The Biden-Xi talks marked an acknowledgement by both sides of the need to manage tensions and explore areas where they could cooperate amid what Biden calls “extreme competition”. At the outset, the American president conveyed to Xi that responsibility obliged them to ensure that competition “does not veer into conflict, whether intended or unintended”.
