Sunil Kumar Bisen, Joint Director of the Social Welfare Department, has been suspended following serious irregularities in the selection process for course coordinator positions under the Chief Minister’s Abhyudaya Yojana.

A departmental inquiry has also been ordered against him after prima facie evidence of negligence was established. During the suspension period, he will remain attached to the Directorate and receive a subsistence allowance as per rules.

Departmental Minister Aseem Arun received a confidential complaint regarding irregularities in the selection process, which prompted an investigation. The investigation found the role of the Joint Director suspicious. Furthermore, the investigation revealed several serious irregularities. Candidates’ credentials were not properly verified with original records. Necessary documents related to the interview and selection process were not found in departmental files.

Furthermore, no authentic records of the interviews and verifications conducted by the committees formed to monitor the selection process were presented. Additionally, the transparency of the scheme was compromised by the recommendation of selection based on questionable documents.

An investigation conducted following a complaint received on October 29, 2025, also revealed that, as per the rules, passing the UP PCS Main Examination was mandatory for the post of Course Coordinator, but several ineligible candidates were appointed. Of the 69 candidates examined, only 21 were found eligible.
