Himachal Pradesh Chief Minister Thakur Sukhvinder Singh Sukhu said that the state government is introducing e-governance services across all 60 Urban Local Bodies (ULBs) in the state.

This initiative aims to revolutionize the citizen experience of public services by offering integrated, end-to-end solutions through a comprehensive state-wide Service Delivery Infrastructure, said the Chief Minister here on Sunday.

He said that under the National Urban Digital Mission (NUDM), the state government has signed a tripartite agreement with the Ministry of Housing and Urban Affairs (MoHUA) and the National Institute of Urban Affairs (NIUA) to implement the Urban Platform for DeliverY of Online Governance (UPYOG) platform, which is set to digitize and transform urban services by providing a unified portal for citizens across the state.

Sukhu said that citizens can expect easy access to urban services, automated status updates, and improved collaboration with city officials, while Urban Local Bodies will experience increased productivity, improved time-bound delivery of services, enhanced revenue generation and data-driven performance management.

Furthermore, the state government will benefit from real-time data to plan and formulate policies, expedite fund disbursement based on project milestones, and foster innovation and competition among cities, he added.

“The initiative to implement e-governance services across all Urban Local Bodies (ULBs) in the state through a common integrated digital platform, aims to enhance transparency, efficiency, and coordination in urban governance through technology integration. The state government remains steadfast committed to leveraging technology across departments to deliver improved services to its citizens,” said the Chief Minister.

As part of the implementation plan, the State Project Monitoring Unit (SPMU) will be established at the state level to oversee the UPYOG platform, he said, adding that additionally, the initiative includes the utilization of Drone-based Geographical Information System (GIS) for Property Mapping and Survey in ULBs and Door-to-Door Parivar Survey for generating Parivar Register in Urban Local Bodies.

He said that UPYOG, a micro-service-based digital infrastructure, offers state governments locally relevant online solutions for all ULBs, to enhance citizen access to urban services and streamline administrative processes.

“The implementation of e-governance services is poised to bring about a significant transformation in the lives of citizens across all Urban Local Bodies in the state, making municipal administration simpler, more responsive, transparent, and permeable,” said Chief Minister.
