The Election Commission of India (ECI) on Thursday clarified that voters are not required to provide any documents during the distribution and collection of the enumeration form during the Special Intensive Revision (SIR) of electoral rolls in Uttar Pradesh.

After filling out the counting form, one copy of the self-signed form or signed by an adult relative will be given to the Booth Level Officer, and the other copy, signed by the Booth Level Officer, will be given to the voter/adult relative as a receipt.

However, all voters whose names could not be matched/linked with the voter list of the last special intensive revision will be issued a notice for a hearing by the Electoral Registration Officer of the respective Assembly constituency.

These details were disclosed by UP Chief Electoral Officer (CEO) Navdeep Rinwa here on Thursday.

BLOs will begin reaching out to voters in the state from November 4, and the drive will continue until December 4.

The CEO said that during the Special Intensive Revision process, Booth Level Officers (BLOs) will contact all voters in their respective polling areas and provide each voter with two copies of the enumeration form. BLOs will visit each voter’s home at least three times to distribute and collect the counting forms.

“The counting form will contain the voter’s name, EPIC number, Part Number, Serial Number, Assembly Constituency, and State entries, and their photo will also be pre-printed. The voter may also affix their latest passport-size photograph to the enumeration form,” he said.

Details from the electoral roll of the last Special Intensive Revision conducted in 2003 will also be entered by the voter in the enumeration form. In case of any difficulty in filling out the required details, voters may seek assistance from the Booth Level Officer.

He said that voters can check their names or those of their relatives in the 2003 voter list through the Election Commission of India’s portal http://voters.eci.gov.in/. In case a voter’s name is not found in the 2003 list, but a relative’s name appears there, the relevant details can be entered in the enumeration form either by the voter or with the assistance of the Booth Level Officer.

Voters who fill out their details on the counting form and submit it to the Booth Level Officer will be included in the documented voter list.

During the hearing before the Electoral Registration Officer, the voter will be required to submit one of the following documents:

1. Any identity card/pension payment order issued to a regular employee/pensioner of any Central Government/State Government/Public Sector Undertaking.

2. Any identity card/certificate/record issued in India by the Government/Local Authorities/Banks/Post Office/LIC/Public Sector Undertaking before July 1, 1987.

3. Birth certificate issued by a competent authority.

4. Passport.

5. Matriculation/Educational Certificate issued by a recognized Board/University.

6. Permanent Residence Certificate issued by a competent State Authority.

7. Forest Rights Certificate.

8. Other Backward Class/Scheduled Caste/Scheduled Tribe or any other caste certificate issued by a competent authority.

9. National Register of Citizens (wherever it exists).

10. Family register prepared by the State/local authorities.

11. Any land/house allotment certificate issued by the government.

12. For Aadhaar, the instructions issued by the Commission vide letter No. 23/2025-ERS/Vol. II dated September 9, 2025 (Annexure II) will apply.

13. Extract of the electoral roll of Bihar for the Special Intensive Revision with reference to July 1, 2025.

Rinwa said the draft electoral roll will be published on December 9, 2025, while the period for filing claims and objections will run from December 9, 2025, to January 8, 2026.

Any voter can file a claim/objection during the period for filing claims and objections. The first appeal filed by a voter aggrieved by the decision of the Electoral Registration Officer will be heard by the District Magistrate, and the second appeal against the decision of the District Magistrate will be heard by the Chief Electoral Officer of the State.

The final publication of the electoral roll will be done on February 7, 2026.
