Punjab Cabinet Minister Sanjeev Arora on Wednesday announced that the state government has constituted three sector-specific committees to gather recommendations aimed at enhancing the industrial policy and ease of doing business within the textile sector in Punjab.
These committees — focused on spinning and weaving, apparels, and dyeing and finishing units will develop structured proposals for reforms tailored to Punjab’s unique industrial ecosystem. The committees have been notified with experienced industry leaders as chairpersons.

According to an official statement, the Spinning and Weaving Committee will be headed by SP Oswal (Vardhman Textiles), and its Member Secretary will be ADC (General), Ludhiana.
Members include Abhishek Gupta (Trident Ltd, Barnala), Amit Jain (MD, Shingora Textiles), Amit Thapar (Chairman, CII North India Export Promotion Committee), KK Sharma (Amritsar Textiles and Processors Association), Kamal Dalmia (Navneet Synthetic, Amritsar), Priyanka Goyal, (Associated Industrial Association, Amritsar), Ravinder Khanna (Tarpex Wool Thread LLP), Sachin Khanna (Swadeshi Woolen Mills), Sambhav Oswal (Nahar Spinning Mills), and Sidharth Khanna (Arisudana Industries).
The Apparels Committee will have Sandeep Jain (Monte Carlo Fashions Ltd, Ludhiana) as its Chairman and Member Secretary will be ADC (General), Ludhiana.
The members are Arnav Saluja (Saluja Group), Harbajan Singh (Jawand Sons), Mahesh Khanna (Shakti Corporation), Mandip Dua (KG Exports), Manish Awasthi (Sports King), Saurabh Kejriwal (Subash Politex), Sudhir Kumar Jain (JITO, Ludhiana), Ujwal Garg (Garg Acrylic Pvt Ltd), Varun Mittal (Kudu Knitwear), Vinod Thapar (Knitwear and Textile Club, Ludhiana), and Yuvraj Arora (Octave, Ludhiana).
The Dyeing and Finishing Units Committee will be headed by Rajnish Gupta (Bala Ji Dyeing) as its Chairman, while the Member Secretary will be ADC (General), Ludhiana.
The members are Abhinav Oswal (Nahar Industrial Enterprises Pvt Ltd), Ashok Makkar (Punjab Dyers Association, Ludhiana), Bobby Jindal (Sri Balaji Processor), DC Chawla (Rossy Woolen Hosiery), DK Ramapal (Ramal Dyeing), Mandeep Singh (Punjab Dyeing Association), Rahul Verma (Gulab Dyeing), Sanchit Sood (Oriental Textile), Subhansu Gupta (Om Processor), and Subhash Saini (Bahadurke Dyeing Association).
Each committee will be tasked with developing recommendations for a customized industrial framework and sector-specific policies that align with Punjab’s structural and fiscal context. To achieve this, committees will study successful policies from other states and aim to draft a “best-in-class” policy blueprint for Punjab. The recommendations are to be submitted in writing by October 1, 2025.
Minister Arora emphasized that the committees will include a diverse range of members in terms of size, geography, and subsectors to ensure a holistic representation of views. Additional members may be added by the government as required.
