It thus comes about that schools and higher education have been allocated Rs 93,224 crore, a striking cut from Rs 99,311 crore last year which was a decidedly wasted year in terms of advancement of learning from the preschool to the post-graduate and doctoral levels.

Barring few exceptions, most teachers in our country lack the proper mental makeup and orientation. No suitable mechanism has so far been evolved to assess their efficiency. Statistical data reveals that examination related suicides of teenagers are the highest in West Bengal. Parents, grandparents and relatives of school children are bewildered over the militant attitude of incompetent teachers.

The scenario is extremely unfortunate, and runs counter to the Finance minister's assurance, let alone the long march towards a knowledge economy, development of skills and digital India.
