Bhagwant Mann courted controversy on Friday, May 1, after several Opposition leaders accused the Punjab Chief Minister of arriving “drunk” at the legislative Assembly. Delhi Chief Minister Rekha Gupta has termed it “shameful” and “disgraceful.”
“Shameful, disgraceful. In the temple of democracy, a state leader himself shows up in an inebriated state and brings shame to the entire state,” Gupta wrote on X in Hindi.

She added, “The Chief Minister of Punjab, Bhagwant Mann ji, has been seen by the world hundreds of times in public programs and events under the influence of alcohol. But today, it reached an extreme when the entire country saw his condition — how he was speaking in the Assembly in a drunken state.”
She further question how a person who lives in intoxication himself can save the people of his state from addiction.
“Does Kejriwal sahab (Arvind Kejriwal) have any answer? What good will you do for the people of Punjab with such people?” she wrote.
Gupta said that the Assembly elections in Punjab next year “will prove to be the final nail in the coffin of their corrupt rule — driven in by the public.”
Rajya Sabha MP Swati Maliwal, who recently switched from AAP to the BJP, wrote on X, “Today, once again, Punjab CM Bhagwant Mann has arrived at the temple of democracy, the Punjab Legislative Assembly, completely intoxicated with alcohol.”
She added, “This man goes to the Gurdwara Sahib after drinking, goes to the temple after drinking, used to come to the Lok Sabha after drinking, goes to government meetings after drinking, and drank so much abroad that he was deplaned.”
She further claimed that Mann had earlier placed his hand on his mother’s head and declared that he would never drink alcohol again.
“The CM of a sensitive border state like Punjab stays intoxicated all the time… signs files while under the influence. What shamelessness. How can a man who is only ever away from alcohol during sleep possibly run Punjab? CM Mann should undergo an alcohol test, and if found guilty, he should be removed from the CM position,” she added.
Earlier in the day, Punjab Congress MLAs staged a walkout from the Assembly during the special one-day session to mark the International Labour Day. Leader of Opposition in Punjab Assembly, Partap Singh Bajwa, even asked for a closed-door alcohol test on all MLAs after allegations of Mann appearing drunk inside the Vidhan Sabha.
“What should we even do coming to the Assembly where the Chief Minister is in an inebriated state? What is the purpose of holding a session when the head of the state is completely sozzled? We demand that everyone’s test be conducted,” Bajwa said.
BJP Punjab President Sunil Jakhar also demanded a breath alcohol analyser test, calling it his primary demand amid ongoing political tensions.
“Let the floor test happen later, but a breath analyser test should come first — that is my demand. Chief Minister, whether you conduct a floor test or not, or even a no-confidence motion, a breath analyser test of the leaders in the Punjab Assembly must definitely be conducted today,” IANS quoted Jakhar as saying.
