The terrorist has been identified as Gursewak, an aide of Jarnail Singh Bhindranwale who was killed by the Indian Army in Operation Blue Star in 1984.
Gursewak was planning to re-constitute his organisation on the instructions of Pakistan based Khalistan Commando Force chief Paramjeet Singh Panjwad, said an official of Delhi Police.
Gursewak was believed to be in regular touch with Jagtaar Singh Hawara and other terrorists lodged in different jails in India.
