The Election Commission of India (ECI) has issued notices to around 36 per cent of voters of the total to be sent under Special Intensive Revision (SIR) in Uttar Pradesh so far. Around 10.9 million voters of the total 32.6 million on the electoral rolls have received notices in the state.
State Chief Electoral Officer (CEO) Navdeep Rinwa informed here on Thursday that approximately 10.9 million notices out of a total of 32.6 million voters have been issued.

The voters who would be sent notices include 10.04 million voters for non-mapping and 22.2 million voters for logical discrepancies in the draft voter list published on January 6, 2026.
The process of hearing the notices issued is underway at the hearing centres by the notified authorities, he said.
The CEO has also directed that if any case of violence or misbehaviour by any person towards the authorised hearing officer or booth-level officer comes to notice during the notice hearing process, it should be taken seriously, and appropriate legal action should be taken.
The CEO has directed all District Election Officers to provide lists of voters falling under the no-mapping and logical discrepancies categories to each booth-level officer and to display these lists at public places such as tehsil, panchayat buildings, and ward offices. Apart from this, these lists are also available online on the website of the Chief Electoral Officer (ceouttarpradesh.nic.in) and on the website of the District Electoral Officer, district-wise / Vidhan Sabha-wise / booth-wise, where they can be easily viewed and downloaded.
He informed that the Booth Level Officers (BLO) at the Voter Help Centres have been instructed to be present on every working day from 10:00 am to 12:00 noon. They should have with them the final voter list of 2003 and the draft voter list published on January 6, 2026, along with the list of voters related to no mapping and logical discrepancies and a sufficient number of Form-6, 7, 8 and declaration forms.
He also informed that affected individuals can submit their records/objections, either personally or through their authorised representatives, including BLAs, to the BLO or Electoral Registration Officer concerned within 10 days from the date of display of the voter list regarding non-mapping and logical discrepancies.
The Chief Electoral Officer has directed all District Magistrates to ensure the safekeeping of all records and objections in a planned manner, in accordance with the instructions issued by the Election Commission of India, and to deploy adequate personnel and security forces to hear the affected individuals, so that law and order is maintained properly during the Special Intensive Revision programme and the entire process can be conducted without any hindrance.
Strict action will be taken if these instructions are not followed at any level, or if any omission or act by the authority concerned causes any obstruction to the proceedings related to the Special Intensive Revision.
For the convenience of voters, the Chief Electoral Officer has also directed all District Election Officers to establish a help desk at each hearing centre. Personnel familiar with the intensive vetting and notice procedures should be deployed at the help desk.
A banner will also be placed at each help desk, displaying the numbers of the State Contact Centre (SCC) and the District Contact Centre (DCC). Personnel appointed at the help desk, along with booth-level officers and all officers authorised to conduct hearings, should be instructed to maintain a composed and soft-spoken demeanour towards voters.
For the convenience of voters, adequate seating arrangements, drinking water, toilets, electricity, and internet access should be made at the hearing centres. Arrangements for hearing notices should be made to ensure that voters are not inconvenienced or their time is not wasted. To this end, only a limited number of voters should be invited to the hearing site. In view of the large number of working couples in urban areas, hearings should be conducted even on holidays at designated hearing venues in districts so that availability for hearings can be ensured as per the convenience of working persons.
The Chief Electoral Officer has also directed all senior officers, such as the Divisional Commissioner (Roll Observer), District Election Officer, and Deputy District Election Officer, to conduct surprise inspections and review the designated hearing venues.
