Lok Sabha Speaker Om Birla Friday, stressed the importance of clear and precise legislative drafting, saying that ambiguity in laws can lead to increased judicial intervention.
“If ambiguity or ‘grey area’ remains in the draft of a law, the scope for judicial intervention will increase,” Birla said while inaugurating a two-day training programme on legislative drafting in Chandigarh.

Birla emphasised that legislative drafting is not just a technical task but the very soul of democracy. Laws and bills must reflect constitutional values and people’s aspirations with clarity and precision.
The Speaker urged drafters to use simple language, ensuring that common citizens can read and understand the law, know their rights, and access justice.
The purpose of every law must be to ensure accountability of the executive and provide speedy justice to the people, Birla said. He underlined that the Constitution clearly defines the separation of powers among the legislature, executive, and judiciary, guiding the country’s democratic framework.
The training programme, organised by the Institute of Constitutional and Parliamentary Studies (ICPS) in collaboration with the Haryana Legislative Assembly, aims to equip officials and staff with the skills to frame legal language that is just, transparent, and accessible to all sections of society. Around 400 officials and staff of the Haryana Legislative Assembly and the Government of Haryana are participating in the programme.
Birla expressed the hope that the initiative would make legislative institutions more capable, effective, and citizen-centric not only in Haryana but across the country. The programme is part of the National Legislative Drafting Initiative launched by the Ministry of Home Affairs in 2023.
