Himachal Pradesh Governor Shiv Pratap Shukla emphasized the importance of balanced modernization, stating that while progress is essential in the present era, excess in any form must be avoided.
He said that uncontrolled modernization can distance society from its cultural and natural identity.

“We should certainly welcome modernity, but it must be adopted in a way that preserves our inherent character and natural growth,” he remarked.
The Governor was addressing the Annual Prize Distribution Function of Rajkiya Kanya Mahavidyalaya (R.K.M.V.), Shimla, on Friday.
Praising the institution’s achievements, he described R.K.M.V. as not just a centre of higher education but also a significant force for women’s empowerment.
He noted with satisfaction that the students have excelled in academics, sports, cultural activities, research, NCC, NSS, and various social service initiatives, making the college a distinguished institution in the state.
“India is progressing today with renewed confidence, and at the heart of this progress are our daughters,” Shukla said.
“Where women’s respect, capabilities and opportunities grow, both society and the nation advance. The remarkable manner in which students of this institution are moving forward in leadership, science, art, technology and administration is inspiring for the entire state,” he said.
He urged the students to stay updated with new technologies, promote innovation and research, safeguard the environment, and uphold values, sensitivity and social responsibility.
The Governor said that the country is witnessing rapid development due to strong national leadership. Referring to a recent remark by Russian President Vladimir Putin that “whatever Prime Minister Narendra Modi thinks, he accomplishes,” the Governor said, such statements reflect global recognition of India’s leadership.
He encouraged citizens, especially youth, to have full faith in national leadership and remain committed to the principle of Nation First.
“The nation must be secure for its citizens to feel secure,” he asserted.
The Governor expressed happiness that R.K.M.V. is the only college in Himachal Pradesh formally registered with the Youth Red Cross, a sign of its commitment to humanitarian values, service, compassion and social responsibility in addition to education.
He commended the college for its consistent efforts toward drug prevention and awareness campaigns.
“The institution regularly works to spread awareness about the harmful effects of drug abuse, particularly among youth, and its guidance activities offer positive direction,” he said.
