The top court’s observation came in the course of the daylong hearing on the Presidential Reference, where the working of the Constitution was described as a “collaborative exercise” that must ensure one organ does not thwart the functioning of another.
The amendments provide a legal framework to remove the Prime Minister, Chief Ministers, or ministers who are arrested and kept in custody for 30 consecutive days on charges carrying a punishment of five years or more. They shall automatically be removed from office on the 31st day.

The Bill seeks to amend 355 provisions across 16 Central Acts, with 288 provisions to be decriminalised to promote business ease and 67 provisions to facilitate citizen ease.
With an amendment to the Himachal Pradesh Freedom of Religion Act,2019 a provision has been inserted according to which if two or more persons are converted, it would be deemed as a mass conversion.

In a written reply in the Rajya Sabha, he said the Department of Biotechnology in the Ministry of Science and Technology has formulated ‘The DNA Technology (Use and Application) Regulation Bill’ to provide, regulation of the use and application of Deoxyribonucleic Acid (DNA) technology with the aim to establish the identity of certain categories of persons, including victims, offenders, suspects, undertrials, missing persons and unknown deceased persons.

Congress MP Manish Tewari said: "The Criminal Procedure (Identification) Bill 2022, which is a derogation of Article 20 sub article 3 and Article 21 of the Indian Constitution, highlighted that the bill is beyond the legislative competence of the House and against the fundamental rights of our citizens."
