Bihar Chief Minister Nitish Kumar lashed out at Opposition legislators for their ‘irrational behaviour’ throughout the Monsoon Session of the Bihar Assembly that concluded on Friday without any meaningful discussion.
Criticising the Opposition MLAs and MLCs for coming to the House in black clothes, the chief minister, expressing his disappointment, noted that the Opposition had never come together in black attire previously. “They have been wearing black clothes continuously throughout this session. This has never happened before. Earlier, there used to be disruption for just a day or two,” he added.

Amid sloganeering by Opposition members, the chief minister said, “From the Assembly to the Council, they are behaving irrationally. When they should be listening, they don’t. Some aren’t listening at all.”
The five-day Monsoon Session — the last of the 17th Bihar Assembly — was marked by chaos, uproar, and heated verbal exchanges between members of the ruling NDA and the Opposition parties. The next Assembly session is expected to be held in November, after a new Assembly is constituted following elections scheduled for October-November.
The Bihar Legislative Council was also adjourned sine die after a brief Monsoon Session.
Although both Houses saw minimal legislative business during the session, the government succeeded in passing the first supplementary budget for the financial year 2025–26, along with 13 bills — including the Jan Nayak Karpoori Thakur Skill University Bill, 2025 — through voice vote. The proposed university aims to provide a new direction for youth skill development in the state.
On the issue of voter list revision, Opposition MLAs once again protested in the Assembly portico. Most of the Opposition members were dressed in black clothes. They blocked the main gate of the Assembly, forcing the opening of an alternative entrance.
JD(U) and BJP legislators arrived at the Assembly wearing helmets. They alleged that the opposition parties wanted to establish lawlessness in the House. They came wearing helmets to ensure their safety.
As soon as proceedings began in the Bihar Assembly, the Opposition created ruckus with the MLAs storming into the Well of the House and shouting slogans.
Similar scenes were witnessed in the Bihar Legislative Council. As soon as proceedings began, Opposition members started disrupting the session. Amid the chaos, the House continued briefly. RJD MLCs entered with posters and raised slogans over the voter list revision issue.
Amid the uproar over the voter list revision, the Nitish government assured the House that no legitimate voter’s name would be removed. If it happens, the government will discuss the matter with the Election Commission.
