Congress leader Jairam Ramesh on Saturday alleged that the government’s push for the SHANTI Bill, which opens India’s nuclear sector to private players, is influenced by US pressure regarding nuclear liability rules.
In this context, the Congress general secretary cited a mention in the US National Defence Authorization Act for Fiscal Year 2026, which calls for a joint assessment between the US and India on these rules.

Ramesh said in a post on X: “The SHANTI Bill is actually the TRUMP Bill — The Reactor Use and Management Promise Act,” implying the legislation aims to appease US President Donald Trump. Passed by Parliament this week, the Bill dilutes major provisions of the Civil Liability for Nuclear Damage Act, 2010, raising concerns about safety and liability.
Opposition parties have criticized the Bill, arguing that it compromises safety and disproportionately benefits private companies, especially in the development of Small Modular Reactors. Ramesh called it “a surrender to US pressure,” accusing the government of prioritizing foreign interests over national security and public safety.
The government, meanwhile, maintained that the Bill is aimed at boosting nuclear energy capacity and attracting investment, assuring that safety protocols remain intact.
