"Over the past 15 years, Kolkata has witnessed continuous felling of trees, while concrete structures have mushroomed across the city," Suvendu Adhikari said.
The accused killed in the encounter, Prabhas Mondal, was among the four persons arrested in connection with the alleged rape-murder case.
This marks the fourth arrest in the case, since Sunday afternoon after the body of the minor girl was recovered from a pond in the Suryapur area in Baruipur.
Suvendu Adhikari met the bereaved family at the SP office and assured them that the administration would ensure a fair and time-bound investigation.
"If any negligence on the part of the police or the administration is found during the investigation, they too will not be spared," Agnimitra Paul assured.
Dr Santanu Sen's resignation comes days after he congratulated the new BJP government in the state and Chief Minister Suvendu Adhikari.
