population to grant quota for them.
The court’s verdict came on petitions seeking that a seven-judge bench reconsider the court’s 2006 judgment putting conditions for granting quota benefits in job promotions for SC/ST employees.

The 2006 verdict had held that the ‘creamy layer’ concept could not be applied to the Scheduled Castes and Scheduled Tribes for promotions in government jobs.
Appearing for the Centre in July, Attorney General K K Venugopal had said the matter required urgent consideration by a seven-judge constitution bench saying lakhs of jobs in Railways and the services were stuck due to confusion over various judicial pronouncements.
