Delhi Assembly Speaker Vijender Gupta on Tuesday said the digitisation of the Assembly Library is underway to support research and preserve institutional records.
“In addition, the premises are being developed as a heritage space, with a Sangrahalaya currently being set up to showcase the Assembly’s institutional journey. A light-and-sound programme is also being planned to present its historical evolution to the public,” Gupta said while addressing a delegation comprising 43 participants from 18 countries, including Bangladesh, Bhutan, Oman, Kenya, Sri Lanka, the Philippines, and Tanzania.

The delegation was attending the 37th International Training Programme in Legislative Drafting organised by the Parliamentary Research and Training Institute for Democracies (PRIDE), Lok Sabha Secretariat, during their visit to the Delhi Legislative Assembly earlier in the day.
These efforts, Gupta noted, reflect a conscious attempt to integrate institutional memory with contemporary governance practice.
“Legislative drafting lies at the core of democratic governance; the precision of a law determines how effectively it secures rights, ensures accountability, and shapes the everyday lives of citizens,” he said.
Highlighting contemporary institutional initiatives, Gupta informed the delegation that the Delhi Legislative Assembly has adopted a series of measures aimed at strengthening efficiency, transparency and sustainability in its functioning.
He said the Assembly now operates entirely on solar energy, reflecting a commitment to environmentally responsible governance.
The implementation of the National e-Vidhan Application has enabled fully paperless proceedings, ensuring greater procedural efficiency and accessibility of legislative business, Gupta said.
Emphasising the significance of the training programme, he observed that legislative drafting extends beyond technical precision to embody the substantive values of democracy.
Gupta encouraged participants to engage in dialogue, exchange best practices and approach lawmaking with a sense of responsibility and clarity.
The visit, he noted, provided a platform for meaningful institutional exchange, with participants interacting with officials of the Assembly and gaining insights into its legislative procedures and functioning.
