Targeting young voters ahead of the Bihar Assembly elections, Chief Minister Nitish Kumar on Monday announced implementation of a domicile policy giving priority to state residents in recruitment of teachers for government schools.

This will be implemented from the next Teacher Recruitment Exam (TRE-4 onwards) which will be conducted by the Bihar Public Service Commission (BPSC) later this year.
The decision has come amid mounting pressure from students and job-seekers who have been frequently staging protests in Patna demanding Nitish Kumar to implement a domicile policy that would reserve 90% of government jobs for state residents.
During their protests, they had also warned the government to face the consequences if their requests were not heard as youth have the potential to influence the next Bihar assembly elections.
In a message posted on ‘X’, Nitish Kumar said: “Since the formation of the government in November 2005, we have been continuously working to improve the education system. A large number of teachers have been appointed to strengthen the education system.”
He added, “The Education Department has been directed to make necessary amendments to the relevant rules to give priority to the residents (domicile) of Bihar in the recruitment of teachers. This will be implemented from TRE-4 onwards.”
The chief minister also announced that the TRE-4 will be conducted later this year and TRE-5 will be conducted in the year 2026. Instructions have also been given to conduct the Secondary Teacher Eligibility Test (STET) before organising the TRE-5.
Nitish Kumar had recently announced a new domicile policy ensuring that the existing 35% reservation for women in government jobs should be availed only by women who are permanent residents of Bihar.
These major announcements have come as a setback to the Opposition INDIA Alliance as domicile was one of the major poll-promises made by RJD leader Tejashwi Yadav to the youth of Bihar.
