The National Human Rights Commission (NHRC) has directed the state’s Schools and Mass Education Department to furnish an action taken report (ATR) with regard to the mishap on 17 December when a Class 9 student suffered critical injuries after a javelin pierced his neck during the annual sports meet of a government school in Balangir district.

The javelin, thrown by another student at Agalpur Boys’ Panchayat High School during a practice session, struck Sadanand Meher from the right side of his neck and a portion of its head came out from his left side. However, the wounded student recovered from the injury after a surgical procedure at Bhima Bhoi Medical College and Hospital in Balangir.

The apex rights panel acting on a petition by rights activist and lawyer Radhakanta Tripathy directed the authorities concerned to submit a compliance report within eight weeks.

“This accident reflects the negligence by the school authorities towards the safety and security of the students. Javelin throw can be dangerous as a sport, if it is not played with caution and under the supervision of the expert. This incident is the reflection of the gross violations of human rights”, Tripathy stated in the petition.
