The opposition alleged that the building was originally a three-storey structure on which illegal construction of a fourth and fifth floor had been underway without structural assessment. Leaders pointed out that excavation work for a basement and water tank had weakened the foundation, causing the building to tilt.
Delhi Chief Minister Rekha Gupta visited the site on Sunday and reviewed the ongoing rescue efforts as authorities intensified search operations in the Mehrauli police station area.
Police and emergency response teams, including fire tenders, NDRF and Civil Defence were rushed to the spot to carry out the rescue operation.
The building with some unauthorised construction belongs to one Tehsin, who also died in the collapse.

The police registered a case under section 106 (death by negligence), 290 (Negligent conduct with respect to repairing buildings) of BNS and an inquiry has been initiated.
Delhi Police arrested the owner of the ill-fated building on Tuesday under sections 288, 304, and 34 of the Indian Penal Code. An investigation over the matter is going on.
