With a key focus on capital expenditure, the New Delhi Municipal Council (NDMC) has not increased property tax rates in its budget for the financial year 2026-27, which was presented on Wednesday.

The total receipts of the Budget Estimates (BE) 2026-27 are Rs 5953.07 crore against Rs 5689.27 crore provided in Revised Estimates (RE) 2025-26. The total actual receipts in 2024-25 were Rs 5060.57 crore. The total expenditure for BE 2026-27 is Rs 5810.02 crore against Rs 5484.15 crore provided in RE 2025-26 and actual of Rs 4678.45 crore in 2024-25.

The capital expenditure is projected at Rs 943.84 crore in BE 2026-27 against Rs 586.54 crore in RE 2025-26 and actual of Rs.121.73 crore in 2024-25.

Continuing with the trend of a surplus budget with net surplus of Rs 143.05 crore projected in FY 2026-27, the NDMC budget includes adoption of innovative best practices, generating hydrogen and electricity from STP, net zero carbon benchmarks and dust free sanitation. It also includes Miyawaki afforestation, paint with solar charge, solar energy expansion, world class water supply control room, medical health scheme for contractual employees and 2000 CCTV Cameras.

The NDMC has also proposed to start a “Night Bazaar” in its area.

“The NDMC is undertaking a comprehensive transformation of its urban infrastructure aligning with “Vision @ 2047” to build a sustainable, resilient and future-ready city,” NDMC chairman Keshav Chandra said after the civic body’s budget presentations in its Special Council Meeting.

“NDMC continues with the trend of a surplus budget with a net surplus of Rs 143.05 crore projected in FY 2026-27,” he added.

He said the NDMC is expecting to collect property tax of Rs 1200 crore in Revised Estimates 2025-26 and Rs 1290 crore in BE 2026-27.

Explaining the highlights of the budget, Chandra said the NDMC has created an Innovation Fund in line with the Government of India’s vision to promote innovative initiatives and adoption of new technologies.

Elaborating further about the budget, NDMC Vice-Chairperson Kuljeet Singh Chahal said the civic body plans to shift to mechanised sweeping expanded across the entire NDMC area covering all avenue roads and pavements, 150 km of major footpaths, and 132 avenues, for which many more pieces of machinery are being procured. He said dust free NDMC for air quality improvement and dust control is transitioning from manual brooming to vacuum based mechanised cleaning systems.

Additional measures include regular washing and cleaning of trees, installation of mist spray systems, deployment of both static and dynamic anti-smog guns at strategic locations, the NDMC Vice-Chairperson said.

He said world-class education in the NDMC schools is one of the most prominent initiatives which has been designed on the basis of “Vikas bhi Virasat bhi” framework for students launched. “NDMC has 300 students equipped with AI Knowledge,” he added.

A public art and culture scheme, “Art with Heart”, announced earlier by the NDMC with the installation of theme-based sculptures at major roundabouts and prominent places. A creative hub for artists and performers is being formed for further improvement of the cityscape. ‘

The NDMC, in collaboration with the Delhi Police, is implementing the Safe City Project under the Nirbhaya Fund by enabling mutual sharing of CCTV camera feeds between NDMC and Delhi Police. The execution of the project has commenced and live feeds from 82 CCTV cameras have already been integrated with Integrated Command and Control Centre (ICCC).

“We are in process of adding more than 2000 CCTV cameras for safety, security and better monitoring on a real time basis,” Chahal said.
