Defence Minister Rajnath Singh has approved the new Defence Procurement Manual (DPM) 2025, a move aimed at simplifying and rationalising revenue procurement in the Ministry of Defence. He announced the reform through a post on his official X account on Sunday.

Calling it “a major reform initiative to streamline, simplify, enable and rationalise the revenue procurement process,” Singh said the manual is expected to expedite procurement for the Armed Forces and strengthen India’s push towards self-reliance in defence.

The revenue procurement budget for 2025 stands at around Rs 1 lakh crore. According to Singh, the new manual will not only speed up procedures for the Services but also open doors for greater participation of Indian industry, “including start-ups and MSMEs, with simple processes, promote innovation and support enterprise.”

Highlighting changes aimed at easing financial stress on companies, the minister said, “Working capital issues faced by industries have been eased by providing supportive financing options and relaxing unnecessary penalties.”

The manual also introduces provisions to boost research and development by industry, academia, and Defence Public Sector Undertakings (DPSUs). Singh said it addresses “peculiar concerns relating to defence revenue procurement and those relating to level playing field for the industry.”

He further noted that the manual has been aligned with the Procurement Manual for Goods issued by the Ministry of Finance, ensuring uniformity in processes across ministries.

Singh underlined that the measures reflect the government’s commitment to Aatmanirbharta (self-reliance) in defence. “The Manual will expedite revenue procurement for the Services, enable Indian industry… promote innovation and support enterprise,” he posted.
