Rajya Sabha MP from Delhi, Swati Maliwal, on Monday demanded that the Clinical Establishments Act should be made mandatory in all states, and along with this, “treatment first, bill later” in emergency care should be made into a law.
Raising demands before the government in the Upper House, Swati Maliwal demanded that a transparent and fair billing system be implemented in hospitals and that strict monitoring be done on insurance premium hikes.

“It is the government’s responsibility that patients in private hospitals are treated as human beings, not as sources of revenue. This is a question of the country’s healthcare system and the dignity of the common citizen,” she said.

She reminded that “In the year 2010, the Clinical Establishments Act was passed, under which states were given the authority to fix maximum rates for medical services, but even today, only 12 states have adopted this law, while even the national capital Delhi has not implemented it so far”.
