Haryana starts online vehicle registration, issuing licences

In a digital initiative, Haryana government on Monday started the implementation of the online system for registration of vehicles and driving license issuance.

An official spokesperson said Registration of Vehicles (Vahan 4.0) and Driving License (Sarathi 4.0), developed by National Informatics Centre (NIC), have been implemented in entire state with all modules.

There are 46 services which are related to vehicle registration and 20 services related to driving license issuance.
The transport minister, KrishanLalPanwar said that the services provided with this software are in all 95 Registration and Licensing Authorities.

He said that the department has always been in forefront for providing hassle free services to the citizen through adoption of best practices and introducing IT enabled services for all the processes starting from acceptance of application to the services delivery to the citizen related to vehicle registration and driving licenses related processes.
The minister said that Haryana was among few of the first states who lead to migrate to Vahan and Sarathi versions on web developed under the Mission Mode Project of Ministry of Road Transport and Highways, and became first state to implement both in all the 95 Registration and Licensing Authorities.

The primary thrust of the endeavor is to facilitate citizen to apply for any service online and reducing the dependency on Regional Transport Office (RTO) staff and need to visit RTO office multiple times.

The objective is to bring in transparency and improve the efficiency of the RTO offices to offer a cashless, less paper, and trouble less e-services to the citizen.

Automation of regulatory process of Registration and licensing Authorities of Haryana achieved broadly covering all the tasks related to registration of vehicles, permits to transport (goods/passenger) vehicles, collection of tax, fitness of transport vehicles, driving licenses and conductor licenses.

He said that standard operating procedures were enforced in all the licensing authorities and were being regularly reviewed and monitored by the Chief Minster (CM), ManoharLalKhattar through the team of CM’s Good Governance Associates.
