LG nod to constitute panels for implementation of prisoners schemes

Delhi LG VK Saxena has given his nod for the constitution of an ‘Empowered Committee’ and ‘Oversight Committee’ for implementation of a Central scheme of ‘financial assistance to poor prisoners’ who are unable to be released from jail due to financial constraints either due to non-payment of fine imposed on them or not being able to bear the bail amount.

Saxena noticed that the scheme was part of the Union Budget 2023-24 and there is a need for its expeditious implementation as per the standing operating procedure (SOP) circulated by the Union Ministry of Home Affairs, the LG office said on Friday.

“The scheme, which will be implemented as per guidelines and SOP issued by the MHA, is likely to benefit at present 162 prisoners in various jails of Delhi who are unable to be released due financial constraints and support. The approximate amount required to provide assistance to these prisoners (161 under trial prisoners and one convict) have been calculated to Rs 23,79,000 by the Prison Department,” it said.

The LG office said the scheme will not only benefit the poor jail inmates but also resolve the overcrowding problem in the jails.

Saxena also took note that implementation of the scheme has been “delayed” despite the Home Minister Amit Shah writing to the Delhi Chief Minister Arvind Kejriwal in May last year to take advantage of the scheme for which the entire fund will be provided by the Central government, it said.

Later in June, the Union Home Secretary had also written a letter to the Delhi government for taking necessary action for the implementation of the scheme, it added.
