She further added that long-term interest free loans will be provided to States for financing such development on matching basis.
“The state government was asked twice to submit the documents related to the transfer of Central grant but we received nothing,” said Sitharaman.
After Finance Minister Nirmala Sitharaman presented the Union Budget for FY 2023-24 in the Parliament on Wednesday, the Aadmi Party (AAP) leadership has started flagging the poor allocation and low tax share to the capital city.
In her address, Sitharaman recapitulated the reforms undertaken during the last 8 years by the MCA, including enactment of Insolvency and Bankruptcy Code, Decriminalisation of the Companies Act 2013 and the Limited Liability Partnership Act, 2008.
She said the business model of the Energy Service Company (ESCO) in large commercial buildings would also facilitate capacity building and awareness for energy audits, performance contracts, and common measurement and verification protocol.
Sitharaman said that this will enable livelihood activities for youth and women, filling the gaps in various sectors. However, it will not be a substitute for existing central or state schemes. While the central ministries may also pose their candidate projects, priority will be given to those posed by the states.
Sitharaman said that in recent years, digital banking, digital payments and fintech innovations have grown at a rapid pace in the country. The government is continuously encouraging these sectors to ensure that the benefits of digital banking reach every nook and corner of the country in a consumer-friendly manner.
