The Delhi Assembly has directed all concerned departments to implement the recommendations made by the Committee on Public Accounts in its first report on the basis of the Comptroller and Auditor General of India’s (CAG) audit of Public Health Infrastructure and the management of health services for the financial year ending 31 March 2022, placing a firm deadline on the administrative action in the sector.
Accordingly, the departments have been mandated to submit a comprehensive Action Taken Report (ATR) by July 31, 2026, clearly indicating the status of implementation as of 30 June 2026.

Signalling a shift from audit observations to enforceable outcomes, the directive follows the formal adoption of the Report by the House and reinforces the legislature’s emphasis on accountability backed by measurable compliance.
Emphasising the broader objective, Delhi Assembly Speaker Vijender Gupta, while emphasizing the broader objective, called for sustained efforts towards strengthening public healthcare infrastructure, and also expanding the reach of services, to ensure equitable access to quality medical care for all sections of the society.
A formal communication has been issued to Delhi’s Health Minister, and the Secretary of Health Department, seeking a comprehensive and time-bound response to the findings and recommendations of the Committee.
The report is based on a detailed examination of public health infrastructure, service delivery systems, and the management of health services in the city.
The ATR is required to clearly set out the status of departmental assurances, the progress achieved on each recommendation, and specific timelines for completion, for placing the same before the Assembly.
Marking the beginning of a structured follow up mechanism, the present direction is aimed at ensuring that the observations of the Public Accounts Committee translate into concrete administrative action within a defined timeframe.
Drawing attention to the broader implications of the findings, Gupta stated that the Committee has emphasised that the efficient delivery of health services is a cornerstone of sound governance, and also a vital commitment to the people of Delhi.
The Speaker observed that strengthening institutional frameworks through quality infrastructure, availability of trained health professionals, ensuring equitable access, and embedding accountability are essential to enable the health system to meet the city’s growing demands.
The Committee underscored that healthcare is not merely about structures and policies, but safeguarding the dignity and well being of every citizen, and that timely interventions, robust healthcare services, and fair resource distribution are necessary to build an efficient, inclusive, and compassionate system.
The Speaker has also said that the Committee has highlighted the responsibility of the Delhi government to ensure that its policies, particularly in the health sector, remain inclusive and responsive also to those people who migrate from other states in search of livelihood and other factors, alongside the residents of Delhi.
Gupta stressed that affordable and quality medical services must be available irrespective of a person’s state of origin.
