Alipurduar double-member village to cast ‘special vote’

Residents of Toto Para under the Madarihat police station in Alipurudar district will get a special chance to cast an extra vote during the upcoming rural elections, thanks to the double-member constituency.

All the 1312 voters of part No-40 of Madarihat will be casting two votes in two separate ballot papers for two separate gram panchayat members and they will be casting one vote for each Zilla Parishad and Panchayat Samity.

According to Alipurduar district administration sources, each of the 1312 voters will be casting four votes in total for the upcoming rural polls. “There are 3808 voters in the Toto Para-Ballalguri Gram Panchayat and the Gram panchayat is divided into four panchayat seats.

However, as per the laws, a minimum of five panchayat members is a must to form a panchayat board and that is why the State Election Commission has formed a double- member panchayat constituency here.

The voters under part No- 40 of Madarihat will elect two panchayat members from their single constituency,” said administrative sources. According to the rules of the election commission, panchayat seats are formed on the basis of total number of voters in the respective gram panchayat and Gram panchayat seats are framed keeping at least 900 voters for a single panchayat constituency in total (it is not mandatory to keep 900 voters for each constituency).

Every political party who will be contesting here in Toto Para will have to submit two nominations for two separate candidates for the gram panchayat seat.

“There is only one ‘doublemember constituency’ in the district and that is Toto Para under the Madarihat police station. Two separate ballot papers will be issued to each voter to elect two gram panchayat members from the constituency,” Alipurduar District Magistrate, Devi Prasad Karnam, said.
